Seriously though, I don’t think people understand that ANet has internal deadlines they don’t share, in case something occurs to make it not ready by that deadline, because try telling a gaming community the fix isn’t ready yet even though they aimed for a deadline and watch everybody lose their kitten because gamer entitlement > logic.
Also, I don’t think people realize that ANet probably has extremely set time frames that they can access the live servers and make changes to it, and that since they promised an “always online” game, the fixes might be done, but have to go into scheduled patches in order to remain true to the idea that the game will never go offline unless emergency crisis mode for maintenance to fix something like introduced bugs.

True, but money/time/resources are a definite factor. The bug team could go to the decision makers begging to be able to fix the bugs, to which the decision makers retort with “that will cost this much money, this much time, and then have to be internally tested and then patched. Meanwhile, we are releasing constant living world updates and content that requires your full attention to catch any bugs there before the patch drops. So maybe if you finish all of the upcoming content, you can work on those bugs.”
Even then, the bugs could be completely and totally fixed, and the decision makers could say “it will cost money/time/resources to do it early, just put it into to the next scheduled patch.”
Luckily, this time around we are looking at an expansion, and expansions are one of the few times that developers attempt to fine tooth comb the prior content because it needs to connect to the game like a piece of a puzzle with as few gamebreaking bugs as possible to keep the influx of new/returning players content and satisfied with their purchase. So developers tend to “update” the old infrastructure to match all of the new ideas they have poured into the new expansion and in doing so fix old bugs (because you don’t use rotting wood to build the foundation of a large investment structure).
That, or expansions are super conservative and barely change any of the core mechanics because the developers either didn’t have the resources to put into the expansion or they were afraid too much change would scare away the existing playerbase without gaining enough to substantiate the loss.
But I think that what we’ve seen previewed so far is a good sign hahaha.
