My changes for : Shouts
even with these " buffs " all of them are absolutly useless.
imo the warrior has more than enough access to the resistance boon, swap that one out for regeneration instead and make fear me grant swiftness instead
Raising the radius of shouts beyond 600 is unacceptable IMO. Especially since shouts don’t require LoS.
I think you are trying to accomplish too much here in some cases, other times you aren’t doing enough. Instead of changing how they function, you could just sharpen their purpose. After all, the reason why warriors mostly don’t use shouts in PvP for example is that they need Zerk Stance and Endure Pain to survive.
I shall counter-propose:
“To the Limit!” – I liked the cd reduction but I would do more. I would also reduce the casting time to 3/4s and reduce the adrenal gain to 10.
The current functionality contradicts itself, since you want the adrenaline at the start but you want to save the heal for a crutch save. Purity of purpose is served here.
“Shake It Off!” – We have enough Resistance on warriors as it is. I would rather turn it into a real condi cleanse, and have it remove additional conditions on the warrior per ally affected.
Removing just 1 condi is rather weak these days, so this is clearly just out-dated. I feel like any option to rival Cleansing Ire is a welcome addition.
“For Great Justice!” – Vigor doesn’t really fit here, since it’s an offensive shout. Honestly I think Vigor would fit better into “SIO!” but I don’t want to put it there because balance. I would just make it grant additional Might for the warrior per target affected. Otherwise this shout is fine, it synergizes well with Might granting traits and it’s spammable. It has just fallen into the “Shouts suck”-pit with the rest of them.
“On My Mark!” – This shout needs a few of tweaks. 1. It should cause 25 Vulnerability instead of the current 10 but the duration should be shorter, 6s for example. 2. It should be Unblockable. 3. Give it a special debuff that makes CC 25% more effective (25% increased duration) on the target for around 4s.
The way I see it, this shout is a burst assist but as Vuln is given out like manure these days, it’s fallen behind in the power curve. This would atleast make it worthwhile.
“Fear Me!” – I would reduce the cd to 40s as well but giving it healing makes no sense IMO, and that would make it an unnecessarily powerful self-heal as well. Instead what I would do is give it a secondary condition, Weakness for 6-8s.
The fear in this shout is just a 1-shot which is easily negated but how I’ve made it would make it useful even if that happens. The current cd is just a relic from somewhere down the line.
As for the traits I would only make 2 changes and 1 of those is an indirect change. Firstly, I would make Shrug It Off trigger at 3 conditions instead of the current 1.
The second change would be simple but major. I would merge Phalanx Strength into Inspiring Presence. Phalanx Strength is pretty much the reason why you want a warrior in any group content, and no other trait can really compete with it. This would make Vigorous Shouts viable, and leave a slot open for a new GM trait in Tactics.

Most important and relatively easy changes would be:
“To the Limit!” reduce CD from 30s to 25 s. And reduce activation time to 1/2 or 3/4 s. Reduce healing accordingly (so that total heal per long term is the same).
reasoning: The current long CD and activation time making it very high risk. You end up interrupted often, unless you have stability
“Fear me!” reduce CD from 60 s to 40 s. Cause weakness for 6 s.
reasoning: Way too long CD for for the current effect
only thing they need to do,is skill swap like rave on weapon change ofc,another 5 skills whoud actualy allowed to use more options and since everything but stances is trash anyway,there woudnt be much ballancing around it.
TtL : granting +30 adrenaline make it a skill that you have to think before pressing since you are likely not to benefit totally from one effect which makes it better than a “I heal”-button. Warrior can count on his defenses to wait for the skill recast. Cast time reduction needed but 3/4s should be good. Maybe make it give swiftness or protection to make it match the whole shout theme you are going. Imho the skill isn’t used because it makes the warrior loses momentum (compared to healing signet/defiant stance) nor provide the additional dps (compared to blood reckoning).
SiO : I would put regen instead of resistance. Counting with the passive one, you can output 10s of resistance AoE every 30s not accounting for boon duration or cooldown reduction. Regen is more thematicly on the “warrior that sustain the fire of battlefield” spot. I think removing confusion or torment instead of bleeding is more on the theme too.
FGJ : I would definitly make it grant more might as Yannir.4132 suggested. Fits the theme and synergy with traits.
OMM : the concept of this skill is weird. It’s a single target skill in a support category. I really don’t like the instant daze + immo combo which can is nearly a death sentence on some fights. I would add a special effect debuff that makes a +10% damage on the target so it stacks even if the target has already 25 stacks and still trigger all the on condi/on vulne traits. But imho it’s the concept which is flawed, unless you make that skill OP it won’t be used.
FM : it’s an offensive skill so offensive effect. Weakness is good as a added effect, maybe make the war steal one boon from each foe ?
