Of course not, he’s the hero after all. He deserves it!
However, there’s not going to be a new statue. That was indeed stated by an ArenaNet employee in the Halloween Forum.
Daily and Monthly achievements — they reset back to zero at the start of each day and month respectively, at midnight UTC (4:00 PM PST/5:00 PM PDT).

The Black Lion Chests have a chance of giving you Halloween themed items until November 5th.
It does not matter when you got the chest, only when you open it.
“The Black Lion Chest is getting a spooky upgrade for Halloween. Between October 23 and November 5 each Black Lion Chest you open has a chance to give you one of six exclusive Halloween-themed weapon skins!”
You can buy it (ingame) in the Trading Post for 0 Gems.
Long story short: Because it’s not intended to be a pure PVE Achievement.
On a sidenote, you only need to defeat 50 enemies, which is really easy when you are defending a Tower or Keep. Siege Weapon or not.
They will be replaced by an achievement later – most likely after the November 15th content update.
The October candy eating Achievement also displayed ??? before the candy eating was implemented.
Nope. It resets the same time of day as the dailies do, which is midnight GMT.
Just completed this one on my Elementalist (who is still using lvl 46 gear and even lower jewels). It’s not the easiest skill challenge, but it’s definitely doable.
If you can’t solo it, just bring a guildmember, a friend, or a random player from /MAP chat.
I love Metrica Province the most.
But to be honest, that’s only because of the Skritt IQ Test and the Asura Rabbit Researcher. Apart from those, I’d have to go with the Norn area as well. Snow ftw!

There are two kinds of PVP – Structured PVP (tournament and hotjoin) and World versus World.
Structured PVP is entirely seperate from PVE – You get leveled up to 80, with access to all skills/traits and a lot of gear options to choose from. You can gain PVP levels and you can gain new PVP gear (and some other fancy stuff) as you rank up. The gear you obtain here is indeed only usable in the PVP World.
Then there’s World versus World, which is PVP on a massive scale between three servers. Here you use your PVE character with its gear (and skills/traits). You do get some stat increases so you can compete with level 80’s even if you are not yet 80 yourself – but you will be at a disadvantage.
