Then we shipped precursor journeys for existing legendaries, and said, “We’ve been working hard on new legendary weapons, the first handful of which will be introduced in Heart of Thorns, with more to come in subsequent updates.” While I fully get that you’re disappointed today, this is not about us shipping half an expansion pack.
Actually Mike, the specific wording was:
“Guild Wars 2: Heart of Thorns heralds the beginning of the *first new set of legendary weapons to be added to the game since its original set of twenty included in the launch of Guild Wars 2. The first three we’ll release are a celestially themed axe called Astralaria, an experimental energy themed pistol called H.O.P.E., and a raven spirit themed staff called Nevermore. It takes a lot of work to craft these legendary journeys for release, so rather than take the time to develop the full set before releasing any of them, we will be releasing new legendary weapons in small groups at regular intervals until the full set of sixteen has been added to the game.”
Is there not a legal obligation to provide paying customers with the things that were advertised as being part of the expansion but to be released at a later date?
No, not really. You paid for /access/ to the full game.
Wrong. We paid for the advertised features and content.
How is this legal? As part of the product sold, you agreed to provide us with 15 legendary weapons over the course of the expansion, you can’t renege on that.
Depending on where you live it may actually be illegal. Look into the laws of your country. 16 new legendary weapons released at a steady pace were a selling point of HoT. Deciding not to make them after people have bought the expansion is not okay.
Where it was advertised

“we will be releasing new legendary weapons in small groups at regular intervals until the full set of sixteen has been added to the game”
So where do I go to get refunded some of my money that I paid for HoT? I mean since not all of it was delivered as promised and is clearly not going to be…
Look into the laws of your country. You may be entitled to compensation/refund because they decided not to give us a major selling point of the expansion after many people bought it.

“You can’t have everything, something has to be sacrificed”
Yes, that “something” should be the next expansion. Pull everyone off the next expansion and deliver on your promises. Fix this now or it is going to get ugly.
Exactly. You can’t just take away a major selling point of the expansion, something people paid for, and expect it to be okay. This is going to get uglier and uglier.
Anet needs to start offering refunds of their accord before all the chargebacks roll in.
People seem to be unclear that “suspended indefinitely” is a very delicate way of saying “cancelled.” Yes, it means that there is always the potential for this field to be picked up and worked on again, but the plan is not to spend any more resources on it. Ever.
And regardless of whether or not they may finish them later, this still goes against what was promised and paid for with HoT. “Suspended indefinitely” is not “small groups at regular intervals”.
So, when will I be getting a partial refund? Or some sort of compensation?
That was one of the things I PAID MONEY FOR as part of the expansion.
If they don’t start offering partial refunds they’re going to have a lot of chargebacks to deal with from angry customers that are sick of being lied to.
If you or someone else that was looking into the legalities can post follow-ups it would be greatly appreciated. If they abandon what was promised, they’re straight-up lying and expecting to get away with it.
Someone posted this link but I’m still reading it.

Sorry MO, but you are just proving that the developers and company will continue to lie to the community.
You promised 12 new legendary weapons with HoT… we have 5+2 to come.
You promised legendary backpacks for each game type – PvP, PvE, and WvW. We have 1 of those delivered AFTER shipping the product. You shipped a half baked story.
You shipped a bad WvW update that didnt take into consideration the core game play issues with the new BLs that hundreds of players gave you books worth of negative feedback on during the beta tests and after launch. In all honesty HoT was a huge let down, and you have just proven that you will continue to not keep promises and even deliver on things you advertised as features for a product people paid money for… Its disgusting and unprofessional.
We were actually promised 16 new Legendaries.

I’m never giving Anet another cent for any game.
We PAID FOR new legendaries. They were advertised as part of HoT. They were one of the few selling points that I actually cared about. I started to think we’d never get everything we PAID FOR months ago but now that its confirmed I’m just… disgusted.
I’ve spent a few hundred dollars and 4k hours on GW2 over the years. I’ve thought about leaving multiple times but always stayed because of how much I put in. This is the last straw and I’m pretty sure I’m done. Whether or not its technically legal, this is nothing but refusing to give us what was advertised and paid for. That is not okay.
Its probably time to stop working on the next expansion and fix what’s left of this crumbling game. No one will spend another $50 for a box of empty promises.
I’m so glad we can fly with tonics! I love messing around and doing silly things with tonics and this really fits the bill. I really hope this isn’t changed. We can ride brooms, hold balloons, and run around with kites while using tonics.
will there be individual mix and match pieces in future releases? Or will they all be complete sets?
We will continue to release mix and match armor skin pieces
That’s nice, but this thread is about townclothing.
Honestly though, I would be willing to just give up on this whole debacle if ANet promised to refund EVERY SINGLE piece of town clothes. It’s ridiculous that they’re only providing refunds for some pieces of clothing when town clothes as a whole are being changed.
I actually feel the same way. I am sad that my characters will lose their individual non-combat looks and I won’t be able to regain them. But if I got my gems back for ALL the townclothes (including the multiple sets) I bought from them, I’d be willing to shrug and let it go. Then I can re-spend all those gems on the 8000 transmutation stones I’m clearly going to need in order to make this “wardrobe” work for me.
This is how I feel. All of my trust in Anet as a company is completely shattered and I’m never spending another cent in the gem store, or on anything else tied to Anet/NCSoft except for the last GW1 expansion I need. I’m incredibly angry and upset over the loss of townclothes, but obviously Anet doesn’t care about what their paying customers want or feel. But if I could get refunds on all three of my Wintersday sets, if I was assured I wouldn’t have to send in a ridiculous amount of support tickets in the hopes that they’d eventually change their mind, I’d be a lot more okay with this. I’d just give up and accept that Anet doesn’t care and look forward to the finisher and character slot I’d buy with my gems. But they refuse to even give us that one thing, one VERY reasonable thing, and that’s just absolutely appalling.
So basically the whole “we are taking your concerns and feedback into consideration” was a bunch of nonsense. Glad to see that hasn’t changed. Just the usual typical PR spin meaning “we are not changing anything regardless of what you have to say”.
Considering how open he sounds about it, consider that it might actually be a technical issue. It might not be fixable without a full engine re-write.
I still don’t understand why they couldn’t edit the models and make entirely new skins of each townclothing item. Make them as actual ‘armor’ instead, edit what needs to be edited. Or just, you know, leave the system people paid real money to use alone.
I’d like all my kittening money back for all the wardrobe pieces I’ve bought.
To clarify this for everyone, you will only be able to get a refund for town clothes that become endless tonics.
So I won’t even be able to get gems back for the individual pieces? UGH.
Just what I wanted, a bunch of utterly useless clothes that I can’t even get a refund for.Oh, I intend to file continual daily support tickets and updates until I get my gems back, reminding them each time that while I am doing so, they are not getting any more money from me.
If they don’t change their stance to allow refunds on outfits as well, I’ll be doing the same thing.
If changes are “not doable” (seems more like “we don’t want to put in the required effort” to me), outfits better have refund options as well. I did NOT pay for outfits, I do NOT want outfits. I want my townclothes the way they worked when I paid USD to buy them or I want my gems back so I can buy something I can actually use.
To me, there are just too many backdraws with this update. I am happy about the dyes and skin unlock, but not only are many of my town clothes being taken away, I will also no longer be able to use the headpieces as before. I did not purchase sunglasses to wear in combat, but now my only way to use them will be to pay a charge to put the look on a combat item. I do not want this, and would have protested against it in a CDI thread. Leveling will be less fun as well since I will not be able to afford transmuting below 80 skins as I level now that they will cost the same to transmute as 80 skins. I understand that you want to make money, but sneakingly adding a high cost to a much-used quality of life feature we have come to rely on but have not had to pay for in the past feels pretty low.
This is exactly how I feel. My townclothes, that I spent USD on, are useless and won’t even be refunded (I have three Wintersday outfits). And with my playstyle I like looking exactly how I want, which means I use I use 4-10 transmutation stones every 10 levels on all characters. But now the cost has risen to 12-30 and that’s just not possible to keep up with. Only 4 of my 11 characters are level 80, the rest are mostly around 20-40. If I can’t enjoy how my characters look, I don’t want to play them. My frequent transmutations are very important to me and how I enjoy the game.
I’m happy that people with other playstyles, only level 80s, etc are able to use stones, but there was no reason to punish low level characters. Its just greedy.
i personally think the Basic stones should give 1 charge, and the Crystals should give 5 charges. all armor changes below 80 should cost 1 charge, and level 80 armor changes cost 5 charges. this way, basic stones still allow SOME use for level 80 armor sets, but still dont end up costing us a ton.
I agree with this so much. Or even just 3 charges per crystal.
Every 10 levels, all of my characters require 4-10 stones to keep their look. Its incredibly important to me that my characters look how I want them to, or at least look nice. For example, I buy cultural armor for every Sylvari I make at level 1 because I can’t stand them in other armors.
Not everyone shares my playstyle, and that’s fine, but I know I’m not alone. I’m happy stones are usable for level 80s now, but low level characters didn’t need to be thrown under the bus to make that happen.
Oh, and I forgot to mention. For ages I’ve been wanting to save up and buy the Cook set, but I don’t want to use it as an outfit. I wanted to give the pan to my Sylvari necro and split the clothes between my Sylvari ranger and Sylvari warrior. Eventually I even wanted to get a few more copies of the cook set to use on various races, since it has the awesome ability to change appearance. So that’s another few sales you lost out on Anet, because I’d never buy some useless tonic for 700 gems.
I don’t roleplay, but I absolutely love taking screenshots. Many of my characters are in townclothes at least half the time and I loved the quick and easy option to change, even if I got knocked back into armor in combat.
Since I first started playing I adored townclothes since they gave me the option to easily switch between different outfits. I didn’t have to use space in my bags or bank to store clothes and I loved it. Once I figured out how to get more townclothes, I started buying some and making plans for how I wanted each character to look. I’ve got two single tops because that was all I could afford before all the single items were retired (it was three tops but I accidentally deleted a character wearing one…which doesn’t hurt as much anymore :/) . I loved them for how they looked by themselves, I don’t want them to be attached to some random pants/shoes/gloves/hats! That’s not what I paid for.
When December rolled around, I was excited to finally get a chance at the Wintersday townclothing set. I love it so much that I bought three even though I’ve only got two equipped to characters right now. My Asura uses the whole set, minus the hat and wand, undyed while my Charr uses the set with a quaggan hat and no wand, all dyed. The third set is for mixing-and-matching, but I was waiting for more townclothes to be released. Luckily my Asura would still be able to wear her’s, but half the reason I even bought the character slot, townclothes, etc is for my Charr! I wanted that Charr to look a very specific way. When the clothing loses its dyes and can’t even be worn with the quaggan hat, its changed in a way that means I wasted my USD on the gems that bought them. And its not clear if I can even get refunds for the three now useless “outfits” that I own! Which is pretty ridiculous seeing as they no longer function even close to how they did when I bought them.
On top of that, what happens to default townclothes? I don’t like most of it, but I love my Norn’s default look and was looking forward to buying a new character slot and having a human in the default ones as well. My other Asura still has her default townclothes as well, because I like them on her. I don’t want to lose any of them.
I’d been very excited for the wardrobe announcement, but there is nothing good about this particular change. There’s no reason to destroy townclothes by turning them into useless tonics and forcing us to wear random things we did not agree to if we want to wear the clothing we bought. This is an absolutely terrible way to treat your paying customers when they purchased completely optional cosmetic items that helped support the game and company. I’ve already decided to not spend another cent of USD on gems, and this makes me very wary to even convert gold to gems anymore. Why bother wasting my money and effort, IRL or in-game, on items when everything about their functionality might randomly change?
349042 – I replied on February 20th. I did not close it and was not told support had closed it, so I want a response. If support did not get my reply, I’ll send it again.
It has now been 12 days, nearly two weeks, that I’ve been waiting.
I think this is the right place to post, but I’m not completely positive.
My ticket is 349042 and I have been waiting 9 days for a response (12 days since I first got a response).
