The world completion was not so difficult for me to do as I like to explore and I didn’t have any reasons to rush my way through the maps. There are some awesome places in this game and some are hidden. I completed all the maps partially through the personal story and also by systematically completing one map at the time when the personal story was done.
I would personaly recommend that you choose a map and complete it in one go and do this region by region. http://wiki.guildwars2.com/wiki/Map_completion/table this link will show you all the places you need to complete and also there is links to wiki-pages of those maps (will help you when you can’t seem to find some pesky POI and some hearts). It took me usually about 1-2 hours of playing to complete a map this way (few maps took longer).
It has also been already said but having a friend with you running those maps will help you greatly.
You should post your question to the Ranger section https://forum-en.gw2archive.eu/forum/professions/ranger where you should get help with your build more easily. Just filter out the useful responses from the ranger community there

You gain Laurels at least by completing your PvE daily and monthly achievements although january’s monthly achievement doesn’t give any laurels yet. You don’t get them from completing Fire and Frost events as far as I know and from PvP dailies. The Laurels will remain in game even after the Fire and Frost events have finished.

You will have an exotic weapon with the skin of that rare weapon. You just need to pick the statistics of the exotic weapon when you transmute.
It seems to be wolf armor, Norn cultural tier 3 medium armor. At least the head and shoulder pieces seem very similar.
Well, Rainu wasn’t wrong in what he explained. The number of skill points shown for the zones only include the skill challenges you have completed to get a skill point, not the overal skill points you have. You can see the skill points you currently have from the Hero panel. I hope this clears things up.

As Jsmooth said, the skill challenges you are missing are found from WvWvW-maps. Instructions of how to get to those maps and more are found from the following link: http://wiki.guildwars2.com/wiki/World_versus_World.
However, you may need to queue to get to those maps for a while depending on what server you are playing at (active www-server) and the time of a day you try to get there.
From the 14th december patch notes: “Commendation vendor Lionguard Lyns is restocking her goods and is not accepting commendations at this time. She will begin accepting commendations again soon.”
Though it might have been interesting to see people being smacked down with snowballs while they tried to buy something from Lyns

Did you get the 2 new POI’s in Lion’s Arch which were added in last patch?
I’m not sure if this is included to the Maguuma explorer but Tears of Itlaocol mini-dungeon has been added to Caledon forest recently. http://wiki.guildwars2.com/wiki/Tears_of_Itlaocol
To answer your main question in general, here is a quotation from the wiki:“Precision is an offensive character attribute. Attribute points put into precision increase the chance of a critical hit for the character. Many of the conditional effects of a skill or trait trigger on a critical hit.”
So extra precision helps to trigger conditions more often through critical hits. Now, you can ignore my answer easily because I don’t actually play mesmer- class and I don’t know how many skills this class has which trigger conditions on criticals :P . However, if you have such skills the upgrades including precision will indeed help you.
I got the Krytan explorer achievement yesterday, so it shouldn’t be bugged. The places I had missed while exploring were Ourobore caves and Hidden Ourobore located in east side of Harathi Hinterlands and Beggar’s Burrow located at the nothern shore of Lake Delavan in Queensdale. Those are locations without point of interest so you can get the map completion without visiting them but they count for explorer achievement.
As synk stated above, you need the Dwarven key which is a random drop from basically anything you kill in Dredgehaunt cliffs. Best possibility is from dredge. But when you open the door, there will be a nice Destroyer troll waiting for you (also a chest if memory doesn’t fail me)
I’d like to add Seafarer’s Rest (EU) to the server list where this mini dungeon is bugged. Gerrvid is dead already when entering Forsaken Halls and can’t be revived. Veteran Fleshreaver is also already present and remains immune to damage although the braziers are lit.
Have you found yet the Talus Waterslide also in Timberline Falls? It’ s a small area behind a shrubbery or small waterfall (I can’t remember which one was it) in the corner of the swamp in south west corner of that map.
