Hey there GW2 Forum.
My Girlfriend and I decided we would join our other girlfriend on Devona’s Rest because of the deal going on in December. Me and sooperglu cannot receive mail sent to our accounts. Nor can we be right clicked and invited to party, our character names have to be typed out and invited that way.
We have checked some of the major initial thoughts about how some people who upgraded their trial accounts to paid got a different account .#### we did not. We checked, double checked, then triple checked by having friends add us and report back the full username, checked ourselves et cetera.
We continually get, “Unable to find Recipient.” When trying to mail each other, mailing others and having people trying to mail us. via the “send mail” option when our name/icon/guild roster name is right clicked.
Going to submit a ticket on each of our accounts but wanted to start here since we saw nothing similar (Not the .#### issue) during our searches. It has been 2 months and still no solution no response from support other then some junk that doesn’t even comment on the ticket I make sure to submit with detail. They give an auto response piece of kitten that just gets closed moments later no matter how fast I am to respond.
I originally posted it here, as this is the correct forum as it is a bug with ingame mail (EG a GW2 SOFTWARE issue). For some inexplicable reason it was moved to technical support which means since it was not a technical issue it was ignored and lost for over 2 months. Why in the world would Gaile Grey make such a mistake?

I might be apt to say it is an account issue, but it is not the same issue most people are facing with their account .#### being changed. Ours has stayed the same from trial to current, at least what we are able to see from the user side.
I am going to move this to the Technical Support forum, so that someone with expertise in that are can help you. Thanks for your patience.

When did this get moved to technical support?! This has nothing to do with the technical specs of our machines hardware.
Gaile this is a software based issue and is not relevant to the tech support criteria. It got shoved down into the abyss because of this move and I will be reposting it into the correct subforum.
Fair enough. Given that, I have to maintain my stance that taxation and transaction laws don’t apply here, because it’s a virtual system with a one-way currency exchange. There’s no way within the TOS to get money back out of Guild Wars 2; therefore purchasing gems is purchasing a service.
That doesn’t change the fact that the Trading Post’s taxation method is highly deceptive, for reasons indicated above (most particularly the vendor value protection system, IMO). The system needs to be changed because it’s grossly misleading. No other reasons are necessary.
Some food for thought about services and how it is and will always be a service. There are reasonable expectations of how a service will occur and what is related to said service.
Ultimately for purposes of this thread the focus is and will be the change needed on the BLTP fees and taxes listing procedure that is grossly misleading, and in my experience with the word, “deceptive.”
Until you can provide citations specific and relevant to this situation, I’m still taking the stance that it’s deceptive and dishonest, but not strictly illegal.
I would be glad to oblige if there was not a general fear of negative consequences for CITING, such things. Discussing the logic, theory, correlation, and ideals are explicitly allowed however…

Since my knowledge is experience based and I have not disclosed any specific citations I can discuss the matter but not promote, endorse, assist in any way shape or form any action against anet. I do not now nor have promoted action against Anet I just simply debate the logistics of the issue and continue to “feel” that there are some problems that are associated with things that need to be fix to come into compliance with customer expectations.
(There was a group banned for this, and they were given exactly what they did to “deserve” being banned. I’d prefer to avoid this fate myself)
Are we going to post gambling laws here when we talk about spending that same gold on the mystic forge?
Those as required by law are disclosed and voided properly in the ToS. So technically it would be a null issue as it is properly resolved in the ToS.
Also it is part of the ESRB Rating… Gambling violence etc :P

Arguments about real-life taxation aside (they simply don’t apply here, because the law specifically regulates United States Dollars, not fictional forms of non-legal tender),

See my above post… You would be wrong and misinformed as most of the country is about how those laws work. Most people don’t know things like business law because they don’t have to. Pretty funny thing about law, you usually have 0 understanding about a topic unless it affects you.

For the people unaware NCSoft and other companies (including blizzard with the Diablo 3 BS) have been sued for things like this before and lost.
You have a promoted product that has reasonable expectations. These reasonable expectations have a required amount of “truth” before you can say a business has avoided deceptive practices.
Several courts have ruled across the country that if you can directly trade Monetary value to ingame credit to another form of ingame credit then the credits are still ruled by the business law. If you bother to read the the TOS they are explicitly required to include that little part about, “these terms may not apply to you based on your local law”… For example: Washington State does not allow them to waive your warranty without directly negotiating what you are waiving
ANet should just fix it before they end up having another issue like their parent company has had… I’ve sent in tickets on the matter others should as well.
The point being and the main topic is and shall be why there was a loss of profits. This is being seen more and more as people get to the higher brackets of items they are selling.
I didn’t notice it until I went to sell one of my first double digit gold sells. I didn’t think I should expect a tax not listed for all my other sales and when selling anything under 10c to the BLTP you could reasonable mistake a correlation that the listing fee and your projected profit were one in the same… Then after that the reasonable correlation grew because there was no other indicators you were being taxed… Why do you think when you go to the grocery store or pay for something that has a tax it has to be listed seperately? :P
PS EDIT: I’m starting to think Harm is mad because I’m From Devona’s rest and my Guild and server smashed his server. Been seeing alot of HoD hate on my posts…

Chimera, do you know what taxation is? Did you know that when you bought this game, you didn’t pay just $59.99?
Washington State, where ANet is from, has regulations about taxes and making customers adequately aware of all “taxes whether local, state, or federal along with the implied fees of such a transaction.” Your comment shows your knowledge of business definitions is lacking, flawed, slighted, and skewed by your assumption about a separation of taxes and fees.
I really do not want to let this get too far off topic so I will reiterate the point again.
There is no specification of what is going on, criteria for deceptive business practices are met under definition because of non disclosure.
The general populace is unaware which does not excuse the abuse nor does it alleviate the responsibility to proper itemization and notification. If anything it is historically shown that deceptive practices are generally missed by the masses as they ARE DECEPTIVE!
@ the OP: The trading post takes 15% out of every successful transaction. 5% for listing (which you cannot get back and is taken out of pocket: not out of the sale so you can’t list something if you don’t have the coin up front to list it) and 10% at the point of sale. There is no deception when the trading post tells you your listing fee & your projected profit. I don’t think adding a few lines explaining the math is going to accomplish more than what the projected profit already tells you. If someone isn’t going to bother to check the math then they wouldn’t read the text that explained the math. If you are one of the few that picked up on the 10% tax and are curious about why then they have one of the most well maintained game dedicated wikis I have ever seen:

Not listing all fees and charges associated with a sale is commonly referred to by the FTC as a Deceptive Practice, I would go further to quote Washington State and King County (ANet is in King County) Law for its legal definition but it is besides the point. It is something not being listed and made aware to the consumer using a service.
Before this topic spirals out of line with too much debate the fact is and stands they list the posting fee and then take an additional tax/fee with no notice. Which is in many states, including Washington, illegal. That includes if the consumer is unaware, the mere practice is fraudulent in nature.
I am the network administrator with a background in computer design and programming. My firewall is not the problem (nor my router), all three of our/my machine’s are having this error on a regular basis, have tried running in multiple OS XP 32/64 – Windows 8, even derped in Mac for a while. Have tracked major packet loss through awesomonium as a potential but that has nothing to do with my system as I discerned the destination and was able to do a tracert and other tests for traffic shaping with no erroneous or out of line data. I have pushed troubleshooting to the limits for my side, what say you Anet?
There is a deceptive practice going on where they also take a 10% additional tax on all sales on the TP with no obvious statement of such. It is not listed anywhere obvious except on the wiki.

First and foremost let me say this. Causation and Correlation are completely different. People are not in mass in the starting areas probably because, the game is not brand new and not everyone is in one place all starting at the same times. WHO WOULD HAVE GUESSED? Does this mean there are not more people in the other areas? I’d be pretty kitten if there were more people in the starting area then the main gathering areas, that means the people staying are far fewer then the constant stream of new players who will not stay!
I have played on a few servers, now settling into Devona’s Rest. Devona’s Rest was not very high ranked when me and my friend came to play. We have ele’s, necros, mesmers, guardians, warriors, I play a engineer most of the time, we have few rangers and fewer thieves. WvWvW is about working with a team, the only time I see people dying to thieves is when they are alone and being alone in a world wanting to kill you is never a good thing. We smash thieves, we have ranked up Devona’s Rest considerably without the use of thieves but instead just flat out hard labor. The major servers are losing population just as are the smaller ones, Vanilla WoW was just as bad if not worse.
Let me talk about WoW for a second or three: Rogues. That is more then enough to make people shudder all the way up into WOTLK. TBC my rogue was a king, you didn’t see me until I was face sitting you then going after your buddies who, while you were too busy screaming at your computer, you forgot to warn. Man the good ole days. That was several years later they finally started taking away some of the raw potential of the Rogue. Thieves are childs play and while yes I have a while in stealth, nothing compared to my 90% up time in stealth in pvp on WoW and near 500/1 kill death ratio. If a Thief is killing you too much look at your group and if it is safe to be with them. What is your biggest problem? Detection, reaction, dps, your system?
I could ramble all day about why the OP does not have a PhD but I will point out one big flaw: logic and way of speech. Causation and Correlation are something you rarely miss out on. as an undergrad in computer sciences, a Masters in Criminology, a Degree in Culinary, and practical knowledge of college professors as my uncle works at UCLA – YOU WILL RARELY SEE A COLLEGE PROFESSOR MAKE A MISTAKE BETWEEN CAUSATION AND CORRELATION AND LEAVE IT UNCHECKED. That is your job not to mistake the lines and educate properly. Is there a faulty share setting value or is the value incorrect? Causation or Correlation…
My girlfriends (read plural) play on lower quality computers then me because they frankly don’t need 80+fps to win. Sometimes I am afraid to let them on my machine because they would make me look bad. At 10fps on WvW with delays up in the second area she destroys everything that moves as an ELE! AN ELE!
She can play on a lower quality computer and if you are saying we need to make a game fair for your lower computer you might as well tell the world to turn in their highspeed net and electronic development because you can’t afford to keep up.
If you cannot afford to play on a reasonable machine with reasonable net your priorities need to change. Do not waste money on a game when you should be first working on a better computer or better net or even the finances to maintain/afford them. 3Mbps should be more then enough if your computer can handle the lower graphic settings adequately. A computer capable of playing GW2 on amazing settings is around 300 for a desktop and you can use your old screen etc.
