Think you will have to give some more information like :
Temperature of the different components under load
Info about psu (brand type current voltages )
Any overclock or not etc
And general hardware in pc
Good looking list though the 850w psu is overkill, and for gaming only i would take a 3570k save a few bucks and get some better gpu or nice ssd
A decent 650w is more than enough even if you go SLI down the road

You also might wanna look into your psu. 11.3 volts on a 12 v rail isnt enough for a stable system. max tolerance you would want is 5% which is 11.4 volts which is way on the low side. Try 2 replace it and see if it helps.
Also betting on the 3.3 volt reading being faulty
The Haswell chips tend 2 get hot very fast even at low voltages, so if you intend more than a mild overclock dont cheap out on the cooling.

Atleast not all the time. With everything on max @1080p (even supersample)
in big events i go below 40 fps and after last few patches i even saw it go down 30 occasionally. But that is when its very crowded and of full screen windowed.
In normal full screen it wont drop below 30 with everything on max.
Since your future setup is quite similar 2 mine i will highly doubt u will be able 2 maintain 50 fps.
Your cpu may be 5-10% faster (clock for clock) but mine is running at 4,7 ghz and my quite highly overclocked gtx 670 ’s will out perform a gtx 780 .
That being said, apart from the major events i do have a fps of more than 100 normally and in LA above 50 all the time

Your cpu at 50-60% usage may be a bit misleading as it measuring across all cores and since gw2 isnt using all of them it shows like half your cpu isnt doing anything when infact the 1 core gw2 uses is probably at around 100%.
Its your cpu in this case that is holding your performance back. Cheapest “solution” to get a bit better fps is to overclock your cpu. That is if you have decent cooling and know what your doing..
Best solution is get a late model intel cpu like 4670k or 3570k and overclock it to 4.5 ghz +
This game is just a cpu hog and is very poorly optimized.

A ticking noise isnt common for coil whine so i’m guessing that either your fan on the gpu
is hitting something or the bearings had their best time.
More visuals means more gpu usage —> higher temps and probably a higher fan rotation which in turn could make such noise audible
Small tip .. whenever u clean out your pc be it with a vacuum
or with pressurized air:)
ALWAYS use a pencil or some sort 2 keep your fans from moving around..
That is what builds up static electricity
To give an awnser to your question we will need a bit more detailed info about your system specs than that.
For starters: what kind of cpu is that intel celeron ?
what kind of gpu (aka graphics card) ?
But jumping to conclusion and judging by the mere 1.7ghz on the processor im guessing u will need a complete update in order to get some nice fps.

If u have that kind of money for watercooling ur way better off just building a custom loop
for 500 $ imo its a big waste of money. this game doesnt need great gpu power..
Like Ilithis Mithilander.3265 said if u would do that upgrade i would consider it but
from 460 2 480 in a game thats not very gpu intensive… u can spend ur cash better
100c is way 2 high u should try to reapply tim and or change ur cooling system..
at those temps throttling may accur . make sure ur cooler is mounted properly.
If ur overclocking u might wanna take the voltage down some notches /and or multiplier
to get ur system at a speed it can run with decent temps..
Maybe ur running out of vram after some hours.. have 2 gb aswell and i never seem 2 run out but lately my game doesnt last a few hours cause it will crash in 1 or another way.

Is by any chance your cpu overclocked?
I had the same problem with my overclocked cpu which was prime and intel burn test stable for several hours. But when i opened windows log, after a gw2 session i found several whea errors (event 19). Whenever such an error happens your machine has 2 recompute a process because of an error. Which explains strange behaviour in gw2 at such moments.
I noticed that whenever gw2 would act funny (frame drop , flickering) there would also be an event 19 logged right at that moment.
I bumped the cpu voltage a notch which almost cleared it and later another notch and now the game is running perfectly stable.
Btw even if u didnt overclock yourself some motherboards auto overclock the cpu (usually with way 2 much volts) so you could always check into that.
Not sure if this is of any help but your symptoms sound the same as mine but could be something very different

So tons of people participate in the chest evens all over the map. Probably anywhere from 20-50 at any given time. Just curious what your FPS rate is on a boss like Jormag or Shadow Behemoth. Mine drops to an abysmal 5 FPS, maybe 10.Have yet to see my fps drop below 30 frames.. During most boss events it will be at about 40 or so.
This is at 1920×1080 everything maxed. With native sample , with supersample it will drop 5-10 frames.System Specs:

Well, geez yah with SLI and 4.7ghz processor I doubt you’d have a lot of trouble.
Its most certainly not the gfx cards thats the important part here .. during gameplay neither of both cards will be used for more than 70% , and on average more like 50%, meaning my cpu is quite badly bottlenecking my gfx cards.. atleast for this game that is..
Like Stormcrow.7513 mentioned this game is poorly optimized so to run it smoothly u have 2 throw immense amounts of cpu power at it. And u can get away with a not so great gfx card.
And if its true what Stormcrow.7513 said about the gw1 engine then u wont have 2 expect any major fps gains with future game patches.
