Necros need to be able to Duel Wield Axes for Power builds to be as effective as their counterparts. Being limited to 3 skills to deal damage is rather dampening.
Make +% Damage work with conditions by having it increase your effective condition damage

Example – Using bleeds (Bleeds are 5% of all condition damage)
+5% damage vs target with 1000 condition damage = +50 condition damage vs that target = +2.5 bleed damage.
Not Overpowered, only effects specs that have high condition damage and stops alot of trait redundancy the classes currently have where you have traits you cannot use as your crit/power is absurdly low.
condition damage is balanced around the fact that it completely ignores toughness.
This is the reason why Condition Damage isn’t affected by +% damage.
Which is also the reason the condition damage spec of the condition damage focused class does the lowest damage of everyone as all their +% damage traits that they spec into to get the stats they want do not function.
+% Damage should work for conditions even if it is at a reduced rate. Attacks have +Damage, Crit, Crit Damage and vulnerability to increase its damage.
A Simple solution would be to make +% Damage on conditions effect the Condition damage . Thus Close to death would increase your condition damage by 20 vs targets at 50% less health, which is a very minor damage increase but a worthwhile one.
It is rather silly that Condition Necros cannot use “Target the Weak” or “Close to Death” effectively since you are encouraged to spec 30-30 to get the maximum condition damage and duration.
