It would be an interesting idea, but I don’t think it would work as efficient as we would hope for an Elementalist. You have to remember their 20 abilities are derived from the weapons, so they need to be consistent with the attitude of an Elementalist.
We currently do have single target DPS skills, its just that you may not feel it if you are sticking to only using one element in each fight. I’m currently level 36 and I’m trying to use all my elements while fighting, and it works wonderfully. I have a staff equipped and feel that I have a wonderful amount of single target only abilities.
Also keep in mind, an Elementalist is wielding these ferocious powers that are suppose to devastate a group of enemies. Giving them a greatsword would kind of defeat that purpose, and would feel awkward hitting just a single target. Take the lightning hammer for example, I like it, but it feels awkward because the skills mainly focus on one target when I feel like I should be hitting multiple. This may just be me though, so only take these as my opinions.
Short answer: No.
Long answer: This would never and should never happen. Currently the Gem Store works well, it offers only PvE affected items like the boosters, or the black lion chest keys for a very small amount of gems, which you can easily get from converting gold to gems.
If ANet were to introduce dungeon gear into the Gem Store, it would be the worse decision ever, and feel like a pay-to-win title easily. You should have to work for your gear, not be handed it because you have the money to spare. Sure it would only be the skins, but it would defeat the purpose of the entire dungeon system, and people would simply buy the gear off there for the look.
