I don’t really see an issue here either. Turn some settings down if you need more than ~30fps , especially shadows – they are one of the biggest fps hog in every game I have ever played.
The problem with things like this is that these problems aren’t really as wide spread as you would think. For every one person reporting an issue like this , there are plenty more that are playing just fine.
With all of the various PC configurations available it’s really hard to pin down where the problem may lie.
Myself for example , I have an older machine and run this game on medium settings getting around 40fps PvE. I can’t comment on WvW though.

Yes, you can simply copy your install folder of guildwars2 over onto your friends PC and he will be all set to go.
This is how I set the game up on my desktop and laptop , as well as wife’s desktop.
There are a few games that have a 64bit client, mmo wise WoW is the only one that I know of. But none of them really give you a performance increase .. especially fps
I use a wired keyboard and mouse always, and have no lag issues with chat input. I have tried wireless ones and they ALL have input lag , especially the combo ones where mouse and keyboard are going through the same receiver , regardless of what I’m doing on the pc.
Of the races I’ve played, female Norn definitely gives the least amount of feeling

As Grammarye said these issues are driver related. I’ve had it with ATI cards in the past and it was generally solved by doing a complete uninstall of the current drivers before installing another version.
There are programs out there that can help with this , as files are still left behind if you simply uninstall from Add/Remove programs.
Also in case it helps, currently I have a GTX 460 running the 304.79 Beta drivers at about mid – high settings with no issues, so if you haven’t you may want to try those drivers.
I have a PNY GTX 460 XLR8 , default settings in the Nvidia control panel and no issues in game. I’m using the beta drivers version 304.79
