I run this build when I use a rifle on my engineer: http://wolfineer.com/static-discharge-burster/ although for PvE I use Knight’s trinkets with Berserker weapons and armour, and I take Streamlined Kits over Lock On for traits. It’s a relatively simple build to learn but a hard one to master, and it’s quite fun to play.
Also, be aware that the upgrade you’re referring to is actually an advanced upgrade. The tavern upgrade (1) unlocks access to quite a few other upgrades and things to work on just on its own. The tavern upgrade (2) isn’t necessary for a while.
I also chose the ‘defend village’ path and he’s bugged for me. Female sylvari elementalist, my home server is Maguuma. I tried relogging as well as quitting the story in my story journal and then restarting it.
Last night we claimed our guild hall (Gilded Hollow) in a flawless attempt and now we need interior decorating advice. If you have skill in that department you can expect a fast track to unwanted responsibility! :D

Timezones: Our core player base operates on a timezone best described as “insomniac NA, primetime OCE” (approximately 5:30 UTC to 11:00 UTC) though some of us do sign on regularly at other times.

What can you expect from us?
Emberstone is a small, friendly and welcoming guild looking to expand its numbers from 8-10 active players to around 20. We’re always up for a good fight, whether it’s shanking people with the power of teamwork in sPvP and WvW or desperately trying to avoid becoming a stain on the bottom of Mai Trin’s boots whilst running fractals. TS3 is our primary method of communication, although you don’t need a microphone – just the ability to listen to calls during sPvP and WvW.
We’re mostly looking to find people who share our love of fighting mans and getting bags, but we often partake in PvE activities as a guild as well. We’ve recently started doing regular fractals, and are very excited about the possibilities of raiding in Heart of Thorns. We run guild missions weekly for those sweet, sweet commendations, and we usually gather nightly in Sparkfly Fen to go beat up an undead dragon until loot falls out.
At its heart, Emberstone is a group of people who want to play video games together, support each other, and have fun. Also, to wade knee-deep into the blood of our enemies and emerge triumphant and victorious.
What do we expect from you?
Our two main requirements are a good attitude and at least some interest in the player vs. player aspects of the game. We’re not one-dimensional, but we do share a certain degree of bloodlust that means those exclusively interested in PvE content may not be the best fit. More than anything, we want to play with people who want to improve, no matter their current level of skill. We welcome those who might be newer to sPvP and WvW if they come with a dedication to learn even from losses, and a willingness to grow as players without getting too irrationally angry about the pretty princess simulator game we all play.
Our attitude towards repping is fairly lax. It’s necessary for guild activities, particularly guild missions and sPvP/WvW, but what you do outside of that is not our business.
Emberstone is an 18+ guild. Sorry, kids.
