Same here. I have a shield with the fractal skin equipped but it is not unlocked in the achievement.
Also I can’t find the merchent who sells the skins. Even unlocked the first fractal mastery and did a lvl50 fractal, but nothing changed.
since the update today my client does not work anymore
logging in and updating seems to work but then it just goes all grey as you can see in my attached image
no crash report error code or anything
i hope someone can help me or this gets fixed
Edit: i am playing on a macbook air mid 2012, i know, not the best specs but it worked until today

I paid around 117 gold for that nice skin 2 months ago and now your getting it with flames (would suit super nice to my ele) for around 67gold if you exchange for gems?
i mean, ANet, are you kidding me? thinking about quitting this game
