Please don’t take this as disrespect op when I say this, but I think you and people with your mindset need to change your way of thinking from the narrow vision of what MMOs were in the past.
GW2 is trying to move the genre forward not just in gameplay but in a business format , and away from the kinds of threadmills other MMOs offered. See the thing with the competition is they want you to keep playing. The GW games were never really like that, it was always a pick it up for a while and if you get bored drop it and come back again when/if you want.
They didn’t care if you stopped playing for half a year, they got your 60 bucks already, if you’re bored come back when they have another expansion.

I think what Anet should’ve done was given Story mode their own set of unique looking gear. Taking WoW as an example with the 10-25 man, people want to run instances, it’s what keeps players playing pve endgame. But not everyone is willing to put in the time or effort into doing the harder versions.
Anet needs to realize that you can’t nudge these people into doing Explore mode with any real measure of consistent success. All it does is cause frustration from both the players that want to experience content AND get exotic gear with more skilled players who can put the time in.

I wish more people played the original GW so they know exactly the philosophy of Anet. Elite gear was always just for show, it was there for people to get who were more than just casual passersby.
I understand people are used to playing other MMOs with a different mindset and style but GW2 is totally different in the approach.
I blame most of the mmos in the industry having catered to lazy (not saying casual) players over the last couple of years. Many people have this idea in their head that all the content on an mmo should be accessible to them.
Not everything in an mmo should be accessible to everyone, work for it.
I’d be lying if I said this bug is surprised me when I encountered it but I’m not. There’s just so many bugs I had to deal with in so many storyline missions it’s hilarious.
