to me the norn would win.
the edge that the charr has for being more ferocious and possibly skilled in battle is nulled by the norn transformation which also grants him claws and more power in general (speed/strenght and so on)
the both of them barechested with similar weapons and expertise,1vs1 the norn takes it 8 out of 10 times,of course theres details like the terrain,the mind set,their warrior background regarding experience but those details we cant control or quantify,in general the norn wins

Livia forcing the asuran to work might be the Inquest link to the aetherblade tech they now carry,also Lvia might have gone insane from the scpter of Orr,being manipulated,been exiled for suspicious or less than stellar behaviour and helds a grudge for trying to protect Kryta and getting no thanks,it could be done,also she apeared in the recent book as master Exemplar of the shinning blade accompanying a prince of Kryta,75 years prior to gw2 beginning(the actual game)and looking surprisingly young too

That is a good Question,perhaps she went insane and started practicing forbideen magic in the city or her less than proper behaviour led to her being exiled or at least step down from the position she held,maybe she holds a grudge for not being properly thanked by her efforts to save Kryta and being exiled…it would however be awesome

hope Scarlet is really Livia insane on Orrian magic from the scepter of Orr,she was still active 75 years prior to gw2 present day and surprisingly young too

its mostly a tie in the majority of view between the regular norn and regular charr armed and one on one…now add the norn transformations

that there renders the ferocious/claws argument out of the discussion there

given even ground,random individuals with similar abilities/experiences(not a potter versus a soldier mind you)and one on one contest ill always give it to the Norn

They way i see it,Norn are stronger than the Charr in general,its supported by the norn intro,also its stated that their skin is resistant to cold weather so it might not be as soft as a human,since it resists the cold,might take a scratch or two till its damaged,of course it all boils down to various random factors,like terrain,experience and so forth,but on equal footing id give the charr more skill as a warrior but still would lose the fight,the charr do wage war and are awesome soldiers,but a one on one is not a war,a norn hunter or warrior is a brawler,theres not many room there,everything goes,sure the charr is disciplined,sure it may be more skilled or war savvy,but the norn is stronger,lives off of the land and is used to fight,just there a tie might be setup,now take the norn transformation on top of it,what the charr has as skill or swordsmanship,even ferocity,the transformation of the norn tops it,on a large scale war,full legion of the shiverpeaks,the norn without a ruling system would strugle but eventually fall,on a single contest,the norn wins,no doubt

What are fractal runs and guild bountys? I don’t know that much

guild bounties is a guild bounty hunt on two wanted npc,you get 15 minutes to search for them and defeat them,with commendations and other rewards,
fractal runs,are runs on fractals of the mist 3 or 4 dungeon out of 7 or 8 randomly chosen to be runned one after the other

my base % is 52% and it gets easily to 80%+ with signet of rage and banner of discipline,so accuracy is better in those terms,is that right?

Is it more effective in terms od dmg output to have superior sigil of force or of accuracy in GS?

perhaps if there are new areas where we can hire them,only there in areas 80+,like southsun cove and islands like that.
we could unlock some by jp,karma,AP or even buy some in TP,and could in a simple way gear them,and they would lvl ranks,like defense,ranged and so on..but i dont think it will happen tho
