Hello! Your description suggests that you are using the Streaming Client. The circle icon you describe (see attachment 1) is used in a couple of different ways: in map loading screens it’s there to tell you the game is continuing to work on loading the map, elsewhere it is typically an indication that your client hasn’t downloaded a piece of content yet and that it is being streamed-in in the background.
If you are using the Streaming Client, can I ask you what your Content Streaming setting is currently set to? You can find this in the Options Panel (normally F11 or by clicking the gear icon found in the upper left). Scroll to the bottom of the General Options page. It’ll be under the heading Streaming. If you are not using the Streaming Client, could you describe the inputs the game appears to be ignoring?
