Holy cow! I have been having the same issues after Win10 creators update. I just tried the -windowed parameter and it is now working! I also went through all the other suggestions noted above and they did not fix it, only the -windowed parameter did . Thanks All!

Hey GodderDam.3278 – I am experiencing the exact same problem. Right after I update Win 10 to the latest update (creators I think) My client does the exact same thing. I have a 32 bit install that works fine, but the 64bit is trashed. I have tried basically the same things you have and submitted a ticket with GW2 support as well. At least I have my old 32 bit install to fall back on but this needs a fix!

Halcyon – I have the precise issue that you report – same card too. I am going to go through everything I have not tried already mentioned here. DareWreck’s mention of the patch would be more helpful if the exact update to uninstall was listed instead of links…maybe I can decipher and post. – Thanks All and it would be nice if ANet had a clearer communication about this issue.
