No, it should be there, when the airship arrives, or after the pirates are defeated. I’m pretty sure, but maybe I don’t remember.

I’ve just completed the Opening Ceremony and strange things happened. When the Aetherlames arrived, I thought this will be just another boring LS quest, then a mysterious sylvari woman appeared and Anise did a few strange, suspicious things.
First of all, I’d like to mention that (in my opinion) Scarlet got her name because of her hair or clothes. So I’ll follow that path during this topic.
I was surprised, what the heck the Aetherblade is doing here, I could not see the connection between Divnity’s Reach and pirates, then I realised.
Their leader is here. No. Not just in the Ceremony but (s)he lives in Divinity’s Reach. he is a city-dweller.
Okay. After that we realised that someone is controlling the new guards who is really close at the moment, we spotted a red-black cloaked sylvari woman. Scarlet? Personally, I don’t think so.
There is another woman who could be Scarlet, and she is noone else but Anise. Yes, Anise. Do you ask why?
She lives in Divinity’s Reach, and has the skills to stand up on the ‘arena of politics’, and her hair is red. She is a silver-tongued city-dweller
. And ArenaNet told that we will recognise the Personal Nemesis when we meet her. I think we met her now.
But this is not enough to say, she is Scarlet, leader of the Aetherlames (or at least one of the leaders) and the Personal Nemesis. When the Aetherblades appeared, she mentioned that she already met them before.
Uhm, what? We have been fighting against them all the time in Lion’s Arch. I’m pretty sure we would have heard about a fight between the Shining Blade and the Aetherblades anywhere.
The other things is that Anise controlled the watchknights. Logan beated the robot so easily, then Anise casted a Rytlock-illusion on the watchknight. Why? I think because she wanted Logan to stay away from the upcoming event. She thought it will be harder, but in the end, she had to add a ‘more personal touch’. I think Anise is one of the strongest mesmers in Tyria, and I believe she controlled the watchknights with her illusion magic. If she is one of the strongest, how is it possible that one person simply “steals” the watchknights? (I think they were controlled by mesmer magic. Hard to say how that’s possible, but I did not see any control panel at her.)
But there are a few things that goes against my theory. For example, she has a role in the personal story. It could be strange to see her ‘good’ in the PS and ‘bad’ in the LS. But I really would like to see that happen.
