Personally I think buying new armor at lower levels is a waste of money. I’ve gotten to level 35 just using drops and I plan to stick to that as long as I can. No point paying for it when you’ll just be replacing it soon.
In my opinion it’s better to just buy fine and magical gear from the TP.
Remember that a lot of people sell such items at a value slightly more expensive than the resell value. Pick a stat set you like, buy a higher level one in 5’ish levels and sell the item to a random merchant after you outgrow it. You’ll lose a couple of copper coins at most. Also if an item seems overpriced, try placing a custom offer, most of the time people will accept your low’ish offers eventually so it’s a good idea to buy or place some offers slightly in advance, a level early or before logging out or so, and leave it at the TP untill you need it.
Seeing as how transmuting an item destroys one component imo it’s better not to do it if you’re poor.

0.85 point per usage on a 20 item transmutation basis.
Free and barely takes any time doing so.
The untrasforming gets you a small heal which gets you swiftness from the 6th rune bonus.
Traits and item effects which trigger on healing actually trigger when you use your 6th skill slot. Engineers for example can hypothetically trigger on healing effects every second by re-equipping their med kit if there was no cooldown on such effects.
It’s not like using tonics heal you, untransforming happens to be on your 6th, heal skill, slot.
Ye, you get 0.85 achievement point per transmutation, so the 10k points topic is moot.
@Zenyatoo, you can transmute an item with a Hom skin even if it already has the same one, ie a transmutated Fiery Dragon Sword accepts a FDS transmutation. I know it doesnt do much when going for multiple stacks, but you’ll be using less time clicking on 2 different stacks all the time.

Transmuting 20 items nets you 17 points.
If you can just salvage items over and over to get the repeatable salvage achievement for points, there’s no point in comparing points at all. I don’t see the enjoyment in spending your entire gametime just farming that to get as many points as possible, and while it is still a possibility I can’t see how the points are worth anything at all. In a capped system it would be worth more than it is now at least, and then comparing it with your friends would make a whole lot more sense.
Even funnier would be the hidden uncapped tinkerer achievement; Transmute 10 items and get 3×2 points, transmute another 10 and get 5 points, repeat when bored.
The good people of anet seem to have forgotten that you can get infinite transmutation resources from HoM rewards. If one gets a couple of stacks of Hom skins people could raise their points whenever they feel like it, for example when waiting for more people to join a pug for dungeons.
Note. Items can be transmuted to the exact same skin.
Believe they changed it because people were messing around transmuting cultural sets of other races resulting in naked chars or so.
This game really needs more clothing-like gear for light and medium in my opinion.
I don’t really like how human engineers look to be honest, most medium armors are aimed towards the masked vigilante theme, which might work for rangers and thieves but in my opinion not so much for engineers.
I want my character to look sciency without looking silly, with shiny, glowing things looking like a stormtrooper,
Wish I could just transmute light human racial t1 with the flasks and bottles and the silly goggles and be done with it.
Also had a hard time deciding on an armor set for my mesmer as well due to lack of better looking gear like those in GW1.
