To address one of the things that you brought up in your post, we would never ask a player to change specs, but rather work around what we had available in order to set up groups for dungeons, etc. After all, a person should feel free to play the class and spec they feel comfortable with and enjoy the most rather than be forced into a role they will not enjoy.
