Anet also can flag an e-mail address on their end as unable to purchase, I had this issue when originally buying the game and had to wait a few days for support to get to my ticket.
I had this issue when the game first came out. For some reason, arenanet flags an e-mail address and maybe the cards too as invalid for purchase after a failed attempt. The original failure was probably because your card company does not automatically approve sales to them, requiring authorization from you for the sale to occur. I had to wait several days to buy the game because of them being listed as suspicious vendor for my card, then waiting on them to remove the flag on my e-mail address.

Ask for refund and deactivation of current account, then buy game over if you wish.
I understand putting incentives in periodically to get people to join a game, or come back to a game, but this has passed the point of overkill.
What logical reason should I have paid $50 for a game at release when only a few months later I could buy the game for $35 with digital upgrades in game plus a digital item not available to current players. I feel anyone that bought digital deluxe version at release got cheated even more.
Does NCSoft have a good reason for slapping every single gamer that joined the guild wars 2 community before now? I already was upset with the game and tried to get a refund from Lost Shores event, but now this promotion is going on. Is there any reason you can give for hating your own current customers so much to gain new customers?
While in a specific area of the forums, I tried to use the search function to locate information. The search returned 0 results, even though I saw a post near the top with that word in the title. The thread was in the mad king event thread and I use firefox.
Additionally, and this holds true for anywhere on the forums. I can search for anything, and only be able to see the first page of most recent posts. I can not find a button to go to the next results, even though the search will show that I have 100+ results.
Sooo, with most parts of the event bugged so people could not complete, making parts of it one time only, and the one time only events induce extreme system performance issues and server lag. The last event had no waypoint anywhere near the end.
Couple putting entire servers in one very small location with putting recruit a friend weekend/free trial at the same time. Arenanet should provide compensation for those that missed key parts due to their failure in event design. We practically perform one of the greatest stress tests ever for you, and miss out on your one time rewards/story points because of your design failures.
Even if the event happens again, not like it would be mandatory to participate.

I crashed twice during the event, once trying to enter lion’s arch a few minutes before event started. These crashes are frequent since patch. Spent so much time trying to queue abilities and could not see much of anything going on. I lost probably 75% or more of any loot I could get because I could not move.
A new game decides to host a one time event, making everyone try to be there. Meanwhile, the event only happens in one very specific location. Same location at same time for a new game. This wasn’t an event, it was a stress test at best.
I was very pleased with halloween, but this was pathetic design. I doubt most would have the connection/hardware to handle this properly, and your side surely did not. Please do over, but this time allow at least one person somewhere to have a good time.
Spent more time offline from game crashes (happening a lot since patch) and frozen in lag or waiting to be revived that enjoying. I looted almost nothing because I could not move.
Grats on the Halloween event. It’s broken for me. Support staff has no power whatsoever to fix it. I don’t plan to play unless support staff can do things other than ban/unban people and refund fraudulent purchases.

For 121028-000419, I submitted a bug report before even filling out a support ticket. I can provide more info if they need. Kind of frustrated to have done first part of quest twice, don’t have the reward from turn in, and all I have to show for it is the 6 turn in items taking up space in my bags.

Not quite 3 days yet, but much longer and even replying would be pointless. I turned in the first 6 pages of the book for Mad King, and got the book in mail. When phase 2 activated, there was nothing pointing to doing next part. I was able to gather all of the first set of pages over though. Deleted my book when I could not turn in the new pages, to see if this would flag me to turn in the new pages. Now I have 6 pages and no book. I would like to have the book and be able to do 2nd part please.
I’m asura unfortunately for this event. I spend 90% of my time unable to see my character at all due to larger races crowding the screen also problem due to the at least 10 people per run. I can literally point to most of my runs failing due to not knowing where my character is on the screen. Never thought I would cry for segregation, but please do something.
