If you shop around you will find varying costs, some as low as £10 off of the price Anet have on their website.
If you do that please make sure the seller is on the official retailer list. Unofficial ones could be selling you keys gained by fraud, and you won’t be happy to have your account and all its progress erased in a few months.
One of their official key sellers were doing it at about £25 (listed by Anet) so that should do the trick. Although I would suggest you don’t pre-order.

I just tested it. The game i am trying to buy is for my brother so to see if this was my problem i tryed to do a gem purchace in game using paypal and it worked, so the problem is not with my account nor with paypal
bold i bought my digital copy yesterday and recieved 2 e-mails… 2 had the serial code and the other had the order info, double check the e-mails sent to you… it did take some time for me … bold
The percentage is always based on the remaining files at the beginning.
For example you download 90% and close the installer.
If you start the installer again it will only download the last remaining 10% but will base the percentage on those 10% and so start with 1%.
The game is about 19.9 GB.
