Have the same problem. I wanted to get a Valkyrie set (it’s craftable and all), but now, already having a CoF set, I’m kinda stuck with what to get.
I’m playing norn female guardian for the same reason – couldn’t stand how norn male moved. But what exactly irked you in sword wielding?
If you mean that you can’t hit the orb with scepter, I had the same problem with longbow on warrior. So it’s probably universal issue

I made a guardian to burn heretics enemies. Engulf them in flames and carry on with the zealot nature of true Templar. Started with a male norn, but they were so slow with the movements, that I switched to female (first time evar) and andded a valkyrie stick to the mix. So far so good
So, all this talk of uber-perma-stun warrior, but no link with a build. Can I have one please?
Yeah, has been my pain from day one. I always tell that I quit the game in November because of real life issues, but that’s a lie. I did it because I couldn’t stand playing a kitten.

I’ve seen ambrosia and it’s pretty cheap, but kinda not to my taste (pun intended)

Well, seems I managed to do it without blinds, but it was a close one (I got him downed). Seems like after the last patch Deadeyes behavior changed – if previously he teleported before the first shot right to the spot where the players starts (so you could scepter him until first teleport and then finish off with a sword – what I did first time, he never even had the time to do the second ’port), now he can shoot before porting or right after.
I was using Berserker Armor (-helm, which is mf), berserker trinkets (nothing ascended), scepter+focus and sword+torch. I ate all the buffs I had in the bank – bonus damage, bonus defence, regeneration, had master oil on me and power+crit damage food. I also had fire elemental powder from Fireheart Rise with me to summon Ember.
The build was 30 Radiance for Right-Handed Strenght primaly, I varied between +5% sword damage and +20% burning duration (I think I finally beat him with that), 20 in Zeal for increased Scepter damage. Put rest in Valor for faster meditation recharge and Retributive Armor. Heal skill was Signet, Utilities: Bane Signet for additional power and knockdown, Judge’s Intervention, Wall of Reflection. I tried Spirit weapons, but it didn’t work out for me. Elite – Renewed Focus, of course.
For the gambits I had all save Crowd Favorite.
Every guide I read said something like ‘when he starts shooting, port to him as the shot will do less damage’. Well, that didn’t work for me, as he downed me with one shot even if I was standing atop of him. This was a bit of surprise for me and I don’t really know what was the cause in my case. Also, his regular shots downed me pretty fast too. So at the start of the combat I shot Torch 4 at him (doubletapping), then switched to Scepter, dropped Wall of Reflection and dps-ed like crazy keeping the burns from F1 and Torch4 on him for extra damage. When he ported/started shooting, I activated Renewed Focus and as soon as it was off I resumed hitting him as fast as I could. He managed to pull off a second shot, downed me, but I got him pretty low, so I just finished him off while on the ground. Can’t say if ember helped at all – probably he contributed some damage.
What I didn’t have time to check, is whether knockdown interrupts his snipe. I think yes, and then signet can be a real help in the fight (with reduced cooldown)
Dead-Eye’s shot can’t be blocked, but can he blinded and made miss?
I tried zoning, swaping while dead and no effect.
Had to do it underwater to get hint.
