Isn’t first attack a 3 targets cleave?
First attack is a 3 target cleave, second is a 450 range piercing projectile that returns at the end of the path, and the final one is a three target cleave that also applies a delayed AoE explosion on those three targets.
The whole chain is about as far from single-target as you can get.
Staff 5 plus Dismantle Fortifications has the potential to strip up to 18 stacks of stability from a single target, depending on positioning.
Remember, it’s a 9 strike attack, each strike inflicts knockback, and each strike can hit up to 3 different targets.
It probably isn’t intended, as without that issue it seems like a very good skill. Good source of constant close-range damage on a legend focused around being in the thick of things.
The hammers are considered projectiles. They’re getting destroyed when they hit obstacles/projectile destruction fields, and this is deactivating the skill.
They very likely shouldn’t be getting destroyed, though, since they’re supposed to be unblockable.

They did mention preparing for the first BWE here.
I’ve been using Knight’s armor too, but with Jalis/Ventari, usually with Staff as my weapon, but swapping to Hammer sometimes to try it out.
I have pretty much the same sort of experience as you did.
Survivability felt fine.
Damage was fine, though it was annoying sometimes with Vengeful Hammers bugging out occasionally when the hammers hit invisible walls and vanished like the ones around the entrances to the Breach Boss areas, or just walls in general.
Why would you disengage from combat to try to regain energy?
You regen up to 50% out of combat.
You regen up to 100% in combat.

They’re traps, not point blank AoE bombs.
Set them down, lure your enemies into them.
They have an arming delay, not an activation delay.
You don’t have to use Staff and Ventari together.
It works fairly well with Jalis, especially when using the Reflexive Summon trait and the Vengeful Hammers utility.
Inspiring Reinforcement plus Phase Smash or Drop The Hammer equals Area Swiftness.
I’ve managed to stack up to a minute and thirty seconds of swiftness chaining those skills.

Knockback is the same thing as Push, so yes, it’s probably a typo.
