No, it is not, sorry.
I found a screenshot how I started to play Heart of Thorns.
Really, I had 6 slots.
And then bought the Living World Season 3 and 2 Complete Packs.

Then there should be 8 slots.
Started playing on a free account, 2 slots.
Then I bought another +5 slots with Heart of Thorns (Deluxe), total, 7.
Now, for gems I bought an extension with one more slot.
Should be 8, thanks.

This morning only 1 (one) Demo was available to me, and now there are two.
I do not remember how many slots were on my account, now have 7, and I cannot find the information how many slots were added after purchase Heart of Thorns.
Therefore, a defect with which I should contact the support only with Black Lion Instant Level 80 Ticket.

Questions and Issues after purchased in the Upgrades category of the Gem Store “Path of Fire Preparation Pack”
8.12.2017 I purchased a “Path of Fire Preparation Pack” for 3500 Gems in the Upgrades category (Black Lion Company).
I received a letter to the games mail, which contained:
– Unbreakable Gathering Tools
– Bag Slot Expansion x2
– Black Lion Instant Level 80 Ticket
– Black Lion Chest Key x10
And one slot in the letter is empty. There was no Additional Character Slot.
1. I used the main character Bag Slot Expansion x2.
The Question, must be the extension per Additional slots for bags work for only one character from the account?
2. I used Black Lion Instant Level 80 Ticket without consequences by the main character of level 80. The ticket was used for nothing!
Issue: whether such a ticket can be used for a maximal level character.
3. After restarting the game, I found that 2 (TWO) Character Demo-Slots are available in the character selection window.
Issue: maybe one Character Demo-Slot should be available, and one Character Slot added to the account?
4. In the properties (Overview) of the account did not show any information after purchasing the “Path of Fire Preparation Pack”. Also did not receive information to the my e-mail about the purchase of the “Path of Fire Preparation Pack”.
This is strange, after all, after buying (but through a credit card) Guild Wars 2: Heart of Thorns half a year ago I received a letter with the code at once, now it’s not.
If any of these items are defects, please correct it.
