I’m deeply concerned about the skill points thing. I don’t PvP a lot, but, having played other games, the philosophical commitment to an even playing field is really appealing to me. Don’t throw that away unless you really know what you’re doing.
Portal is totally pro for going between the crafting station and the trading post.
This problem should fix itself after a while. You don’t have to l2p, but if enough other people l2p then most Mesmers will switch to Time Warp and you’ll have a whole new set of problems.
Mongo, I’d swap your utility skills. If you want spike damage, mirror images > mantra of pain. Feedback combos nicely with both sword and GS, and enemies are too stupid to stop shooting when they’re in it.
I'm seeing a lot of sadness about Scepters. Here's a 101 on them if it's a weapon you've never really used.

If you want to hit F1 on cooldown, any weapon will get you there. If you’re using any clone-producing utility skill, the clone-on-dodge trait, or using the cooldowns on both weapon sets, you can hit F1 and F2 on cooldown. The scepter needs to bring something special to the table, and it just doesn’t.
The laser beam is what sold me on the mesmer in the first place. You’re not even holding on to the sword! Easymode’s right on this one.
I was all set to complain about this, and then I tried out the other offhands. Don’t write off your whirly friend so soon! The focus goes a long way towards helping out on all three of your problems: survivability, movement, and damage.
Also, and this might go without saying, but: whenever I get into a slump where it feels like it’s taking me forever to kill enemies, it’s because the last time I upgraded my weapons was twenty levels ago.
