Like others have said I also get constant crashing/freezing during WB events mostly since HoT release, it’s lucky if I make it through a WB event without crashing. I am running x64 Win 10 Pro with 16gb ram and GTX 980Ti 6gb with latest drivers.
I did what X T D suggested and got into Blackgate that is always full with a newly bought 2nd account during this past weekend sale, so my advice would also be to keep trying to get in on off NA hours because spots do open on the “full” servers
trading post isn’t working for me and I see many in game saying they cant use the trading post also, the TP was working OK until after reset tonight and then I started to experienced what you show in your attachment
I didn’t have the sound problem for awhile and I thought it was fixed but since the last update or maybe it started after one of those sudden server crashes/resets that were happening when I was on Cursed Shore in the last day or so the bug is back as described in the OP during DEs

problem: Shattered Keep SP Spooky Luka the Disbeliever doesn’t spawn, you hear Luka talking when you get to the SP area downstairs but Luka is no where to be found to complete the SP challenge
the quest bugged for me also like others have said after destroying the third tower and clearing the beach of all the undead, I guess my only recourse is to step away from the mission until a proper fix is released
