Just like the title says, it would work the same way as the weapon swap (only it only should be usable out of combat).
The objective would be to that we can have another bar already set for different situations.
For example, I would use one for fighting regular mobs but when I encounter a veteran or champion I probably would prefer to use other healing, utility and/or elite skills and to not waste time by changing them one by one I would just activate my second skill bar (before I engage in combat) and be done.

the world talk would be nice though…but I think that chat would be a little hard to read xD

It would be nice to have a bigger difference between night and day than the color of the sky…
I mean only being able to see a couple feet away, hold torches for better lighting, maybe even your abilities would change because of that, hidden enemies, different events, that sort of thing
I’m sorry but it doesn’t make much sense to poison or bleed an object…burn would be fine though

Of course there should be a way to disable those….‘cause I’m pretty sure your numbers 2 and 3 would get very annoying after a while
If there were to be such a system I would suggest a few differences from other games (wow mainly):
- No auto-teleporting to the dungeon, fine you get your party arranged but that’s it, getting there is up to you.
- Some sort of discouragement, crappier loot, less hp, bosses hit harder or something like that so that it wouldn’t be the first choice.
- Some limitation for the number of times you can use it…maybe once per dungeon a day, once every hour, so that it wouldn’t be a “you all suck, I’ll leave and queue right again” attitude.
