I think rather than scraping the server vs server matches, servers can be grouped into color factions. The question of how many servers per faction match-ups, that will need some tweaking. But this way, high WVW population servers can be paired with a low one to even things out.
For instance:
Server R1 + Server R27 (green) vs Server R2 + Server R26 (blue) vs Server R3 + Server R25 (red)
What would it be?
I would bring EOE into WVW xD.

Timezones
NA has several timezones starting from UTC -11 in the Pacific to UTC -4 in the Atlantic. EU stretches from UTC -1 to UTC +4 (Moscow). If you include Eastern Russia, which is very much a part of Russia and hence Europe, UTC +9 (Irkutsk).
So how do you define primetime? Assuming a 4 hour primetime. In the NA servers, primetime could very well stretch up to 15 hours. Are you going to demand for East, West and Central NA next? EU is worse, with a 19 hour spread.
Denial of service
More importantly, everyone paid the same for the game hence I don’t find it reasonable at all to limit access to any game mode. Remember, these days some people work nights, some only find time to play at odd hours. Are you seriously demanding that the A-net deny players’ access to the service they’ve paid for? Going down this route sets a very bad precedence. You’re basically asking the game company to deny service to a group of players.
Server locations and ping
EU servers or NA servers are IMHO for geographical reasons. This in turn impacts latency to the servers. Hence, it is unreasonable to demand that people move because their playing schedule does not comply to what you think is “primetime”.
Above all, some may be in a server with their guild from GW1. Some with friends that have played together for years. More importantly, there isn’t an Asian or Oceanic server.
Adjustment to PPT
I am more in support of PPT limits to owning structures. For example, your server is green in the matchup, and in EB, you gain points from Aldon, Klovan, Jerri and Wildcreek. But if you take Quentin from blue, you do not gain the points but you deny points from blue. This is to counter servers with 24/7 coverage, taking all the objectives and have their PPT snowball out of reach from the other servers. In the current system, you not only deny points, you also gain said points. That’s a double gain.

Wow the hypocrisy in this thread is just too amusing. Some nice “rules” I’ve picked up from the WVW scholars in this very thread. Listed below for the amusement of my fellow Desolators:
- When a server is in the lead, this server is playing for points. As soon as the tables are turned, the server now plays for fights. But will still QQ about the PPT.
- It is okay to blob an outnumbered server PVD-ing their stuff but not okay when the same is done to them. The QQ generated is directly proportionate to the amount of times their zerg wipes from PUGs defending their stuff.
- When a particular server loses an open field fight, it is always because the other team has twice their numbers. Nevermind the definition of WVW.
- When the fight above involves a guild group, and said guild group loses, the opponent must have triple the numbers.
- Guild teams from some servers cannot lose. Their opponents simply cheated.
- Ganking players from another server means they play by “Red is dead” rules. Others ganking them is dishonorable and deserves to be shamed and flogged in public.

Fundamentally, everyone paid the same $60 for the game, no one deserves preferential treatment, especially not at the expense of other players. And, this is beside the fact there isn’t an APAC based server.
Now come practical questions to the brilliant ideas.

Too easy to exploit! What is stopping a server from taking the lead then “locking down” their assets by not fielding any one in the map they have fully capped?
Timezone servers.
No one likes being forced to leave a server. Besides, why should people be forced to relocate over a gamemode that, from the get-go, is defined as unbalanced. Also, see the $60 price tag point above.
The ability to craft precursors would be a good feature. Make them account bound if people are worried about crashing some “markets”. For people worried about their items being “devalued”, make the craftable ones look like white items of the same type without the fancy effects even, I don’t care really.
The ascended stats and the stat switching ability is mainly the reason for me. It would certainly let me play different builds without lugging around too much stuff.
Or perhaps treat all ascended weapons as precursors. Upgrading to legendary status will be through crafting where all the craft materials are account bound.
