Q:
What classes/builds best use Clerics Gear?
General PvE: None. None. None. Absolutely not Warrior, Guardian or Ranger. Definitely not Elementalist or Necromancer. Engineer, Mesmer and Thief shouldn’t even cross your mind.
WvW: I wouldn’t know. Possibly none, because Healing Power scales extremely poorly. Possibly Guardian, but I doubt it.
sPvP: I see some Bunker Guardians running around with it.

Any opinions as to what classes/builds get best use out of Clerics Gear?
I really like clerics in sPvP as a guardian.

SPvP.
Depends on game mode. PVE mobs have a attack pattern that makes passive defenses pretty much pointless. small group PVP in WVW or SPVP on the other hand…

This in WvW. Those powerful heals can save groups man.
Also does well with Guardians. For every other class it’s a massive NOPE.
PvE Main – Zar Poisonclaw – Daredevil
WvW Main – Ghost Mistcaller – Herald
If you have *lots* of heals, the healing power investment can be worthwhile (such as a Staff Ele bringing several blast finishers for their own fields - note that if you expect allies to blast your water fields, your healing power is irrelevant since their finisher takes their stats).
Does your build only have its slot 6 heal, and no others? Cleric’s is probably a waste of stats, and you’d be much better off with something like Soldiers for survivability and higher damage output.
Healing power tends to scale pretty badly, so you really do need to have several skills and effects making use of it for the stat investment to pay off at all.
A S/A, GS or A/Wh power regen ranger can do decently with it, your heal and 2 utility slots use hp as well as Wh5 in water fields. Don’t expect any quick fights but it can be decent. Mix in some zerk/pvt for extra damage and Condi protection (vitality).
Rangers with a BM build usually worked fine with cleric gear before the pet damage nerf. To achieve an interesting dps now, you’ve got to mix some Zealot in your gear.
Apothecary or settler may be a bit more interesting for PvP encounters.
Regen Ranger can use clerics. Been using it for a while, you generally get around 300~ish HP/Sec healing from shouts. Also works very nice with troll unguent and healing spring. The latter will heal for over 18k if you stand in it for hte full duration.

Dont forget that it boosts your signet regen as well, not a ton, but it helps.
Guardian, Battle presence. Confuses the crum out of people in wvw when they see people with high regeneration after already popping out their burst heal.
WvW:
Shout heal warriors may use clerics gear.
Support guardians sometimes use cleric gear for sustain and support.
I’ve seen mantra heal mesmers use cleric gear.
Tanky eles use cleric gear for stupidly strong sustain.
My guardian uses clerics and is completely useless outside of clearing condis and healing, which doesn’t contribute to winning the fight at all. The short cooldown stability on hallowed ground and stand your ground is nice, but that’s really it. With clerics, you lose all precision and crit damage, which you have to make up for with zerker trinkets, which lessens your healing power even more (since the biggest stat boosts from come trinkets), which means you’re even more worthless. Would not recommend. We need to get rid of skills scaling with healing power by 5%, it is ridiculous. Skills that are 1.0 coefficient with healing are fine, but could maybe be boosted because they are usually on long cooldowns (ele dagger 5 being one) .
..Yeah if your gona go support, you cant half kitten it. And going healing power as a guardian almost demands you get boon duration to for the protection and regen time.
In WvW guardian and staff ele. If you go all out for guard then it actually does scale awesomely over time.
