Thanks for bringing this to our attention. There does, indeed, appear to be an issue with the Applied Fortitude Buff and Scaling. We’re investigating.
Please consider removal/complete overhaul of every single buff you introduced since release. Power creep is hurting WvW badly.
While I’d also be careful with “nerfing IP into oblivion”, Balthazar runes still remain the root of the problem . The Burning upkeep with those runes is way too high. They need a serious reduction in Burning duration, a maximum of 50% with 6 into Explosives. You should not have access to 7 seconds of burning that easily, not even with a rune set and a sigil.
That’s it, your on the right track. Copy your own game more often and GW2 may still have a chance to become something unique.
An while we are at it hunting passives, we must make sure we don’t forget these:
Empathic Bond, Hide In Plain Sight, Shared Anguish, Natural Vigour, Companion’s Defence, Last Stand, Healing Signet, Berserker Stance, Adrenal Health, Precise Strikes, Electric Discharge, Diamond Skin, Earth’s Embrace, Soothing Mist, Signet of Restoration, Purity, Virtue Of Justice, Virtue Of Courage, Virtue of Resolve, Sharp Shooter, Backpack Regenerator, Protection Injection, Protective Shield, Transmute, Prismatic Understanding, Mirror Of Anguish, Executioner, Opportunist, Shadow’s Embrace, Feline Grace, Last Gasp, Barbed Precision, etc.
And the list goes on. I’m afraid there won’t be much left to play around with!
The real problem here is Balthazar runes. Fix those and you are almost back on track.
IP is also only ever powerful in a 1 on 1. And as has been said before even then it can proc off random objects. On top of that PvP and especially not WvW is about 1 on 1.
That said, I wouldn’t mind a change to the trait, but only if you give Engineers back the “old” Fragmentation Shot. It got nerfed before because you could stack too many bleeds just kitten ing (wow DE_RPING is foul language now?). By changing IP you take away the only way a condition Engineer can deal damage at range. No Grenades are not an option on a moving and aware target.
Last but not least I must say that compared to how broken Might stacking is at the moment IP looks like kiddy junk.
I want to keep my kit backpacks. I still like them. I like the scruffy look. To hell with all the lala bling bling shiny kiddy junk!
So toggle them off, yes, remove them, no!

I really liked doing world events with only a handful of people. It was more or less challenging, the individual mattered. Now, with mega servers, not so much anymore.
I’d love to see all of it go. Food, Applied Strength and Fortitude, Bloodlust, Ascended gear. It would make WvW a much more enjoyable experience.

Stating that WvW without buffs is “just PvP” is wrong. You would still be able to mix and match your gear, something you cannot do in PvP.
… The added health makes fights more fun and while it doesn’t solve the overall problems with heavy damage it certainly helps mitigate it in a small way.
The very reason damage is out of control in WvW is the power creep from food/gear/buffs. Adding defensive buffs doesn’t solve the problem. Only removing them altogether will.

Welcome to power creep.
Many people including me have been advocating to stop with power creep. If you want a more pleasant gaming experience you have to remove incredibly over powered buffs like food buffs or the Applied Fortitude/Strength buffs. Ascended gear is just as bad. Then there is the problem of specific rune sets. Perplexity says hi. Those any many others need a fix. Then there is the stacking sigils. Make it impossible to farm stacks of mobs. WvW is PvP.
I would love to see all of the above trashed. What about you?

Yes, something needs to happen about this. I find it even more frustrating when the rune is tedious to come buy, like from dungeon tokens (yes, not everyone likes to farm dungeons).

I just wanted to give you guys a quick update. Based on your feedback, we’ve decided not to add Runes of Perplexity to PvP in the 4/15 Feature Pack. We’ll be monitoring the balance of runes closely, making more tweaks if necessary, and revisiting the possibility of adding Runes of Perplexity to PvP at a later point.

For WvWers PvEers are noobs. For PvPers WvWers are noobs. For solo/team queue PvPers hot join PvPers are noobs.
Because this is the PvP Mount Olympus, hot join doesn’t matter.
Now back on topic. Beefing up the reward would be nice.
Justin had the crux of the reasoning correct – it’s a small tweak to your build that a lot of players could do without. It’s a very small stat change in exchange for another aspect of a PvP build. By removing it, it’s one less thing a new player needs to learn. With runes, sigils, amulets, weapon skills, slotted skills, minor traits and major traits, making a build is a pretty hefty process. Jewels were a very, VERY small % of that overall build.
Trust me, doing focus tests and watching new players play the game, our builds can be very overwhelming. You guys are experts by now, but you have to keep in mind that other players are not as advanced as you are, and removing pieces to the builds allows us to slightly lower the barrier to entry.
I could understand the learning issue if Amulets came without a Jewel slotted. But that’s not the case so I don’t see why it has to go.
Also, the stat difference may be minimal but it sometimes is enough to give you those extra few stat points you need to round out your build.
Can you guys do me a favor and try the game out after the features are in the game before assuming removing this is going to ruin everything?
This is totally off topic but I just have to say it once.
Not everyone is screaming doom and gloom. We are just expressing our concerns. I agree there is a lot of trolling going on but I think it is also due to remarks like this. I sometimes feel I get treated like a real KITTEN (yes I typed that out ) for no reason other than playing this game. I sometimes feel trolled by you, the developers. And that naturally gets me into a trolly mood too.

I’m not really happy about this either. But I guess it is wait and see since this will get implemented as shown, no doubt about that.
What makes Perplexity so bad in WvW is the immense power creep from gear, food, Bloodlust and Applied strength. Over 2k condition damage and almost up to 100% condition duration are disastrous. But we won’t see that in PvP (yet?). If this is somewhat comforting, it doesn’t make the possible combos with Perplexity less scary: Thief interrupt steal, condition bunker Warriors (Mace-Sword-Longbow with Distracting Strikes, yikes), node fighter Engineers with Flame Thrower (Air Blast as a spammable interrupt) and Bomb Kit, even condition Necromancers now with the Fear interrupt, etc.
I just hope that runes like Hoelbrak will also get an increase in condition duration reduction or other runes may remove conditions on skill use (but please nothing like Lyssa ). Maybe Sigil of Puritiy (the one that removes a condition on hit) will even become useful.

This is for once a change in the right direction, especially for WvW.
Builds that only work off sigil/Applied Strength stacks and food buffs should not be viable in the first place. Those are just troll builds by definition. Killing stuff with 2.5k condition damage (and even more) while sitting on 2.6k armour (often more) and 22k hit points (often more) takes absolutely no skill and should not be allowed to begin with.
I actually think they should go further and grant stacks (sigils and Applied Strength/Fortitude) for player kills only. Applied Strength/Fortitude should also be only temporary buffs (say they last for 30 seconds after you killed a player). Food should be banned from WvW or significantly reduced in efficiency. Farming mobs and buying buffs off the Trading Post to be “pro” at PvP is not how it should work.
I am only commenting the sigil stacking. In general I think power creep is bad and the rest of the rework is exactly that.

If not removed, make them at least work like in PvP: you only gain stacks for killing players. Farming mobs before playing PvP is just incredibly dull.
Same for the applied buffs. On top of that I don’t think the applied buffs should be permanent. After killing another player you gain the buff for, say, 30 seconds.
Right now buff/sigil/food stacking makes a whole range of troll builds viable that just should not exist: hyper defensive builds that still deal crap loads of damage. This is a terrible design flaw and makes combat extremely boring.
Of course ascended armour is just as bad and I’d love to see that go to.
WvW is completely broken. In WvW it is the build only that determines who wins, it is even worse in that aspect than PvP. All this because of a massive power creep (Applied Strength and Fortitude, Ascended Gear, Food, Bloodlust) and sigil farming off mobs. Combat is completely dumbed down. Add to that ridiculous gear choices (Perplexity, Dire armour for example) and you are in for a fun ride.

The reason I play less and less WvW is that fighting has become increasingly boring. Only zerging gets encouraged, everything else is just not worth it. If you do run around solo/in a small party you have to fight troll builds everywhere (perma stealth builds, perplexity Engineers, the elixir spam Engineer, condition bunker Warriors, etc.). Add to that an appalling power creep that has become mandatory and every time I venture into WvW I notice after a few minutes that this is not what I want to be doing. It’s a shame really.
They put exotic gear you could purchase for badges + gold into WvW some time ago. Not sure why they wouldn’t do it with ascended now.
Because enjoying the game, well, because of the game is apparently not enough. Having a good time, enjoying a large variety of builds, fooling around and enjoying yourself just won’t do. We must grind to have more fun.

I’d be happy if I could chose which rank to display. Invader was the only title I every wanted. All that Bronze/Silver/whatever nonsense is just plain stupid.
No more increase of stats, level or anything else. Bigger numbers don’t add nothing to the game.
We also need a possibility to exchange ascended weapon boxes. A week ago I got my first decent drop in 18 months of playing GW2: an ascended weapon box. Sadly the stats are useless to me (Magi), so the box went straight on my mule. Needless to say that it is highly frustrating especially because I just spent all of my gold and materials to raise another crafting profession to 500 and that little boost would have been very welcome.

The problem is forcing players into areas they don’t like.
PvE players have to go to WvW if they want legendaries or the achievements. WvW players have to farm champions if they want to gear their toon.
Having to do stuff you don’t enjoy is terribly frustrating. The newbie next to you becomes your scapegoat. If he screws up you troll him.
I’m not excusing bad behaviour but it’s obvious where the problem lies.
