Was able to track this down yesterday with the help of the guardian profession forums.
Sent it in to be looked at.
With the help of the above thread I was able to nail down the issue.

Actually, I figured it out for realsies. If you tab target and spam channeled skills it will try to retarget and rechannel.
This is probably exacerbated in zergy/laggy fights.

I’m thinking it could be because of this change:
- Made it easier to retarget channeled skills. Now if players try to recast them on a separate target, it will cancel the current instance of the skill and start casting it again on the other target.
I tried Whirling Wrath about 50 times and I can only get it to fail if I autoattack in the middle. The animation will fizzle out and it will prioritize the auto-attack.
I know Elite Supplies is already fixed internally.

Like you said, I’m guessing this is a tooltip error. We had a few inconsistencies with the new trait fact system and we’re working on getting them cleared up.

The functionality of this skill has not changed. Renewed Focus is extended to 3 seconds if you slot the trait Elite Focus, but is otherwise 2 seconds in duration.

I tried replicating this with Backbreaker + chilled and was getting the correct CC durations.
What specific skills are being used on you when it seems to have extended duration?
I’ve already informed the team about the Rifled Turret Barrels trait. It looks like the version of the turret with this trait enabled is using the old damage values.
We are aware of the exploit with the Mesmer fall damage trait. This will be corrected in the next hotfix.
Until then, I would refrain from using the trait.
As enticing as the changes to bombs are, I think I’ll be trying HGH again. The Elixir S and B changes are going to provide a lot of utility, especially in PvP.

This was an intended change. Players were using supply specifically to level the achievement – and there’s better uses for supply than that. This is our first step towards improving WvW achievements overall.
However, I do agree that we could have communicated this a bit better.

Skills like Super Speed and traits like One With Air set movement speed to the cap. The difference between out-of-combat swiftness and the movement speed cap is very small and won’t be very noticeable.
You’ll mostly notice the effectiveness of these skills when you’re in-combat, as you will be considerably faster than someone with swiftness. It will also reduce the effectiveness of chilled and crippled while under the effects of Super Speed type movement buffs.
