what would be so bad by just letting swiftness stack?
that you with one skill could easily get like 48 or 60 sec of swiftness with one skill (move back and forth 4-5 times over the curtain), and that is on a skill that even in addition to that apply cripple to enemies that try to run over it, and function as an amazing pull if timed right
Because letting it proc only once per cast is just too good of a solution that any human could ever come up with it.

Using a ranged weapon on mai trin is a bad idea.
Using a melee weapon and then running in circles at 15% hp for almost the whole fight is worse. Apparently you share the mindset with the guy I described (and had the “pleasure” running this exact fractal with). The Ele we had in the same group was using d/d, with pretty much the same result. Dead people don’t do dps, and people who have to pick up your worthless body from the ground don’t do either.
It all depends, what kind of shampoo do you use?
I try to do several tiers a day, starting at 50 and I can say without a doubt that the lower it get’s, the more tedious it becomes (the low level daily can be a nightmare). Even though the fractals are easier on the lower levels, it sometimes takes twice as long, mostly because people don’t know what they are doing and just refuse to listen. Your idea sounds nice on paper, but all it would do is ruin the fun for everyone who at least did those 50 runs, just because some people want the better loot of higher fractals, not giving a kitten if they just lay face down on the floor half the time, basically being dead weight. Once you’ve seen people run in circles around Mai Trin for the whole fight because they couldn’t be bothered to either pay attention to her attacks or at least use a ranged weapon, you know why it’s a bad idea.
The problem with shatters is just that re-summoning your phantasms takes very long. Having no phantasms out combined with weak #1 weapon attacks can make you hitting like a wet noodle for quite some time. Also, often times, another attack on your GS or Pistol phantasm would have done more damage than the shatter so there is really no point in doing this at all.
The coming Chronomancer trait that resummons your phantasms once after they shattered should be baseline if they really wanted us to use shatter more often.
Why do you need CD reduction on staff if you just want to stand there with 3 clones out?
Have this on my ele a lot (obviously, since it happens when picking up conjures). I’ve been able to fix it by putting my weapon in my bag so the 1-5 buttons were empty. Worked again after re-equipping the weapon.
