For the Core Necro I would play more into the vampric traits, move it to a GM and make it something like 120 damage 80 Healing. This would give core necro the ability to provide some minor sustain to a party, which is always nice and makes it easier for your healer, and also a minor damage boost, that over the course of a longer fight will actually start racking up to be decent.
For the Reaper I would add Reapers Presence – Gives a Aura of Bonus Ferocity, Which is doubled on Chilled foes.
Okay, so from the Weaver we know that the Devs draw atleast a few ideas from these forums for elite specs.
So Necro is, has been and will be Kitten for atleast another 2 years In end game PVE (Lets not kid ourselves) But if we start posting LOADS of Concepts which are all focused on the idea of being Meta Viable maybe just maybe they will let it happen, the dream could come true, we could go a whole week without having a random insta kick from LFG groups.
Reaper and necro are classes/specs that really have no desirability. Give something, it really makes sense thematically….Master of Death? Come on. Remember about Necro, we exist, the game isnt just Warriors, Rangers and Mesmers
I have seen/heard youtubers and Forum comments about an upcoming large scale change to reaper. Is this actually happening, have we had any Dev confirm this?
I really hope it does come with the Xpac, Scourge looks cool, but thematically Reaper i just amazing, I just wish it was Useful or desirable for end content.
Can a Dev please confirm if there will be further balance changes with release of PoF, Will power reaper be buffed to being okay for end game?
Power Reaper has been great, before HoT released, it looked awesome… Then you get to see it is outdamaged by a mesmer and provides 0.01% of the utility.

Reaper Spec Line:
Minor adept
Shroud Knight – No change – Death shroud is replaced with reaper’s shroud, which has more melee-oriented skills.
Major Adept
Augury Of Death – No Change – Reduces recharge of shouts. Your shouts siphon health and gain additional recharge reduction for each foe they hit. – Reason – Works well for Shout builds.
Chilling Nove – No Change – Critical hits against chilled foes causes an explosion that chills adjacent foes. Reason – Good for Condi and AOE, if you arent running shouts in PvE is a good option.
Relentless Persuit – Slight Change – Reduces duration of movement-impairing conditions. Additionally Convert Chill to Swiftness upon entering Shroud (ICD) – Reasoning: Master of Chill theme and to make it a little more reactionary, could also see it being chill and cripple. Also frees up a bit of a regular necro trait to change.
Minor Master
Shivers of Doom – Complete Change -When you apply Chill you also apply Vulnerbility (3), additionally gain increased Vulnerability duration on chilled foes – Fear isnt really commonly used enough to make this trait suer valuable as it is, I see what they were going but found it lackluster.
Major Master
Soul Eater – Complete Change – Steal Vitality on Greatsword Hits, Stacks up to 5 times. Vitality stolen per stack 30. Stacks Last 15 Seconds. – Reason this trait has to fight against DD and so nees to have a niche, Stealing Vit buffs the reaper and weakens the foe, giving some sudo DPS but also a nice survivability increase.
Chilling Victory – No change – Striking a chilled foe grants might and life force. Useful for certain builds especially Condi so potentially still woth being here, no completely sure though.
Decimate Defences – No Change – Striking a foe with vulnerability increases your critical hit chance. Reason – its great why change it.
Minor Grandmaster
Cold Shoulder – Slight Change – Deal 7% more damage to Chilled foes, Take 7% Less damage from chilled foes. Reason – Reaper, especially power Reaper needs a 7% Buff and this is part of it,
Major Grandmaster
Blighters Boon – No Change – Gain life force when you apply a boon to yourself. If you are in reaper’s shroud, gain health instead. Reason – Decent trait, good for a more tanky build.
Deathly Chill – Slight Change – Applying Chill aplies bleed, applies 2 stacks not 3 but for 25% longer, just to smooth out the bleeds and reduce the spin to win chill spike in favour of more consistant decent damage.
Reapers Mark – Completely New – Strikinga foe applies Reapers Mark, increasing all damage dealt to this target by 5%. Additionally When the Reaper Hits this target they gain a stack of Reapers Onslaught granting 60 Ferocity. Max 5 stacks. Reason – Gives the other part of a % boost, gives minor team support through damage and works to be the Power Dps Grandmaster.
I feel that may well be the issue, reaper does well in PvP, is decent in WvW…. Great in Open PVE…. Poor in High Frac/ Raid.
But as a lots of people must use LFG it would be nice to not be actively unwanted. 24k isnt great seeing as condi did 34k.
Why is wrong to want the Power based Spec to actually be decent with power, why are people hostile to the idea of a power reaper being buffed even a little?
I dont expect to just AA and Condi rotations really arent much harder, and even if they are not enough to make a near 50% DPS increase ( 24k Power to 34k Condi )
That would make sense, all the classes that were buffed had a DPS of around 0 in LA
The dream, although I want GS buffed more than axe, axe is in an okay spot useful to have for ranged, fairly decent damage.
I have finally figured out how balance is done for GW2. All balance is based on performance in Kessex Hills . . . It makes perfect sense, I had no troubles in Kessex Hills as my reaper so clearly need no buffs.
When I rolled a Mesmer through there I had a parcel delivered, went afk for 2 min and died… and so Power mesmer needed Buffing.
Yeah when your class hasa to pay to enter a raid with LFG randoms you know it needs some Buffs….I guess balance team dont raid or fractal?
The issue is the buffs where tiny to a spec that in organised PVE was either tolerated or actively unwanted. But hey Condi Reaper is doing well(ish) although I imagine that will change come scourge.
Pretty Consistent with what I have found, although I will add I still quite like Wells despite the minor Dps loss.
Really thought this balance pass would be the one to help Power Reaper, but I guess I shall wait patiently for the next.
Necro has little team support until next Espec, but does have a potential niche bit of Team support that would work incredibly well with Scourge.
Slight Changes to Blood Magic:
Most notebly Vampric Presence – Buff to around 60-70 per hit, this still isnt enough to fully sustain, but does mean that there is more of a reason to take a Necro with you. The class is the ‘tanky’ steal health class. Letting your team benefit from this would be a nice way for a necro to provide a little something. Also with scourge it has even better synergy, someone is low, you barrier them and while the barrier absorbs they are slowly healing up, not massive bursts like true healers but enough to the point it has value.
Okay, so not a post to argue over individual changes. More just how do you see Power Reaper is currently, and if you want how it was before the change.
Before the patch I was thinking power reaper would be buffed, it was significantly outperformed by condi and pretty much most other things, it wasnt overly welcome in endgame and was combined poor damage with no team support.
Post patch I feel its pretty much in the same spot, damage is still terrible, slightly nerfed survivability with increased shroud CD. Still no real Team support.

I would like to see any of those changes, I dont want to see Reaper become top tier DPS but its a little frustrating that its such an undesirable option for end game. Or atleast a power spec is, the issues with this is what made me swap to condi. I am not saying every build should work for every game type. But a Espec that was designed as a power Espec running and optimal power build should be at least okay for endgame content. Just get it up a little, a slight buff here and there, the class has no real team support, has to face tank damage with shroud it should be able to keep up with mid tier DPS characters that have team support Right?
Or is that a crazy thought?

Gain 350 Ferocity While weilding a GS or in RS, additionally Crits with GS and RS steal Health.
I would just love to be able to able to do endgame content without either being a condi chill spinner or a coplete detriment to the team with power. Why is power reaper DPS so much lower than Condi and why is it completely okay with the Devs for it to stay that way?
They wanted it to be a slow heavy hittin Spec I know, but it doesnt hit that hard power theif can out perform hit for hit and at a higher speed. So the design has already failed. a 20% increase wouldnt even make the AA’s fast, 3/5, 3/5, 4/5 seconds each. Thats still Slower that pretty much every other rotation in the game.
Reaper is more than ever a condi spec now, so can we expect scourge to be a power spec? No oh… well I guess even with a massive food nerf it makes sense to still see all top dps’ers be condi. Who likes power anyway.

Reapers Onslaught – Gain 20% Increased attack Speed and gain 225 ferocity while in Reaper Shroud or weilding Great Sword.
It would give a decent damage bump to Power Reaper which it needs as its Dps is very low, roughly 10k less than condi reaper.
It also serves as the Power equivilent of Deathly Chill, A truly decent DPS option for power reaper and a great reason to not take blighters.
It isnt so much it makes power reaper outperform Condi, its just a decent Upgrade that would make Reapers actually want to take Power.
Or am I missing something?
I really wanted to see a reaper buff like, Reapers onslaught effects GS and RS? 1200 gems?

Depressingly I would be tempted, whats worse is old necro needed a buff here and there … 800 Gems and you will let have a power build that isnt awful?

Dont kill condi reaper, it really really really is all we have now. No one tell Anet its a thing. Also why did the not kill Decimate defences this patch, its far better than its alternatives, but the choose to kinda buff soul eater. Its still not worth having but they went with the buff the trash approach on this line unlike the kill the only good option on soul reaping…. Is odd

Necro is OP is open world easy content, you dont even have to try. But jesus no tea support and low daage means at high level content it is already not overly disirable, and so you nerf it without any decent make up? Why

Necro prior to this patch was okay, not great. I got a vote to kick upon joining a t4 fractal group cause they dont want a necro. And so they nerf it? But buff the top tier classes? I dont get it.
Please explain how a class that only shines in easy PVE needs nerfs, but high end specs get buffs?
I would have thought there would have been changes to improve power reaper now if they had any plans too, but instead they made it mildly worse. So I think RIP to power reaper.
I was expecting this to be the patch to bring Power reaper back, it did the opposite. I cant seem them doing a massive Power reaper buff patch with the actual PoF release. So it maybe Goodnight sweet Power reaper.
Other than paving a way to needing scourge this patch did nothing to help necro and reaper needs and did a lot of harm… I dont actually mean revert it but come on Anet this is pathetic

Its Kinda a joke when a class that performs fairly poorly comparitively gets mostly nerfs, and ones that are disirable for high end get nothing or buffs.
It really does feel like this is just to make scourge come out and be amazing, doesnt need the shroud decay, the addition life steal from vampiric makes its support seem better as its barriers that you can heal up on. The well revive too. All things to make Scrouge come out in a great place, while letting reaper sit.
These changes are completely disheartening, Power Reaper catches up to Condi reaper cause we nerfed condi food… better nerf reaper in general to make it so it doesnt catch up too much
I was looking forward to this patch so much, I wanted to see what changes Anet had in store to make Power reaper worthwhile, there were so any things to choose from. We had forum suggestions with lots of different ways to make power reaper actually decent when it counts in high end PVE. But there were no changes, there want a power reaper buff. Infact the main buff we did get, that actually would make it into current builds Helps Necro in general (Vampiric) which is nice but still leaves Reaper in a Condi Spin on Chill state.
I am so disapointed by this, Reaper is my main, its a concept I love but kitten it does not fit the concept well. Meant to be a slow heavy hitting class. The slow is accurate but we really do not hit that hard. The swings have damage but the DPS is so low, there is almost no team support and so we are left in a state where a profoundly power base spec, is massively improved by going Condi.
Also all the changes we did see just apear to be changes to pave the way for scourge to have team support, barriers, revives, decent team lifesteal. And to be a better Codi spec. I dont want to believe Anet want to use this to push the expac, but even the fact its considerable is pretty kitten ing.
Please Anet give reaper a look at, especially under a power microscope not a condi one. It really needs some help.

Never going to get a single thing that gives 25% even thought it still wouldnt make power dps that close to Condi.
I think a few % modifiers and then a minor trait juggle, replacing shivers of dread with
“You and your allies deal bonus critical damage to chilled foes, reaper also gains 10% chance on crit to chill” With the bonus critical being something around 10%. This gives a decent party buff that may let us be a little more useful, without really giving up the selfish aspect of the class. And firmly places the spec in a more power situation with a bous only to crit damage.
I doubt theblood aura change will be able to happen or anything that gives barrier super frequently.
Say you are put up to max barrier (maybe by the scourge ‘healer’) this barrier will start to degen after 2 seconds, but this cooldown is reset whenever new barrier is applied. Blood Aura would allo you and your party to maintain barrier as long as you are fighting. Meaning everyone gets +50% HP. And if you get hit and it gets low then the main barrier giver will just top you back up.
The main reason I dont see this happening is barrier looks to be a preeptive and active defense against incoming hits not a passive bonus HP. But if it does happen Necro would probably finally have a trait people what them for.
