Actually all of you are wrong.
I have tested this extensively in every way.
This is how it works;
Toss Elixir B grants 2 random boons from its list. So it can give fury + swiftness, or even swiftness + swiftness (then duration simply stacks and is very long). It also has small chance of granting 3rd (!) boon from the list for ~2-3 seconds.
Toss Elixir H for example grants only 1 boon but as B it also has a small chance to grant 2nd boon for 2-3 sec. So you might get Regeneration + protection for 2-3 seconds.
Because of this the entire tooltips should be changed.
Toss Elixir B should be something along the lines:
Grants two random boons to allies in the target area. Has small chance of granting third short term boon.
EDIT:
it gets even better if you take HGH because then Toss B as 3 guarenteed boons and chance for 4th. If you take cleansing formula 409 it becomes even better.
Alchemy 30, longer durations elixirs (which seem to work after modifiers from runes etc) and 2 runes of water and monk and you are looking at very long boons.
