Multiboxing is very simmilar to botting and 3rd party programming so according to Anet’s policy it is strictly forbidden. Please, refrain from making use of this and report any player you see making use of this.

EDIT: This post has been quoted in other forum posts, but it is inaccurate. ArenaNet does not prohibit Multi- or Dual-Boxing as along as the player is active on each account and is not botting or using other third-party programs to “play” the account.

The reporting of bots must be done via the ingame tool, and opening these threads serves no purpose since it doesnt speed up the process.

This is a bug report forum, and the issue reported is not a bug, but a hack. Please, use the ingame tool to report them and try not to post videos/images, since that can be considered as harrassement/name calling/shaming.

The use of 3rd Party apps (such as the one you mention) is forbidden and punished in GW2. Please, refraim from making use of them.
