Why would you fight from the ramparts anyway. Most of the time, your LoS is obstructed, and even when it isn’t, you can only annoy the enemy into sidestepping your shots/AoE.
Focus on the gate, or the wall breach. Judge their numbers and do a coordinated push when you think you can suprise them and drive them off. If you don’t have the numbers, wait until the gate goes down and use AoE damage, blocking or slowing skills while they move through the chokepoint. If you’re not specced for that, back the others up with arrowcarts or ballistas.
We defended an unupgraded borderlands garrisson keep like this against zergs from two servers both attacking from different sides. We had people constantly running back and forth from supply camps to repair the gates inbetween pushes, and we managed to blockthem from getting in and drive them off often enough that they eventually gave up. They even breached a wall at some point, forcing us to tetreat to the inner keep, but that proved to be an even bigger chokepointfor them. It was glorious.

If you (want to) enjoy WvW, joining a WvW oriented guild should be your top priority.

The problem with the queue is that it’s not a queue. It’s more like a giant mob of people who all keep cutting in line.
The longer you’re in the queue, the lower your chances actually are to get into a WvW zone.
What they need to do first is to actually make the queue into a queue. Then they need to need to give you a counter that updates every few seconds and shows you the size of the queue and your current position. Maybe even an estimate to how long it will take.

You can easily add a cooldown onto those effects instead.

Other professions don’t get a cooldown when they switch weapons out of combat. I think the same should apply to Elementalist attunements, which are essentially the same thing.
A little tweak that would make playing Elementalist a bit less frustrating.

The solution is a bit simpler
make the wall/door have at least 10% health before it resumes being normal.
You could add some kind of scaffolding model to show that the wall/gate is being repaired and will be going back up.

Similar to swapping weapons for other professions, cooldowns for Elementalist attunement should be removed or significantly lowered when the player is out of combat.

Actually, the guy on the arrowcart would most likely be stopping them from building siege equipment.
only if you are one of those special peoples who places a trebuchet within the range of an arrowcart.
Do you generally bring trebuchets as a counter to arrowcarts?
The problem here is that you seem intent on using siege as a frontline defense, when it is more of a supportive tool (especially arrowcarts). Unless you build so many arrowcarts that your arrows literally blot out the sun.
Are you part of a WvW guild, or do you just run solo?
