The contents of that response, while not what people frequenting this topic probably want to hear after nine months of silence, but as long as Josh and/or Colin don’t get themselves fired or get a different job I feel pretty safe waiting… yet again.

Same here, when you are playing an Asura thief (the smallest you can be) weapon skins aren’t really that enticing. but I have since started playing other races and classes… and suddenly all those baubles in my bank suddenly would have more use. Especially with the wardrobe around now.

Why is the daily reward a BAG?

Silverwastes is kind of weird in that if you just show up and do an event, when you click the chest you see a bag as a reward, yet when you click ‘OK’, it just deposits the crests directly, yet if you are at the point where you are getting bonus crests, you will see both a bag and a number of crests as the reward, and clicking OK puts the crests in your wallet and the bonus bag in your inventory (also annoying).

Yeah, it is inconsistent as the daily spirit shard bag and the bonus bags you get after VW shows. If I had to guess they forgot about the bonus crests entirely and different people were probably responsible for daily rewards and Silverwastes rewards implementation when it comes to these changes. Although the unique art asset for the daily bag hints that we might start getting bags of spirit shards from different places in the future as well.

I can probably tell you why there is sudden increase in bags.

Looking at the changes in Silverwastes and Dry Top event rewards it seems quite likely that their Bouncy Chest™ UI is not very flexible when it comes to extra currencies as they had to add all these “takes effect immediately upon receipt” bags for geodges and bandit crests (ie. the root cause is the item to currency conversion for most instances).

Why the spirit shard bag is “clickable” is difficult to say however. This is not to say ANet isn’t overly fond of bags and bags within bags, however, there seems to be an actual technical reason for some of these bags in this particular patch.

It has been 9 months since the last official statement by Gaile Gray about SAB, and before that at least a year since it was last accessible.

That is also:
- 273 days, 13 hours, 53 minutes
- 393,953 minutes
- 6565 hours
- 39 weeks

Since anything SAB related whatsoever (excluding the short availability of the gemstore mini’s, that was just mean). I said to myself when that statement was made: “I have already waited for a year I don’t mind waiting some more, however, if it takes another year we are going to have trust issues going forward” It seems it will soon be time to re-evaluate that comment I made back then.

SAB isn’t like precursor crafting, majority of it already exists after all, especially lot of the tech behind it.

Honestly I would take SAB World 2 over the new LA puzzle any day, as cool as it is, because at least inside SAB they can better account for finicky physics and weird collision edge cases than when using “real world” props and assets to build a JP. Not to mention the rewards were oh so much better (subjectively, who am I to judge if blues and greens perhaps a rare plus 10 AP is your preference). Even if the rewards were worse than for the first SAB release.

I think they should just remove leveling all together, have a mastery system for all traits/specializations/etc.

Start players with the base stats of an 80, but not have traits/etc. and rename the levels of zones to “Easy, Medium, Hard, Difficult” of how the level of zones used to be to represent the difficulty of events and completion.

Add an interesting meta event to every single zone and be done with it.

Then do the same for personal story, but let players attempt them at any difficulty they choose, same with zones….if a new players wants to try Frostgorge, they should be able to, they won’t get 1-shot by a deer but will have a much more difficult time without traits etc.

Perhaps the most interesting take on the issue I have seen… and especially around the time Orr was a hot topic (along with “press 2 to kill a dragon”) I saw quite a few suggestions related to personal story and PvE thrown around.

And this one would certainly be futureproof (ie. when new content is added if a player was drawn to the game because of said content the existing content doesn’t present a huge speed bump).

He raises really good points. no matter how good the new content they put out is be it HoT or Living Story, for new players first impression is what sticks and matters the most. You can’t blame ANet for not trying to work on this, however, I don’t think anyone would say that they have succeeded in any major way.

Personal Story narrative at launch was fragmented for the lack of a better word and the only way to get the full story was to play through it taking advantage of different races and choices (this isn’t necessarily a bad thing if all it would have given you is context and detail, but they executed it really badly… well see below). I guess the way story journal bundled stuff up was their attempt at addressing some of this fractured and messy narrative, however, without a total overhaul on the available choices fixing it is impossible.

Example: if you are an Asura, they should have made the late game choices either greatly emphasize the steps where Gorr story takes part to you over the story of some random NPC from human side of the personal story or even lock out some choices based on that and include some sort of “after action” reports for the choices you have no access to or didn’t choose (namely for the very last segment of the story, where these issues are really relevant, which is probably why they tried to reorder them in the first place, although they royally botched that up).

In my opinion what ArenaNet needs is either really stellar gameplay or great narrative, ideally both… even if HoT can deliver on these perhaps, if new players don’t get that far because the early game certainly doesn’t it isn’t really all that great for anyone just now coming into the game. Since there is this huge buffer of uninteresting narrative that can’t be skipped at least not entirely (and honestly, while lot of the core zones have great little tidbits and things in them for the inquisitive to find, I wouldn’t want to level a toon entirely in PvP or WvW let alone open world PvE).

You could see it that way, but I don’t think it is very likely… I mean the mechanical changes in the recent patch are quite clearly in preparation for HoT, so it is quite likely that the team or teams responsible for that side of the patch were separated from people working on HoT (because these changes were for all intents and purposes a part of HoT, before they decided to bring them to livein advance of HoT) to prepare these things for the patch and have now transitioned back to their old tasks seamlessly.

Whether this extends to the people who were primarily responsible for actualizing the new LA map, or something like the Karka hunt, is impossible to say but it is obvious were their focus is right now (ie. apart from maintenance and bug fixes live development is probably on the back burner again, except for the commerce team responsible for the gem store of course).

Yes you “lose” convenience items….but as you said they are convenience and not necessary. In reality you don’t lose anything..you just have them on another account.

The point of convenience items is that they are convenient… I would hardly call having them on a second account to be convenient. My take on this, the only benefit to having HoT on a separate account is exactly the same as buying another copy of the base game before pre-purchases were a thing.

In other words, 5 fresh character slots, more guild membership slots, fresh bank and material storage and additional time gated crafting items as well as extra login rewards (read: laurels to spend on T6 bags, most likely). So not really worth it, especially if you consider that before HoT you could get these things for 10$. Most people are looking for extra value in this where there really isn’t much value to be had. Here is another spin on this, HoT costs 50$, a character slot costs 10$, so basically a new player that buys HoT is only paying for character slots and gets all content for “free”. Of course this is completely ridiculous way to think about it but it does line up.

Did others in your party experience the same visual anomaly or just you?

Just me, as far as I know, but the people in that party were on significantly different hardware. I would like to see if it happens again using my settings but that story step is too far in the story for it be reasonable thing to do.

I am running the game on a fairly low end system, but I have been doing so for a long time… plenty of performance bottlenecks but no graphical glitches, until recently. For what it is worth the above ground portions of the instance and the few other instances on the old LA map we played looked fine. I didn’t even notice something was off until we were about to leave the instance and I was just standing there.

We made art changes to Personal Story instances, not season 2 open world content.

Art changes… you mean like this snazzy new detailed floor texture in old Lion’s Arch instance for example? Since it didn’t fix itself for the duration of the entire instance I assume it was not caused by some kind of rendering hitch or slowdown.

Edit: looking at the screenshot after the fact, it could probably be a lighting issue, this happened few days ago so hard to say. That said I am absolutely positive the cave didn’t look like this when I completed this instance for myself prior to the story journal coming in the game.

The closest thing to open PvP, or whatever you want to call it, would probably be ganking people in the Obsidian Sanctum JP. Then again no-one goes there, for the jumping puzzle anyways.

I don’t have the patience or free time to farm for gold so I have spent a decent chunk of real world money on bank tabs and bag slots. Also bought few random skins that I liked as well as few convenience items.

Short answer, probably too much… but honestly don’t regret doing so because as I have realized I buy less and less other games as I get older so I think it is fine to spend some money on the one I do play.

Well, this is about as likely to happen as it is for us to get access to Cantha or Elona this year… so good luck with that.

GW2 has always been a game with thick lines between its different game types. Open world PvP of any kind goes completely against this. There is also no narrative reasons to have open world PvP in this game the entire setting of the whole world is basically prohibitive of any kind of PvP in the open world.

My information is DIRECTLY from ANet

They have actually shown us parts of at least two PvE maps outside of trailers, likely more if trailers are included, Verdant Brink and another unnamed map (during some of the pre-recorded footage of specializations during their streams).

This notion that whole HoT PvE constitutes of story and 1 map or story and 3 maps really should be cleared up by ArenaNet. They have said that HoT would include map wide mechanics similar to or evolved from Silverwastes and Dry Top concepts (breach and sandstorm) of which Verdant Brinks day night cycle meta event is an example of (only partially implemented in the betas afaik). This statement coupled with the little bit of detective work referenced above already supports that HoT will definitely have more than one map and likely more than three maps as well.

But ultimately it is upto ArenaNet to confirm this, that they have not done so probably means that they are not ready to talk about content beyond Verdant Brink for one reason or another. However, the fact that such content exists in development can not be disputed whether all of that content will end up shipping with HoT is something that we can’t say though (see Fortune’s Vale, not all developed content will ever ship).

There are no plans to upgrade to a newer API because a lot of people is still running this game in Windows XP, so the maximum API they can support is DX9.

Unfortunately, people still depending on XP for their computing (it is/was my favorite version of windows to date and that is unlikely to change), they can only blame themselves if a rug gets pulled from under their feet at any moment. I mean Microsoft software that is supported is bad enough, unsupported software from them is something else entirely.

Not that I don’t agree with you, changing the system requirements of a live game drastically would be a poor decision on ArenaNet’s part.

Why, because even without knowing the internals of their engine I can tell you it would be a lot of work. It could even be technically impossible for them to do it depending on what sort of dependencies their existing content has.

I dislike that the Mesmer is so heavily incentivized to shatter illusions under this new system. At least that is how it really feels like right now. However, I wouldn’t be going as far as to say bring the old traits back. Even though I think lot of “bad” builds have disappeared, which is entirely subjective assessment, under this new system, I can see a bunch of limitations with it as well.

Only three specialization slots with three trait tiers with three traits each (see the trend here) means a few things. One it is difficult to add new traits to the game, right now it seems the system is designed so that the only new traits added will be through elite specializations or if they decide they need additional traits galore what they could do is add an extra tier of minor and major traits but this is a path that I don’t think would be very practical either. Increasing number of possible specializations one can equip is probably the most pain free way to extend this system if there is need to do so without excluding another option, however, with these new more potent traits (as in they do more stuff) the chance of unexpected power creep is real if this path is taken.

What is more, the current trait UI, although a huge improvement over the old one in my opinion (and really pretty to boot), it basically screams inflexible much like the old wallet UI and we see what happened with that in the end.

I was under the impression that the components for the key could still randomly drop in Kessex Hills, The toxic offshoots are also still a thing every now and then. Maybe the reintroduction of the chest has some tie into those.

ps: ArenaNet, please bring some Watchwork enemies into some corner of the open world some day (read: anything outside of TA Aetherpath would be fantastic).

I’m experiencing a weird bug where the sab door is still closed, is anyone else experiencing this?

Definitely, however, I suspect this is way down their priority list at the moment. On a more serious note, I highly doubt we’ll see SAB before HoT laumches or is extremely close to doing so (they don’t want to divert resources from work that is somehow tied to the expansion right now).

ps: Feel free to prove me wrong any time, ArenaNet. I miss stuff to do… dungeons and world bosses will only go so far, the karka hunt was fun but now it is over :’(.

This is a nonsensical argument, gems can be acquired without cash. You also don’t need to make a Revenant immediately and deleting a character is always an option if you do, whether you want to do so or not is up to you. but it is also incorrect to assume everyone has used up all of their character slots (played since headstart and I still have excess character slots granted I did get one slot for free due to bug in migrating some accounts from pre-release to final release).

You have options, the effective price for the expansion might be seen as 60$ if you absolutely did not have any other option (as in the game didn’t give you a choice) to access the Revenant, but everyone has at least the option of farming gold for a character slot if nothing else (and this can be done any time before or after HoT launches). Is it a raw deal, yes maybe so but it doesn’t change the price of the expansion effective or otherwise.

Won’t comment on amount of content, because no-one, that can talk about it at least, knows the exact quantity of content in HoT right now. They have not announced all of it… what they have announced are broad strokes out of which deducing the volume of content is literally impossible because the entire in-game progression is completely changing.

Once again, it’s the updates to which you subscribe, not access per-se.

Except that I am not subscribing to anything, there is no commitments associated with HoT or future expansion purchases nor is there something to cancel when I no-longer wish to be bound by commitments related to GW2.

I am definitely not subscribing to “updates after HoT” by buying the expansion because that would imply ArenaNet would be obligated to provide such updates and if they fail to do so I would have a means of recourse, since they would be in breach of the terms of my “subscription”. This is exactly why in subscription MMO’s you subscribe for access not for content, because if you subscribed for content or updates it would mean if the company responsible fails to deliver the customer could pursue compensation for this.

No matter how you spin it, there is no angle at which the term subscription can be applied to this business model. The content I am purchasing with HoT is exactly the content that ships with it the content that comes after the expansion and before the next one, if any, is unrelated to that purchase whether people who don’t purchase the expansion have access to it or not. Same applies to content associated with the original purchase of the core game as well as any content in the interim.

It is funny how I don’t see people complaining about the parts of HoT that are free for everyone (ie. Stronghold, Desert Borderlands) being free for everyone. Players may not perceive these two features as part of HoT but the simple fact that ArenaNet announced them as such is enough to make that true, because one or both of those pieces of content might not have been developed at all where it not for HoT. There will always be aspects of expansions that trickle through to the base game for technical reasons in order to retain compatibility, so it is not like people who won’t purchase the expansion will suddenly stop getting updates or be segregated to their own servers, you may not get all the benefits of all updates but updates will continue all the same. So even there your argument falls through.

Useful NPCs in LA too spread out

This is just going to split the playerbase out of this hub city into DR and Rata Sum.

That might actually be what they prefer, let players choose their preferred city or cities, and reserve LA for events and gatherings (if you think it like this the open design makes a lot of sense).

So far services unique to LA are limited to BLTC vendors, Gate Hub, Alternative access points for WvW, EotM and HotM, Mystic Forge, dungeon vendors and FotM. Once HoT comes you can probably add some Guild Initiative related services for Guilds that opt to not get a Guild Hall, but that will probably be it for the foreseeable future.

From technical point of view, as their engine obviously doesn’t deal great with delivering good performance for massive blobs of players in a small area, reserving LA more for events and festivals makes sense as this way people not participating in these activities but engaging in activities that can be done elsewhere might be more inclined to do so.

This is an interesting view, I wouldn’t call it a subscription though. Subscription is an arrangement to receive something, typically a publication or in the more modern sense of the word a benefit or access to a service, regularly or continuously by paying in advance.

In order for ANet’s business model, expansions or no expansions, to be considered a subscription model they would have to remove your access to their service (ie. the game) if you do not pay an agreed upon sum at set intervals. In subscription based MMO’s you are technically paying for continued access, and in some cases upkeep, not content because in most cases any future content you may receive, be it for a fee or not, is not stipulated in the terms of said subscription when you set one up.

In GW2, regardless of whether you pay for expansions or not, your access to their service remains unchanged. When you purchase HoT you pay for content (in this context this can cover features and other types content including in-game areas). Those who pay for this content get additional benefits but those who do not don’t have their existing access level changed.

Here is how the ecto lottery seems to function, for most draws… you either get bit more ectos than you invest or you get lot less ectos and bit more gold. (ps: don’t bother with the rare ones, exotic and ascended is where the game is played).

Of course there are outliers where you loose out on both, sometimes you get the goo covered items that can be variety of things from utterly worthless to worthwhile, when you get one of these you get no ectos also so in worst case scenario that can be a massive loss.

Things seem to even out over repeated attempts so that if you keep going you will slowly loose gold and ectos both, unless you hit a jackpot (I have seen a screenshot of junk upto 2k gold in value, not sure if that was a single draw or not), however, it seems slightly easier to stay ahead on ectos over staying ahead in gold while doing this.

While my experiments constitute a fairly small sample size, if I were to speculate the goal of this system seems to be leaning towards turning excess gold into ectos and bringing ecto prices down, while introducing just enough edge cases to avoid total loss of value or introducing too much gold into the economy.

Can you buy the expansion through the gem store or no?

You can, but only for your own account and regardless of where you buy it you will pay money for it, as in no purchasing HoT with gems. Which is why, there is no downsides to purchasing from buy.guildwars2.com whereas purchasing through the gem store has the downside (in terms of purchasing the expansion for someone else) of the code being applied to the account logged in at the time of purchase automatically.

If you are looking to save some money (and digital deluxe offerings interest you, or the one you are buying the game for) the only thing you can probably do is purchase the base game for 50$, or your regional equivalent, then upgrade to digital deluxe of HoT through gems, which can be converted from gold, I think.

Edit: reading above replies, be sure you are logged off of any and all Guild Wars 2 accounts while purchasing the game if your goal is to gift a copy. Please note that the main site for Guild Wars 2 and these forums for example (and likely register.arena.net) use different sessions when logged in using an account, so if buy.guildwars2.com interfaces with any one of these safest bet is to make sure all of those are logged out of an account.

Expansion Cost analysis moving forward

I don’t think they want expansions to become regular thing, because expansion equals huge gaps in their usual release cadence. If we think about it we have had two types of rolling content updates LS for story and feature packs for random improvements and changes in mechanics. Thing is this is now what some people have grown accustomed to, I know I had… so it might not be desirable for them to continuously disrupt this.

I believe they even said in a few places that HoT is a foundation, because the things coming in HoT are things that would have been impossible with either of their past release models for content. Outside of that HoT serves as a means for them to regain retail presence outside of first party purchases. So I can see them doing expansions as their needs require (ie. either in terms of things they want to develop or change being outside the scope of live development or their concurrent player counts, which are tied to gem store revenue, needing a potential boost bad enough).

I say this because they obviously really don’t like to fragment the playerbase and with each expansion this will happen, even with their business model changes and with each expansion for whatever influx of new and returning players they bring it also means drop in concurrent players as their cadence changes to accommodate the expansion development.

Only ANet has the data about these things, and they won’t have all of it until after HoT ships and live development returns to more active role… they probably don’t even know for sure themselves which mix of the two content models gets them the best return on investment yet.

This is just speculation on my part but they probably tried to be extra careful about player congestion issues… or as the conspiracy theorists among us will say they are obviously prepping for another Gem Store airship/terrace flash sale (or even a completely new shiny VIP area, what with the recent QoL fix to the old ones as well).

While the above is only a matter of time (I predict HoT will introduce one of those for the Jungle, possibly in addition to this generally accessible “Golden City” we have heard of, presuming it is a hub like location), I personally am a fan of this new design and look forward to what this means for the festivals come this fall. Especially because one of the rejected names for Lion’s Court was the rather unimaginative, yet descriptive, Festival Plaza.

All forms of damage?

  1. Why is Retaliation singled out as the one source of damage that doesn’t benefit from Vulnerability?
  2. Confusion was changed so that fast/slow attackers were less of an issue… will anything similar be done to make Retaliation more reliably useful?

PS: Jon, if all damage is too strong, then burning must really be off the charts being the strongest damaging condition and its damage is so far above all the rest. Also, please don’t completely kill my condi mesmer that was just upgraded from a troll build in WvW to something kind of viable here and there.

Ergo said content isn’t free – it WAS free. Omocha’s point still stands.

Please read the whole post, the cliff notes being it is free, 200 gems = ~40 gold which is an entirely free currency. All that has changed is how easy it has become to access that content for free. Not counting all the ungated content that still remains in game (or replaces and/or reintroduces previous content).

let’s look at what we know about the map:
3) they’ve preview 3 zones so far: Verdant Brink, and 2 guild hall maps

You can add at least +1 unnamed PvE map to that… this was briefly shown during the specialization clips (and can with some certainty be placed outside of Verdant Brink). Also, if one tries to match the Guild Hall shown to us with the world map we have, it does not end up adjacent to Verdant Brink and it has to be connected through PvE zones as per their “in world” placement.

The content was free for a time, which was announced at the time of release and Living World season one was also free and released with the understanding that all of it would not be permanent (season one did contain multiple permanent elements, kessex hills, great collapse being changed, southsun cove and lions arch changes come to mind off the top of my head, not to mention several mini dungeons and events quietly dropped into the game, with the first halloween patch, that most people forget are still there). Dry Top and Silverwastes are not gated by LS access either. Story instances are also open to anyone, as long as at least one member of the party has access to it, so it is not incorrect to say that all that content can be experienced for free.

Your 2k gems remark is misleading as well, it is 200 gems an episode which is about 40 gold (if you buy in bulk there is a discount as well). Either way the release model for all of the content that has come to this game has been 100% transparent from the get go. The content did not and still does not require a real money purchases. All that has changed is how easy or fast it is to access that content for free, where applicable. Temporary content is temporary now and before but that does not change the fact that it was free either.

Watchwork sprockets are available from TA Aether path btw… so the argument about the mining pick or having to buy sprockets is incorrect as well (plus laurels can get you the sprocket generator as far as I know).

Actually, they are part of neither vanilla release or HoT. They are content in between releases presumably funded by the Gem Store. The sales of the core game covered development costs of said core game (ie. any of ArenaNet’s own investments and publisher funding pre-launch) as well as turned profit for ArenaNet/NCSoft eventually.

Regardless of the exact division, it is factually incorrect to say that the the core game actually covers the Living World and feature packs in any way. The Living World and most live updates are an investment from ArenaNet and NCSoft not something that has had its costs covered by something else. This free content is created based on funding received in advance so that the service will continue to turn profit during its lifespan it is hardly a risk free venture.

Additionally something like the 23rd’s specialization update is a corner case, since it was designed and created for HoT, even if it comes to everyone at no extra cost, it would not exist without HoT and is thus arguably definitely more part of HoT than the core game if you have to think of it as part of one or the other.

When you purchased the core game you paid for access to a service and the content present at the time of release of said service. Anything that was created or changed after the core game was considered finished is not something covered by that purchase in any way. Your continued access to the service (or soon to be parts of it) is what is covered by it at this point.

The comparison isn’t even up to date currently, we know of already about an unnamed second PvE map from the specialization reveals (some of the pre-recorded clips are outside of Verdant Brink). We also know of the “Golden City” which is either part of a map, that is not Verdant Brink, or a map in itself like the current cities. We also know we have two Guild Halls which have to be connected to the world through zones, and the one we have seen at least does not appear to connect with Verdant Brink (can’t say for sure if it is adjacent to the second map we know of, because the total dimensions of the maps are not known).

If you didn’t buy it off of an authorized retailer (the only authorized digital retailer is ArenaNet/NCSoft afaik). Then you are out of luck.

Otherwise you would have been covered by their refund policy and their recent promise to help users who recently (presumably 30 days) purchased the core game to migrate it to HoT pre-purchase.

There is something that needs to be said here. While reading below keep in mind that according to FAQ physical retail pre-purchases from authorized retailers are coming June 23rd.

Their decision to include the core game is obviously incentive for new players, but as can be seen here and there (Ramon Domke) part of it is also logistics. In order for HoT to sell at retail they want to have a single box, which makes sense considering that lot of retailers might not stock the core game anymore and there never was a physical SKU for the Heroic Edition afaik, so the physical retail release of the original game has effectively been retired for quite some time.

So they would have had to reintroduce the core game into circulation in order to sell the two separately or introduce third version of HoT that is just the upgrade, which is a version that likely would not have sold well at retail, perhaps they estimate that it would cost them more in distribution and manufacturing than it would be likely to sell.

There is one thing people forget all too often and that is, brick and mortar retailers don’t like the developer/publisher undercutting them. So ANet and NCSoft need parity between the physical and digital release at least at the low end or they run the risk of retailers refusing to stock HoT altogether.

Also, perhaps the most important part about all of this…. ArenaNet and NCSoft probably can’t change the MSRP at this point, changing the content might also be complicated if not impossible depending on what kind of distribution agreements and/or promotional material has been made.

This means that if you buy HoT standard for 50$ or 45€ you can later upgrade it into HoT Deluxe. The current Digital Deluxe upgrade is unrelated.

They are not going to put HoT up for grabs in the gem store (for gems at least) for quite a while most likely.

ANet should be offering physical copies of HoT before it releases, and I plan on picking it up at a discounted price. if not, best buy does also offer digital keys as well.

Not entirely certain, based on original launch physical pre-purchase might be happening, but based on the current wording in the FAQ physical editions will be available for release, but not necessarily before release.

Simple and short. Do those who got the heart of Maguuma portal gain access to the beta weekends that the pre-order has?

If you got a portal, and can not see a beta slot on your account right now, chances are the answer to your question is no.

The beta access is based on the SKU associated with your account as far as I know, because when they removed beta flag from accounts they changed the SKU of all non-heroic edition owners to the heroic edition SKU at the time (there should be a dev response to that effect somewhere).

So unless they announce a new portal farm it seems quite unlikely, at least if the SKU used during the previous beta events is the same as base HoT edition currently.

Actually, the refund eligibility for HoT will almost certainly extend at the very least until the release day. There are number of laws related to sales of goods and services (which GW2 would be) that make this a virtual guarantee (while these laws tend to be region specific to an extent, it is easier for ArenaNet to go with a common approach to refunds for easy handling).

So the option for refund is always there, this provided you do not bind or otherwise make use of the digital goods shipped immediately to your account after redeeming the serial code most likely of course (in particular gems included in the ultimate edition, the rest they probably have some means to remove from your account, simply by reverting to the previous SKU).

The difference between this and early access is, they are not advertising this product as “unfinished” they are selling you the finished game before it is finished. Legally speaking there is a distinction to be made here, plus early access has specific terms and conditions that apply which do not factor in here.

Edit: that said, keys purchased from third party retailers that do not have an agreement with NCSoft/ArenaNet are always risky in that some of the laws that protect the consumer no longer apply to ArenaNet but that third party retailer instead, and unofficial retailers may or may not respect them (since they would receive no compensation for refunds from the distributor/publisher). Since there are no official retailers for HoT yet, that I am aware of at least, buying a key anywhere but directly from ArenaNet is extremely unwise.

There, this all is a choice made based on brick and mortar retailers by the looks of it. In other words the driving forces behind this are lower barrier to entry and no need to rely on retailers re-stocking the core game and/or distributing a version with and without core game for retail stores. Quite simple, it is cheaper for them to produce two different physical editions of HoT rather than three (one of which has significantly reduced sales potential in that environment). We already know Ultimate is digital only.

Also, ArenaNet and NCSoft have to achieve a degree of parity between retail and digital releases, if they offer cheaper editions digitally retailers might simply refuse to stock HoT altogether.

Go with Purchase Issue > Upgrading your account (or Purchase Issue > Refund > Account Upgrade).

Then title it so that the situation is obvious, ie. that you bought the core game recently at 40$ and now HoT offers it essentially for free.

Without more specific official instructions you can always reference the dev statement by GM Proheals on reddit if you hit a brick wall with CS.
