I just want the 5 different guilds you can be in to have select-able colors The one you’re currently representing can still be gold, but oh my gods. When even two guilds are talking at the same time and you accidentally were representing some jumping puzzle guild you joined temporarily. It’s just this awful grey mess, and it’s worse if they have names of a similar length. Then when you represent your normal guild it won’t affect what’s already been said to make it more clear T^T.
Any whooo. More colors for guild chat just so we can know who’s talking, or at least have more options to. I definitely want some of the guilds I’m in right now to stay grey so please keep that as well. People get mad if you force optional options.
Random arguments against:
You can just make a new chat tab that only receives messages from each guild. That’s an option, but it doesn’t help if you want to see everything. There’s no notification noise you can set up for the other chats. So the separate chat tabs isolate you Then your guildies and friends you didn’t notice think you’re afk when you don’t respond and get off.
You can use a third party thingy doodle. Third party thingy doodles can be great, but I don’t want to look outside the game for a simple change that I know will help out a good hefty chunk of the player base.
You can just get gud.
:<
Nope. HoT is still in the game, so I don’t know what you expect the responses to be like. Fractals are amazing now however. Also this is an mmo so nothing but things intended for groups, yadda yadda yadda. Core tyria is extremely easy to solo. Maybe you’ll like the 3 new maps? Maybe you’ll be disappointed that you didn’t log in to get them for free, though. :/
Also BL chests and other chests have a preview of what they contain when you right click them now.
Their value is determined by the players and they are only used for exclusive skins as their description shows. They really shouldn’t be touched since people who do sell them also want to make money.
I hoard mine until i use them so I wouldn’t know, but I don’t see a problem. And I’m going to need to buy a lot more.
Deleting my other ones, just because they are off topic. The game engine we have can’t really handle 4k, and there’s the arguments on whether you can see a difference if it is there. I think improvements would be nice, but 4k isn’t what I want in a stylized game. The HoT zones have some amazing textures. So maybe it can be done and it would look great, but it’s not something I know.
Elder scrolls uses a different engine though.
Mmos can’t change all their textures to 4k. They don’t have the luxuries that a stand alone does. You can at least play at 4k.
True white isn’t good for your eyes. It’s why I don’t like this web page.
I recommend the corsair scimitar. It’s pretty, glowy, and feels the best of any mouse I’ve tried. You can also slide the keyboard and lock it into place where it feels the best for you. Having a 12 button keyboard on a mouse is hard to get used to. I still don’t use every button like 1-5. I use my left hand for those, but I always wonder if I’d do better if I made some muscle memory pathways using the entire keyboard on the mouse.
Anyway, I believe if you play with one of these mice and action camera you’d have the best play experience. The problem would still be casting while moving. So maybe the answer is to go with a mouse with even more buttons. BUTTONS!
Change A and D from turn left/right to strafe left/right. Your movements will make a lot more sense, and turning your head with your mouse will quickly become second nature. I also highly recommend binding action camera to a key. Action camera is amazing for classes like thief where you need to be close to hit something. Also it has the added benefit of being able to shoot in a general area in pvp. Which allows you to still try and shoot someone in stealth or have them run into your shots if they’re not in range yet. I have action camera set to down arrow.
So I’m normally not in action camera since my main is a staff ele, but it can be extremely handy.
I looked at these gem cards being sold, and they seem to go through the redeem code feature. For the one I looked at it’s $2 cheaper, but I don’t know if it’s a material card you need to pay shipping for or if tax hasn’t been added yet for my region. Whatever it is it seems very sketchy and not worth saving $2 if you end up getting nothing.
Make sure to report people so that there is a record. Not aimed at anyone, just going into PSA mode.
There are a ton of items in this game that don’t have a 3D model. All the foods, and pretty much any item in your inventory that’s not a weapon or armor. So housing wouldn’t be as elaborate as elder scrolls, which is fine. The other problem I see is do you get a copy of all the decorations in your guild hall, or do you have to donate to your home specifically to have any decorations.
So I’d love some minor decorations for my home just so I can play with the set up in there. Move a couple things around…
And there all my nodes are right next to the door as the gods intended. Mwahahahahahaha!
Joking aside I would like to have player housing, and I do try and find a solution to my problems.
I know they don’t have infinite money or resources but nearly every suggestion I see made someone has to bring up the fact that it’ll be “too costly” or “too hard” and sometimes even A.net themselves have done so. Does anyone else get tired of hearing that?
It makes them look bad in my view, like they can’t seem to do anything worthwhile in a decent amount of time and the fact that players seem to push that narrative is really troubling to me. It’s a tricky line to walk I admit… I dunno. Just get sick of hearing how things people want would be too hard etc. Most things worth doing aren’t easy. :P
…… You ever hear that old adage that it’s easier to destroy then it is to create?
Well that factors in, but your comment is just so rude and ignorant. It’s not directly malicious and you’re not trying to harm anything, but jeez. I agree fully that things worth doing aren’t easy, but thinking everything should be implemented in the game is just infantile.
Are you trying to tell me that people saying lol aren’t actually laughing out loud? I’m a bit skeptical.
The highest amount you can list a single item at is 10,000 gold. But I think you have to list it as 9,999g 99s 99c. So this is speculation but maybe you can’t exceed that with your total amount of listings. That’s probably not true since I’m sure there’s someone out there trying to sell multiple legendaries.
Other games with premium stock are selling things that give an advantage over players that don’t want to touch cash shops at all. For me it’s just a scarf I really want that I’ll get if it comes back. That’s just an example, the scarf skin isn’t my style in this game. What I really enjoy is if a sale for an item has just ended, support almost always helps that player out. It’s ok if they say no since that’s not really their job, but those stories are always nice.
And we do have our quality of life items always there for purchase. The only ones that are missing sometimes are the permanent passes and the salvage o matics.
If you’re picking mesmer go with the raids build since you can’t change after.
Business people believe that artificial scarcity (keeping things in the gem store for a limited time only, and not telling us ahead of time when, if ever, they will be back) increases profits. I’m not convinced that they do, but I haven’t seen the studies throwing around this claim, so I can’t say for certain whether artificial scarcity is a good business practice or not. So far though, it seems to have worked out well enough for Anet.
considering most people live pay check to pay check and sometimes do not have the extra cash laying around they will wait tell they have the extra cash to blow but if what they wanted is not there any more when they do finally have the cash it will go some where else. so there study is very flawed
You don’t need to read any study. For a proper real life example of what Ori’s talking about, go read/watch about why diamonds are so expensive….
Hint: it’s not because they are rare.
I was about to mention diamonds as well.
Necromancer. High Survivability and great damage. Fractals Yes Raids not really but kinda.
Warriors. High Survivability. Fractals Yes and Raids Yes. Leave fractal parties that have two in them. The universe teeters out of alignment and everything goes wrong somehow when they try and do fractals together. I don’t know first hand, but my warrior friend in Discord doesn’t sound like he’s having any fun when it happens.
Heal Druid. High Survivability. Fractals Yes Raids Yes
Condi Druid. High Survivability. Fractals Yes Raids Yes
Power Druid that doesn’t heal. Fractals Yes you’re alive and healing yourself. Amazing job. Please stop making these. Raids No
Elementalist. Fractals, Raids, and all pve content, yes forever. You randomly die and res and die and res. I like it, and if you go staff that’s the only weapon you’ll ever need to make. The other options are there though.
Power thief. Fractals Yes and Raids Yes. It’s kinda hard to play at first but it has higher dps then ele so it’s better to take in raids. It’s dps is single target though, so bosses with a large hit box mean an ele will be better. Things like Xera and Vale Guardian can be done better with a thief. Parties will want an ele more no matter what though.
Power Revenant. Fractals Yes and Raids kinda. They have all the tools for everything, but what they were known for was taken away, so they are no longer looked for in raids as a class they can’t go without.
Condi Engineer. Fractals Yes and Raids Yes. Has the highest skill cap in the game if we’re talking max dps possible. Just nothing but internal cool downs you have to keep track in your head since you can’t see them when you’re using a different kit. Also you’re expected to know every CC nuance you have in raids on top of keeping your dps rotation perfect. Best condi class, but most painful to learn. Also not that survivable in fractals.
Power engineer. Fractals kinda Raids no. It’s been doing great in the nightmare fractal. It’s highly survivable with whatever they’re doing. Not the best dps, but it isn’t bad.
Mesmer. Fractals Yes Raids Yes. I don’t recommend this for fractals at all. It’s low dps but tons of excessive make other people do ridiculous damage. I find it can be frustrating to have all your long cool downs wasted. But it does have a place and I here condi mesmer is better for Fractals.
Guardian. High Survivability. Fractals Yes Raids kinda. They’re nice to have in fractals with Aegis usually being put on everyone. It will get wasted on random condi bosses like Volcanic, but they can destroy him with reflects so they’re still good to bring there. Then Raids I think they’re pretty much only used for Slothasor.
One poor description of all the classes à la mode
Now I want ice cream o.o
(edited by MoarChaos.8320)
I’m all for quality of life, but you’re acting a bit spoiled. It’s not fair? You used to have to walk up to each item on the ground. No salvage all button, but now those exist. So maybe they’ll add even more quality of life for us, but this is a non-issue. If you want to sell absolutely everything instead of salvaging it then that’s your choice to go through that many items.
A new race is possible. I just very much dislike it being equated to fresh content, that the game will turn to when we somehow run out of interesting maps. Tengu for me would be the stalest of popcorn. A one and done affair, since new races are a staple for getting new players excited. They’ll finally be in a populated low level zone. That of course doesn’t have to be the level they put a new race in as, but then that’s not really marketing to the correct target market if it’s aimed at vets. Veterans don’t sustain games T^T I try my best though T^T
No way to change the amount of transmutation charges you’ll need currently. They truly need to add an option to the right click drop down.
It’s already shown as a skin that is on your back, so I don’t see a point to making something that confusing. A Frisbee mage would look pretty amazing though.
gw2timer.com is a nice website for easily getting all the waypoint links. It also shows you all the important things you can keep track of.
Pleeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeeease make it a skin. It’s the only item in the entire game that does this and my character is all about ice.
Revising the delivery system and how the player character interacts as a new race that doesn’t fight Zhaitan is changing a core system we already have finished. They don’t want to play with core mechanics any more since it’s hard to do, costs a lot because of needing to problem solve how to even implement it, and doesn’t show how hard it was to do in the game. Skipping voice acting that every other player character has, and any other implementation suggestions that saves costs have so far been things that shouldn’t be cut if they are going to do a new race.
I’m more in favor of a lvl 80 race as I enjoy end game the most, but that doesn’t make sense for even the most recent lws3. So they basically aren’t apart of 90% of the game. It also doesn’t market well to new players who’ve never played, to give them a new short story at character creation that’s lvl 80 mechanics. And if they scale it down, then it makes the veterans of the game who want that high difficulty content nothing to be happy about. So it ends of being a lose lose. I’m excited for a new expansion, not a new playable race.
I wonder how many people would be willing to wait 6-10 months after expansion hit to finish their personal story tho
I only stated that possibility as an example. Personally, I wouldn’t have an issue with a 10-12 month wait because I’ve waited like over 3 years to finally play a Guardian or Necromancer but with the desire to make them Tengu. If a new race beside Tengu were released, I’d probably reroll my Engineer or pick one of the two (Guard or Necro) depending what is released.
But back to my point in it being an example: that was just one method of delivery I could think up off the top of my head that would be very easy and brief to explain. They could do something completely different and make a PS that was mostly text or do it via flashback or something. There are lots of avenues to tell a good story.
And that’s our problem. Why even have a personal story if it’s so hard to do, the only thing we can think of is cutting massive corners that we enjoy with all the other races. It’s almost always the opposite in games. The new race usually has the best story and the most quality of life to their starting missions.
I don’t think the game has any need for a new race, but I agree it should be done right if it is done. Still doesn’t change that the theoretical race isn’t making them any money and it puts a permanent tax on their pipeline.
Your “shoehorn a race” into the game isn’t what people want from a new race. No matter how you state it or how you portray it.
Don’t speak for everyone.
For one, your “shoehorn a race” argument might seem reasonable to some but from my perspective, you’re just being unreasonably picky. For two, you’re specifically picking out the suggestions you don’t agree with while offering nothing to replace it. For three, I don’t even think all the checkpoints you list off are even wanted by the majority and you only want it there to specifically sabotage the implementation of a new race.
Would it be nice to have a “like the original” Personal Story? Sure. How many people actually liked the majority of the PS? Not just the 1st chapter, but going through the orders, making the pact and following Trahern’s lead…How many people like the changes they made to the PS? How many players go out of their way to replay the PS on all their new characters? While I do enjoy the PS on my characters, up to a point, after you go through it once then explore some of the branching options, I don’t tend to go through most of it after that. Even with there being the PS for a new race, it’s still not a big deal (I’m certain it wouldn’t take that long to create…just about 3 Living World updates worth of missions should do it). Regardless of how much effort and time it would take to make a new race’s PS, I’m not dead set that it MUST exist just like it has for every race prior. It can be changed, it can be updated in pieces, it could coincide with living world updates, it could be something completely different. Encouraging Anet to create something polished and unique is good, but suggesting they must follow a stringent formula even if that formula is lined with hiccups and mistakes is not.
I don’t have an issue with there being a new race. I do have an issue with sidesteps and shortcuts and it not being properly implemented. Adding it by Living Story episodes, and it not having the same types of features the other races have… I and “some others” (is that better?) do not think that is the proper way to go about it.
And what would you and others know of proper? You’re not making the content, telling the story or investing the capital to have it made. My point is, if the devs want to seek a different method or outcome, partially because it would be easier, cheaper, faster, make more sense for their choice in delivery or just because they want to do something experimental, who are you to label it as a short cut when ultimately adding a race would still require a massive amount of work? I guess this truly is the age of entitlement where the only time you won’t get called out as lazy is if you take the path of most resistance and still get whined at for not devoting all resources to every individual persons desire. They could try to go above and beyond to add something but if they don’t bend over backwards while also adding some other thing while simultaneously fixing all bugs, they might as well shouldn’t have bothered at all.
Just someone who has been supporting Anet since beta of GW1…
Proper is what we already have in game as precedent.
Go play devils advocate with someone else.
Not playing devil’s advocate. I want the devs to implement a new race and cut out extra BS that barely anyone wants while doing it.
And bravo Mr. “I’ve been with Anet since GW1” on sabotaging creative freedom.
Go play entitled customer somewhere else.
Barely anyone? Got a link for that? No? I didn’t think so.
If anyone is acting entitled here it is you. Not to mention being a little kitten.
Same place you get your generalized statistical proof.
I’m not acting entitled. In fact, I’ve only advocated compromise. Compromise in what efforts could be spent in voice acting, compromise in what efforts can be spent backtracking, compromise in how many areas a new race could introduce, compromise in how armor and outfits can be made, compromise in time and effort spent overall.
I can be a reasonable poster to discuss possible suggestions but you’d actually have to present yourself as reasonable, which you are not. I also don’t want to beat my points to death in a debate so I don’t tend to stick around the forums repeating myself to all arguments.
Run along then , and let the devs do THEIR job.
Wow. Why say something like this?
Again people are rolling back to the delusional state in which they think race development is expensive and resource intensive during development.
1. No one against a new race has said HoT expansion was a bad thing.
2. The definition of delusional: A delusion is a belief that is held with strong conviction despite superior evidence to the contrary. As a pathology, it is distinct from a belief based on false or incomplete information, confabulation, dogma, illusion, or other effects of perception.
Or do we need to explain with hard facts that working on anything in a massive company costs massive capital?
I’m not even arguing because I want a new race, because I wouldn’t be creating a new character for any of them unless it was the Dwarves. I am arguing about the naive nature of the community and their absolute lack of respect for Anet. Back to what I said earlier, you guys literally act like ArenaNet is an indie developer without oodles of funds to spend on whatever they wish. I don’t know if this sentiment for Anet with the community comes from the fact that they only have 200 something employees, or because the game has no subscription base— or both. Subscription base Games have player bases which demand content of a certain caliber, whereas here on Guild Wars 2 (no matter how well Anet delivers to us) the player base seems to treat the company like it’s going bankrupt and running on empty, with devs which just got out of college or were found on the street.
3. I don’t know about anyone else, but I’m in love with Anet right now. They gave us a schedule and they’re going above and beyond with it each time. The new maps are stunning, and the story makes you mad with what happened currently, but that could just be good writing since it conveys an emotion in the player.
4. I don’t think we’ve ever once said Anet was incapable of putting in a race. We’ve only given you arguments of how it’s a massive undertaking that creates more and more work in their pipeline even after it’s released. If you say it won’t be any extra work after it’s released, then who’s being delusional here?
5. Entitled: believing oneself to be inherently deserving of privileges or special treatment. I’m not saying anyone is, but stop using sensationalist words if you’re going to use them against someone not wanting something. Sensationalism: a type of editorial bias in mass media in which events and topics in news stories and pieces are overhyped to present biased impressions on events, which may cause a manipulation to the truth of a story.
6. Your topic sentence is you’re not arguing for a new race, because it won’t be the one you want o.o This is true for everyone and means after a new race it’ll only help create demand for another new race. So no real gameplay, just restarting a bunch if you like low level content and not getting character birthdays.
(edited by MoarChaos.8320)
All the arguments for having a new race go into delusional statements like it’s a drop in a bucket compared to an expansion or you’re not a dev, so you don’t know it’ll take that much work at all. But however it’s implemented, it makes them have to make another new set of armor or outfit anytime they make one if the new race isn’t easy like Largos. Plus needing two new voice actors that will stick with the game, and scheduling them, and working with them in the studio.
The new voice actors initial work load is going to be massive as well. Ok. So they’re not just cheaply shoe horned into lvl 80 personal story. They don’t have to do voice acting for that massive segment. Are they also not in lws2? Are they just not an ex commander commander like the player character is right now? How do you see them in lws3? See they can’t do anything with a new race unless it’s in lvl 80 personal story through everything. Which is making the wheel again for no reason.
We already have too many races as well. Norn are being written as large humans when they have their own culture. Which may be subjective, but we like things that are fleshed out and consistent. Charr are about to lose their only character trait if they defeat the Ascalonian ghosts, and a dash of clipping for everyone with a weird body type.
So although I’m very against the massive strain a new senseless race would put on the game. I won’t be furious if they do. If they’re ok with the extra work load it’ll put on everything else in the future then they’re up for it. My suggestions for a new race if there ever is one is that it should be the Tengu, and they should have their new 1-15 zone under their racial city to the left of claw island. I’m not sure what their first boss should be, maybe an old scarlet monstrosity they use for training and showing how easy the other races can be fooled? So that’s them being the highest candidate, but their racial trait has been sitting out of the war so I still don’t think it can be done.
I have a problem with it permanently adding to the work load of the game with no added gameplay.
@Adry.7512
You’re really telling me, that as a customer, that what I want doesn’t matter?! When what I want factors into what I choose to buy and what I choose to not buy? I can’t think of anyone who doesn’t factor in what they want into what they buy or don’t buy.
That if I do not want a race put in withbshort cuts taken just to have a new race, I should not say anything because what I want doesn’t matter? That I shouldn’t voice my preference for a race that has the same effort put into it as the other races because what I want doesn’t matter?
What I want matters. I’m not saying that ANet should listen to what I say and only do what I want, but what I want matters. What you want matters. They’ll have people do studies to figure out if your preference for race or mine would give them the most money. But I can’t imagine that most people would want a glorified tonic for a new race. Not at the expense of content that even players who only play humans would play.
Aerodynamic going which way? He’s right they shouldn’t be open when walking and running logically, but it’s what looks the best. I still think it would be nice for a toggle to disable backpacks and make weapons look default, but what I do on my computer seems to be a big problem to other people whenever it’s brought up.
Don’t forget the posts of this item should be forced to be less expensive since I need it and the posts or this item should forced to be more expensive because I want to sell it.
Pact Supply Network Agent. Buy the Pact Scouting materials from each of them every day then use them all on Frostgorge sound when the map rewards are vials of powerful blood for the week. It doesn’t matter if you’re already finished getting the vials of powerful blood you’ll need. That’s the most expensive mat and you can sell it to get the others. Also you get other expensive mats that get in the way of your powerful blood, but they aren’t bad.
Hey,
I brought up this issue before but it seemed that commenters were more keen about being the smartest guy in the thread (and show it to everyone who comes around) rather than looking at the facts. But just before I start I have to mention that I may be biased as well, but for other reasons.
It all starts and ends with this paragraph. The answer to your topic is that for the most part, we honestly don’t think it’s AFK farmers. We aren’t getting reports of seeing them widespread in the game, and so we’re a bit confused why you’re so dead set that the market is the way it is because of them when we aren’t seeing them. You came off as rude and your replied to people that way.
So here’s some proof for you since we can’t just say it’s ridiculous to say an entire market is being affected by a speculated group that may not exist. https://wiki.guildwars2.com/wiki/Rugged_Leather_Section
The Unstable Hide is what’s dropping like hot cakes from the new map, gives a chance at any leather. The new wvw nodes, the new guild nodes, the home instance leather node, just everything on the wiki. Also the game became f2p and they pretty much have to sell raw materials when they get full or they will no longer have inventory space. I’m positive I’m missing some other new sources.
So once again give us an example of what kind of AFK farmer you’re seeing. I don’t know of a farm that can beat multi map auric basin, the new maps, or silverwastes so how are these AFKers getting the majority of leather into the market?
Speaking of silverwastes, back when it was huge the best thing to do was to open bags on a lvl 55 or so character. I didn’t have a slot for that so I never did it, but that can still be done with any bags today. Instant tons of tier boopity shnoodle leather in an instant.
Maybe like 20% of your post is relevant to what I was saying.
AFK farming is a thing, I wont educate you on that. Look it up at the forums. But still I never said I’m 100% sure about it. All I said was I cant logically come to any other conclusion. The reason I’m here is that I dont think I’m all knowing so I rather ask just to be sure…
That’s because it’s easy when you’re not looking for any other conclusions
There’s a lot of different way to AFK farm, none of them are anywhere near being more lucrative then playing the game. So state what you’re seeing is happening, or continue pretending they’re the sole influence on leather .-.
Also in this HoT era, prices aren’t going to stabilize for long. We have new farms being dropped into the game, and new legendaries are spiking interest for different goods. The biggest legendary looming in the distance right now is the Legendary Armor. So maybe me saying that will cause the price to rise as people decide to hoard and sell later or buy what they think they’ll need before the price gets too high.
I don’t understand how you think AFK farmers are getting more materials then people playing the game actively. If there were an AFK farmer they wouldn’t get events, they’ll most likely just die and be dead for hours, or they’re getting drops from two mobs re spawning. If you disagree, then you’ll just have to be more specific with what you’re seeing people do. There’s no way in hell someone AFK letting their pet or minions kill things is getting a massive amount of leather.
Your market trends don’t mean anything, and you ignore any possibility that other things are being factored in because people are just trying to be smart. Selling hardened leather you have stored up gets you a ton of money, and people may be trying to buy something else they need with the gold. Then the new maps also give you the items you can salvage for leather for almost every event.
So I don’t know what kind of AFK farmers you are witnessing, but I only see AFK people dead or on a rock so that mobs can’t aggro on to them.
Lastly I have 2,000 material storage. I have no idea what others have, but injecting that much into the TP isn’t a surprise with how many veteran players there are.
(edited by MoarChaos.8320)
Capes don’t look good in games. Do not want.
Stop saying it would be so easy for the play base to just provide the voices for free. They’re not strapped for cash for voices. The problem is that the voice actor whether it’s free or not has to be available. So getting a free voice is risky for a game company plus no company can really get anything for free without being sued or talked to by the government. So this isn’t really a work around.
New personal story start w/o new race could be done – Ash Legion and Blood Legion starters, humans from other continets/kingdoms, asura that fleed underground after rata novans was flooded by chak, sylvari from other trees, norns with majority of shamans somewhere.
Rest resources for new elite spec. 10.
So a “new” race just for the sake of having a new race? I’m not a fan. A new race isn’t filling anything the game needs. We already had a new race, and they were the slyvari. The player base who wants a new race ultimately just wants all the races.
All the zones these new races would be in are lvl 80 currently. I don’t think these deadly areas should be anything but lvl 80. Which means you’d have to convince Anet to give anyone who wants to play as one the option to insta 80 or put in a wonky system where you play as a different race to unlock the new one, or turning in 80 tomes of knowledge. There may be a system that could work much better here, but I don’t see it working.
“But we already have those races and they wear things” you say. They wear one outfit! For the races we don’t have as playable they don’t wear anything the player character does. Largos are an exception for your cause, but then backpack skins and gliders interfere with them being put into the game easily so they’re back to square one. Dwarves are nearly all dead in lore, and if they’re not then they’re stone. Which means no children, which means no racial city, which means no playable race.
The other humans, asura, and slyvari could maybe be done with little money to be spent by Arena net, since they won’t have to make sure all the current skins work on things they already have. But why would you want that as a different playable race? How is that going to make people want to play as them, and make any of that money back by buying character slots? How is a new race going to make people by character slots at all? If you still want that then Zephyrites are right there. We can have Zephyrites…
What you want just isn’t profitable and adds to the work load of everything new that will be put in the game if it’s there.
How they theoretically would implement it doesn’t matter, though. They already have to go through each race each time they make something new. Whether that’s living world or armor. And say it’s tengu or largos, they both would be clunky beyond belief and need serious work to make them somehow mesh with the backpack skins we have.
The largos are humanoid but the Tengu would need armor that covers their head differently at least. “See only the head,” you say. Only the head for every single piece of armor in the entire game. And it’s not wrapping it differently. New heads for all old skins would need to be made. Then that work is added to the work load of every new skin they have to make. Then a new race ultimately doesn’t add anything for you when you’re just running around so people will want the race they actually wanted.
The same argument could be made for adding professions but they are a 9th anyway. Just because it’s more work doesn’t mean it’s not worth while. Is there game fashion wars 2 of not? If not, let’s stop adding new armor all together and focus on actual content like elite specs and maps.
But they added a 9th to fill an unused 3rd spot for heavy armor, plus all class lore is about the same. Some have a wisp of a story like engi, but they don’t have to excessively flesh it out. Your character doesn’t say things differently in story instance, because they’re an engineer. So it was more of filling a spot they always knew they wanted to fill.
Your same argument can be applied to WvW, PvP, and Fractals. It doesn’t make sense that for something that’s designed to be the hardest content in the game, they aren’t allowed to have any story or exclusive skins.

My graphics card is the bottleneck of my pc so it messes up here on the video, but the female sylvari in the video is during night. It looks like it gets rid of the slyvari’s natural bio-luminescence at night for everything considered to be it’s skin. It does this because slyvari outfits are connected to the mesh for the body I believe. The parts that aren’t connected that didn’t turn white kept their bio-luminescence. The male slyvari is shown during the day so his bio luminescence isn’t showing at all. His dark orange parts of his armor would glow bright orange.
So it looks like the natural skin glow at night is just too hard to see when using the infusion, but I might make a video to see.
I don’t like that they make your eyes blue :/
White can work with most things as a neutral color. Can’t do anything about blue.
