Submit a ticket to support via “Ask a question” then wait for them to respond back to you. The ticket quest is running about 24-48 hours so be patience.
Can you log into other characters ? Can you get to character selection screen and what happens when you try to login ?

There is no ground for suing gold farming company. If there were one, Blizzard would have sued the hell out of those gold farmers. Do you see Blizzard suing any gold farming companies ?
The paid VPN server is far from being poor. Do you know how many IPs those VPN companies have ? There is no way ANet is going to block every VPN IPs.
There are plenty of VPN service out there and it doesn’t cost much on a yearly basis. They do not need to have any central network in the US or anywhere to use VPN service. Not to mention there isn’t really a legal issue here. They will be breaking the user agreement and that will result account banning, it is not illegal.
No law enforcement would arrest people for botting in game.
I don’t think ANet simply banned you because you go afk. I go afk in game a lot and it is never an issue.
Since you already submit a ticket, wait for the response from support. Forum support do not deal with in-game unbanning.
IP blocks will never work since VPN can easily defeat that.
I don’t think he needs to have a dispute with ArenaNet. He doesn’t own Guild Wars 2 accounts. He doesn’t even know who used his paypal card for those charges. Once paypal did their refund, ANet will close those account with stolen keys. Whoever owns those accounts will be banned.

It seems like your paypal account info is stolen. I would change login email and password on your paypal account and monitor it closely for a while. Once you dispute at paypal, they will refund the money. As for people who are using accounts that are purchased with your paypal will be banned. You don’t have to do anything.
Submit a ticket and wait for support to help yo is the only way to solve the problem.

There is smart phone app ( ANet use Google Authenticator ). If you don’t own a smart phone, you can download the desktop java app from https://github.com/mclamp/JAuth/downloads
It is easy to add the authenticator as follow
1. Download the app to your phone ( or the java desktop app, do not install the java desktop app till you are ready and have security key GW2 gives you, read the detail below )
2. Log into your GW2 account from official site.
3. Click on “Security” and link the authenticator
4. Launch the app ( or, in Java
Scan the QR code or type it in manually. I recommend write down the security key and put it somewhere safe ( In Java app case, you can now install the app and type in the security key )
5. The website will now ask you to put in a one time code to verify you have the right key entered. Once verified, your account is now linked to authenticator.

With VPN, hackers can mask their IP to the right “Country of Origin”.
There isnt much your info can do since they can mask it with VPN easily. The most important thing is to protect your account.
Change your password
Link your account to authenticator ( remember to write down the secret key for future reference )

Did you buy the code from guildwars 2 site directly ? if you are, contact support with the new code
I think they have different type of support. Some are easy such as email change. Some takes longer such as hacked accounts and banned accounts.
At the moment, ArenaNet has no tool to refund any items or gold in game.

The suspension is not necessary from last night. Someone might have reported you for using racial slurs days ago and the support/GM finally get to verify the report.

Whoever told you the character transfer service is not free is wrong. You can freely transfer to a server that is not full once every week.
My personal experience with server transfer is different from posts. It always transfer my character in under 5 mins.

1. Queue is NEVER good for players. All it will create is other players who is stuck in queues to complain about it. I know I wouldn’t want to get stuck in queue while try to log in.
2. The current server transfer is free and once every week. It is not a paid service.
The only thing you can do is keep your eyes on the server and transfer to it when it’s not full. It is not impossible, my server is ALWAYS full and my friend was able to transfer to it after 3 days when he caught the server population to heavy.

Contact the support as directed is the only way to fix it if you can’t verify the account from that page. Submit a ticket and wait for response ( About 24-48 hours )

I have to agree with Shockpoint. If its regular items in game that is destroyed by players or hacked, I can imagine it will take a long while for support to even attempt restore them due to lack of a proper tool.
However, the support already verified the purchase and it will not be too hard to find it in the log that Shockpoint did not destroy the item. Due to it’s related to gem store( which shockpoint paid with real money ) and the items vanished on its own. I would hope ANet would do the proper thing and fully restore the vanished items.
If you didn’t write down the secret key. I think you can remove it and try to link one again. Just remember to write down/print out the key. Once you have the secret key you can get your code again.
It would be good if we can print out the key through account though.
Also, add authenticator to your GW2 account if you have not.

When you say you cant log in, can you get the patcher/login page to show up ? If so, what kind of error message do you get when you try to log in ?
Or, the client doesnt even run when you try to run it ?

I believe there is a NPC now dress up as Mad King in LA fountain. If you talk to him, he will offer the “witch hat” and I believe you also get the Atten the Party.
Try it.
I think Gaile said it might be added later on to gem store but not at the moment.

The change email option WAS there for a short period of time until people start getting their account hacked and email changed. ANet remove the option to make sure hackers can’t change the login email easily. I am not sure if the option will ever come back since most people would hardly need to change email login that ofen.
As for current method, I would assume the support will have to verify you are the lawful owner of the account first. Once that is completely verified, they will proceed to request new information.
As for GW1 and GW2, I am not sure if that changes.

As Slark said, you have to wait for 7 days to transfer to his server, or you can have your friends transfer to your server.
Sever transfer is every 7 days. You can do that by logging into the game. Once you are at the character selection, click on the “World Selection” located at the lower left corner. You can then find a server you desired and not “FULL” to transfer to.
One ticket is enough. Once you submit it, just wait for response. The ticket is running for about 24-48 hours queue.
Do not submit another ticket.
Did you contact support ?
If not, submit a ticket and wait for them to contact you.
If you had submitted a ticket and its over 3 days, post your ticket number in sticky thread for 3 days or older ticket review.
Account reactivated! But possible federal crimes. Need legal dept info.

They did not indicate ANYTHING. You choose to read it as someone broke into your account.

If your IT is indeed working as you said, " secure, paid, monitored, and supported email system".
Your email should NOT be hacked since its secure as you said.
Your IT department should be able to tell you who and at which IP access the email account since they are suppose to monitor it.
It seems like all the information you need can be have through your IT department.
IF, your email WERE hacked, I think your IT has a lot of work to do to secure their system. It has nothing to do with ANet since ANet do not run your IT department nor host your email account.
