Two things to note:
Firstly – you are NOT being limited by CPU. You have a 3.1GHz quad, which is good enough to begin with. What is limiting you is your RAM.
Upgrading your GPU will probably give you a small performance increase, but with such slow ram it will be limited.

My advice: consider investing a little more and getting a setup like this:

I’ll note – I’ve used that memory, a AMD 3.6GHz quad and a GTX650Ti for playing GW2 almost since launch, and streamed it at high(ish) settings with between 30-40fps stable. Not overclocked or anything.

It is a very old qudo core however the performance of the chip is about half that of a i5 3570 so his CPU will limit his performance
