As Skugga has stated, using the guesting feature you can play with your friends at all times. You won’t be able to do W3 together, however, but that aside you will be able to explore, go dungeons, do the personal story together.

As you can see here http://wiki.guildwars2.com/wiki/The_Bifrost (The bifrost just being an example) legendary weapons are soulbould on use, so once you have equipped them, there is no way to send them to another character.
Before being used, however, you can send them to any other character.

As stated, botting is an acceptable option for these situations. You can also use the Customer Support option. If you choose this, please submit as much evidence as possible with the report. That way you will help the CS team. Videos or pics are useful.

Yes indeed there seems light and medium armor with those stats are not available.
Same happens with the head part of the heavy armor. In that case the best option is, as Calae has suggested, either the W3 one or the Ascalonian Catacombs / Honor of The Waves one.
