As stated by Vayne de idea is to prevent people from reporting other jsut to grief them. As you say in your quote “abuse of the report….”. Means that you won’t get banned for one single report done with no proof. This way, you also provide the team with more evidence to use when banning people.

Regarding what you say about the servers, next to the server name, If I’m not mistaken, there is a tag that says [DE] [SP] [FR] which stands for what is the language of the server, German, Spanish or French.
About your server issue, as GM Mitch told you, we can’t help you from the forums. I am sorry but the only possible solution is to change servers by yourself. Sorry.

In the meantime, we ask you to have a bit of patience. We know its annoyong to see a wooden chest, and instead of a shiny yellow get some porous bones.

Lisamee, quoting the game Wikia “In PvE, if a player is awarded loot by killing a creature and the loot is of uncommon rarity or higher, a chest will appear that contains the loot that would previously have been on the corpse. If the rarity of the loot on the creature is lower than uncommon, the loot will remain on the creature’s corpse.” There seems to be a problem however with the chest and it sometimes drops lower quality items. The team is looking into it.

As stated, when reading a training manual your traits are automaticly reset and the “trait slots” of the category (adept, master, grandmaster) unlocked, as you can see here http://wiki.guildwars2.com/wiki/Grandmaster%27s_Training_Manual.
Also, you need the previous manuals before being able to use the next one.

According to the description you can see here http://wiki.guildwars2.com/wiki/Guardian_Gear (Guardian just an example), these gear boxes would contain items the class can use of those qualities and among those levels. As for the chance of it dropping a precursor, since the description doesnt state anything about it all we can do is speculte.
However for those looking to gear up an alt, or looking for new gear for a respec it will certainly contain something useful.
