SOLVED (at least for me).
I had the AMD Catalyst 13.1 before/after the patch and as I said, the game run just fine until the patch came out so what I made was make a clean install of windows but this time I installed the 12.11 beta driver again and problem solved, the game run as smooth as before.
So the last driver for AMD was the problem. I don’t know if Anet did something to screw things with this version but well, the 12.11 beta work just fine.

Anyone else is having FPS issues after the 28/01 patch?
I always played at 40-50 fps in PvE and even large battles in WvW wasn’t so bad but after the patch I’m getting 24-30 maximum in PvE (40-50 only when looking at a wall).
And no, I didn’t change or install anything, just the new patch.
-ArenaNet
With every new path comes new bugs.
Now, this is probably more a problem of bandwidth than a bug (everyone downloading the patch) so calm down and wait.
And if in few hours this is not solved then you can freak out

How did you not keep a PvE main? I mean, if you never played the campaigns then you really have nothing to complain about. But if you did, why would you delete your main? PvP characters are so easy to recycle there’s no reason that you would have to use every slot for them.
Anyway, there’s a good reason for doing birthdays by character — it means you get 5 presents instead of 1! I’m pretty sure some people in GW1 bought dozens of character slots just to farm bday gifts. It’s a good marketing tactic.
Hardcore survivor, that’s why. Death used to mean death for me so I always re-roll if I died (not having to worry for my character survivability was plain bored).
And no, I’m not complaining but feels bad being someone who plays for years and complete all campaigns over and over (specially prophecies) and have 0 gifts

All the servers and all the areas have the same problem.
I think events get bugged after certain amount of rounds and until a server reset this is going to get worse.
-ArenaNet
Anet already gave an OFFICIAL answer and said this is just “TEMPORARY”
So don’t worry, is not stupid, it wasn’t an exploit or else. Just wait a little (or a lot, who knows).

In GW1, they had birthdays based on when you first created your account. Each year that your character (all your characters not just one) had a birthday, you were given a present in your inventory. It contained a mini pet for that specific year.
Hopefully in GW2, they continue that tradition. It doesn’t have to be a mini pet, but at least something nice to commemorate playing yearly.
Hopefully they do this but based on when you “first created your account” and not your characters. I played for 7 years and all my chars are 4 months old only and never get a single present

Show me exactly where any developer has stated condition damage is meant to be a secondary stat. Because they have talked about condition damage builds several times, you don’t base a build on a secondary stat.
Are you serious?
http://wiki.guildwars2.com/wiki/Attribute#Secondary_attributes
Now, open the game, press H and look at the attributes part. Do you see Condition Damage? Oh wait! It’s there, listed in 3rd place on your “Attack Stats”, under POWER and Weap. Dmg.
And you thinks builds suggested by devs are to be taken seriously?
http://wiki.guildwars.com/wiki/Hamstorm
Just saying.

Also need to add more to the cash shop, for those willing to pay.
I will easily pay 2000 gems for the “Eve’s Armor model” from GW1 :P

I’m in Crystal Desert and is just too good for trying another server so for me, is a very good PvE sever.
-ArenaNet
You do know that condition damage is pretty much all the Necro profession has to work with, don’t you? Oh let me add some pressure to the target with my slow-moving, slow attack speed, sounds-like-a-dog-throwing-up staff #1 attack. Go go minor damage that’s a less than half as intense as any (even non-buffed) bleed I can place on a target.
But, but… C’mon, I already explain this. Oh well, here I go again.
Staff is the simple the best weapon for necromancer but no for the bleed or the poison. Just put points in Power/Precision, gather a lot of mobs around you and cast all the staff skills (2,3,4,5,1) and if they survive then just wait until the bleed/poison suck the little health they should have and, if one try to run, just kill it with your slow-moving, slow attack speed, sounds-like-a-dog-throwing-up staff #1 attack (which is highly underrated IMO). And if you really hate that skill just swap weapon and finish them with your other 5 skills or use DS and use the skill 4 for AoE attack or 1 for a single target (again, skills highly benefited from power/precision with no benefit from CD).
And before someone ask if I know anything about the necro, I had re-roll more than 50 times (I play in hardcore-survivor mode: If I die I re-roll again, no matter how level I’m or how much I had spent in that character) and I tried everything (all weapons, all utility skills, almost all the combination of attributes) and believe me, after the 5th re-roll, you start to see what’s wrong with trying to do what is not to be done.
And finally, I’m a PvE player so anything I say don’t apply to WvW/PvP and no, I’m not trying to teach anyone how to play (there are plenty of better players than me), this is just my opinion.
-ArenaNet
The problem with having a lots of skills for each class is that people only use the same skills all the time.
Yes, you were able to “found builds” but once a good build go public, it became the only build used for 90% of the players.
And PvP dynamic? I always fought players with the same builds over and over.
So you may be one of the few who actually tried something new every day but lets be honest; a few players doing this is worth all the time needed to design, balance and fix of lots of skills?
-ArenaNet
Yes tell that to the weapons that do absolutely kitten all aside from the conditions they apply. Necro Scepter and Staff, Engy Pistols, pretty much everything in Earth Attunement and many things in Fire, Ranger’s Shortbow and Torch, Guardian’s Torch, Mesmer’s Staff, Warrior’s Swords, Thief’s Pistol…
Ermm… Have you ever tried the necro staff with Power/Precision? And I don’t mean with cannon glass build, just balanced P/P/V/T build.
And the scepter is plain lame but then again; CD is for suppot so if anyone go for the world with a scepter only (or any other wep with CD only) and didn’t carry a dagger (or any other weapon), then is not a problem with the CD, it’s a problem with that person.
By the way, I only play necro so I can’t comment on the other classes but I highly doubt they only have CD weapons and even if they did, the problem would be with the weapon itself.
In PvE, it actually does the killing for me on my necro, seeing as the attack power (and frequency) on my ranged weapons is….subpar. Even with an axe power build (I’m not fond of the melee range dagger requires) would be slower to kill mobs than a condition build. It’s really frustrating on objects though…
Apart from that, I just like putting dots on my enemies and watch them die
I tried CD build once but had the same frustration with objects (and with so many events which require destroy objects it becomes more frustrating).
And yes, you CAN kill with CD only (I personally found more effective against groups than with single mobs) but then I don’t understand why people is complaining.
And if Power/Precision builds are more effective is simple because that’s the way it is meant to be, not because CD need a buff or is UP.
-ArenaNet
Why people is so upset with CD?
I mean, it’s a kitten secondary stat. It’s not suppose to do the killing for you, just add some pressure to your target. Trying to kill with CD only is like trying to survive with healing power only (ignoring vitality and toughness).
Yes, it can be removed but you need to waste a trait, skill or an utility skill and that mean less dmg, defense or something else. And even if conditions are easily removed, you can always put more.
-ArenaNet
First, GW3 is highly unlikely so don’t worry about that.
Second, yes, you are right. Too much technology for my taste. I almost quit playing instantly when I saw the “Charr Tanks” (why them are still running with swords and axes is beyond my understanding). And lets not talk about the Asura, those little oversize rats are just in the wrong game IMO).
But well, this is not the typically “fantasy” game anyway. It may not make no sense at all but this is not gonna change so the best we can do is enjoy what we can and ignore all the rest.
-ArenaNet
Dear ArenaNet, please give necromancer a real weapons instead of the stupid gathering tool we have.
Just because it would make us look less pathetic.
I swear I’ll use them!
C’mon…we deserve a gimmee.
Sincerely,
Me

It’s the bombs & other objects spawning eternally.
Go look at the flaming ball of particles that’s coming from all the environmental weapons. they keep stacking & your machine has to render 10s of bombs & 100s of particles for every environ weapon. They said they fixed it a long time ago but they haven’t.
So this is the reason!
I suppose we have to wait until the next restart to fix the problem

+1 signed
I don’t know if is just me or this problem is getting worst but it’s really annoying (being fighting a group boss and suddenly being surrounded by a swarm of mobs who were not supposed to be there is not funny).
PLEASE ANET, FIX THIS ASAP! (I’m willing to spare all the necro bugs if you fix this one).
-ArenaNet
Lol wat? Were we even playing the same game? Nerfs? Some of the best Elite Skills were owned by the Necromancer. When was the last time they even touched SS? That skill has been one of the staples of Necro builds for 6 years and went almost completely untouched.
Then lets remember the sweeping changes to MM builds that occurred when Anet completely changed the functionality of Aura of the Lich and Masochism into not only useful skills, but amazing ones that would become staples to MMing. Then there were changes to skills like Barbed signet which I don’t recall ANYBODY complaining about, even after they had to give it a bit of a nerf after the initial change in functionality.
As for PvP, mind you I didn’t really touch on Random Arena’s or HA, but Necro Bombers in JQ and MM’s in FA were always some of the biggest threats posed to teams.
And yes, Mesmers were particularly deadly in PvP… if you knew how to play them. The twitch reflex’s required to play a Mesmer competitively is what made it so over powered. It was only powerful if a player could anticipate other players and react accordingly. They were entirely a punishment class.
Also, as a fun fact, did it ever occur to any of you that it seems like Anet never respond because the posts in which they do communicate with us get bumped to page two or three after 24 hours due to the huge quantity of ‘Anet haets necras’ threads that plague this forum? Seriously. They were talking with us just last week for crying out loud.
Hello Mr. Peters. Yes, I do master DS… wait, what?
Seriously, I did used SS a lot (mostly for farming) and yes, the +3 death magic was nice but AotL was way more powerful in his original form so yes, that change was a huge nerf (sorry if you never noticed but I guess you was too busy mastering SS).
And JQ? FA? Those were PvP in PvE enviroment (lots of dead NPCs) so the MM work great but you obviously miss the mesmer in JQ after the last “little” buff.
And Anet never respond because they don’t care. We already paid for the game so what? If we stop playing they lost nothing. There will be always a lots of costumers who just want easy and thats why they have the thief and the mesmer.
-ArenaNet
The axe is not a joke. It’s a gathering tool so I’m surprised that people is actually expecting to use it as a weapon.
Now seriously, yep, the axe is still worthless (I just tried it after the “buff” just for fun and it was awful) and I don’t think this is gone to change any time soon.
-ArenaNet
Those who played the original GW should know that Anet has ALWAYS hated the necromancers. All classes (specially the elementalist and the mesmer which appears to be the sweetheart of Anet) were buffed over and over while the necros was nerfed most of the time.
In the 6 years I played, they were unable to fix some bugs (yes, IN 6 YEARS) and they never made it a good PvP class (unlike the mesmer who was always OP) and yes, we used to rule in PvE but mostly because the necromancer was played by good players and not for being OP (I tried all classes and all had a way or another to excel in PvE, even the Nighfall’s classes).
And this is only speaking of the original game. In GW2 where they seem only focused to attract or please WoW players (ridiculously OP Rogue/Thief for example) the panorama of the necro seem very dark.
So, in conclution, Anet ignoring or avoiding us is not new and if anyone is expecting some changes, well, you better take a seat.

Actually, before the patch, I’ve seen several of those things hitting 2 o even 3 times before dying and it was the most useless thing ever.
I think typing /cry is way more useful

Wintersday kitten Yeah!
It must be the patch and the large amount of people trying to connect. After that if you have massive lag, find a ridiculous number of bugs or can’t leave the overflow server it should be normal.

I used to have the same problem until I uncheck the “Melee Attack Assist”
