If he plays nothing but a Necromancer his opinion is going to be distorted by the experience. In those circumstances of course you’d think Mesmer damage is too strong. In truth Mesmer damage has never changed at all, and it was in large part the community who complained about sword/focus until eventually Mesmers gave in and took up staff/GS, which fares stronger against classes weak to kiting like Engineers and Necromancers. But all of this history and detail gets washed away.
Of course part of me wishes they’d listen to me and me alone, but really I wish the devs wouldn’t listen to the forums so much at all. It is too chaotic and subjective to get any kind of signal from the noise here.

And, about your previous post before this one, A-net can still work on the balance of the game, but giving a new option for players to control the balance of the game is one step closer to help Anet understand what exactly needs to be worked on instead of giving them multiple threads and posts talking about how OP or not one Build is, making them confused about what exactly in that build is wrong.

PU has elements of all thief’s defensive Grandmaster traits; Shadow Rejuvenation; Resilience of Shadows, and Assassin’s Equilibrium (regen, protection, block/stab). When you have to compare PU to 3 GM traits…something is wrong. Either PU is OP or thief GM traits need a serious buff.

-Illusionary Elasticity – good for staff clones, but…it’s shatter…clones don’t live long time
- Mind Stab – +17% damage and 240 radius is good but in compare with war’s arcing arrow it’t still laughable

-Illusionary Leap – we can speak about this skill many pages, but just try to compare old pre"fixed" iLeap(when you could swap with dead illusion) and new iLeap. Can not speak for all people, but for me old iLeap wass better even with path finding issue. Stunbreak or 100% (if devs not failing again) ileap without iSwap if il dies…

At WvW you still can 1shot thief with shatter.
At sPvP you have zero chances vs same skilled or little bit less skilled thief. You can try to disagree with it, but is the fact. The only way you can kill thief 1×1 is Moa it and hope he will not use evade at this moment. But even that doesn’t grant you 100% sucses, because many peoply know how to break off combat at moa form

OP mentions “s/tPvP” so presumably is talking about both hotjoin and ranked matches – and if you ever want to roam in WvW, it’s pretty important to be able to deal with PU Mesmers anyway, even if they’re never going to be viable in high-end conquest PvP.
Anyway yeah, Gokil’s post covers things clearly – Ele can do everything pretty well (while having to go farther and sacrifice more to perform more specific roles like S/D FAir Burst or Staff Nuker), and D/D Cele is especially versatile. Learning how best to support your team in different situations with your mixed bag of tools is the way to stay effective at higher ranks. Getting out of situations that you can’t help in is equally important to sticking around when you can!
at roaming PU condie is strong but he can not kill you. You just run and he has no abilities to fallow you. PU power has little bit more chase abilities but it is full bers, so find main mesmer and kill it.
PU mesmers are banned from ESL 1v1 and 2v2 tournaments because of their incredible outplaying potential all I see is clones everywhere, clones when they dodge, confusion on demand, more clones, phantasms, et.c, et.c. As an elementalist you should know that confusion, torment and imobolize are the worst conditions we can have on us because they limit our movement and clutch plays by far cause of the inability to move/switch attunements on demand cause of punishment from the conditions. Also cleaning these conditions can only take you thus far. I have no idea which PU mesmers you are talking about but there are some kitten good ones out there.

Any players with decent experience will run when they get moa’d. That’s the ultimate point of the skill when facing up decent players. You stated it yourself. It forces Lich necro to get out of the fight, it forces annoying bunker GD to get out of the point, it forces condi engi to run, and so on.
Another reason for using it is when the team wants to focus kill, which in that case you won’t survive anyway, the moa comes in just to make things a bit easier.
It’s the whole point of the skill, warding one person out of the enemy team. It’s just that the jackpot fell on your head. The skill will never be removed just because it’s OP in 1vs1 aspect which is not what the game is all about. It turns 5vs5 into 5vs4.5. And THAT’S THE WHOLE POINT OF IT. IT’S AN ELITE.
On the contrary, Lich form can instab gib 3-4 people in less than 10 seconds. You should be complaining about that instead.
