Again, are all of the NPCs alive? Did Trahearne play a scene after you killed the grubs?

Have you used both the L11 and L60 manuals? You can’t skip the L60 manual, it’s required for the Grandmaster manual to work.
It will show you the shortest path to the story step start, but it doesn’t know which gates you have access to. Zoom out on your map and you can see where the actual story start is located. (The portal marker is just directing you to the next zone.)
I made a change in the upcoming content update that should make the cowapult much more accessible. We’re still trying to track down the bug causing the NPCs to stall after the event runs (but before the cowapult is usable) but the upcoming change should allow you to use the cowapult unless the event is actively running.
As I posted above, I need more information. I’ve played through this step several times now with no issue. Hejka goes in, the charr decide to shoot a risen chicken, this causes several undead to attack, when the attackers are defeated the NPC play a scene and decide to enter the building to find Hejka. Were any of the NPCs dead when you finished the fight with the undead? At the time of this post, there was a bug that could stall the story step if you attacked the undead BEFORE Hejka went inside, but it was fixed some time ago.
EDIT: I killed all of the NPCs during the undead attack and they auto-rezz at the end, so I really can’t find a way to break the story step, sorry!

It will show you the quickest route from your current position, but it doesn’t know which gates are available to you. You can zoom out on the map and look for the green star that marks the actual story step location.
Do you have ANY messages in your mailbox? There’s a bug where the X/10 count won’t count some mail that still blocks new messages for appearing (like special event mail).
Make sure the items aren’t in an invisible bag.

There aren’t any plans to do this right now. There are several issues with doing this—like the NPCs in the home instance changing, the ability to do contradicting story steps, etc. It’s the same reason we don’t have a way to allow a player to replay their story. (Or individual steps, since many allow you to change which steps come next.) Nothing is set in stone, of course, but as of this moment, we don’t have any plans to do this.
Update: I fixed a possible stall in the “Protect the brew shipment” event, which is currently in testing to go in the March update.
What’s your current story step and objective?
Do you remember, after the cinematic, were you on the small boat with the other NPCs, or were you on the deck of one of the ships? There’s a really weird but that seems related to the load time for some PCs, but we haven’t been able to consistently reproduce it.
There’s a bug where your PvP and PvE runes are added together on the tooltip, though you only receive the bonus from one set at a time.
I replaced the group of 5 nobles at the start to normal risen led by a single noble. It’s in testing right now, will probably be in the next content update.
It’s probably on your PvP gear. There’s a display bug where it will add both PvP and PvE gear together to determine how many runes you have. (The correct number is used to determined which bonuses you get.)

Quick update: In addition to reducing the levels of the veterans in the story step, I also removed the summon ability from the veteran acolytes (just for this story step) so the courtyard shouldn’t get as flooded with undead.
This is almost always caused by a full mailbox. Clear out your inbox. There’s a limit on how many messages your mailbox can hold, and some messages will not correctly increment the X/10 mailbox count, but will block new mail from arriving.
It has to go through verification by our QA (testing) team, then it will go in the next content update. I don’t have an ETA at this point, sorry!
He isn’t supposed to be L10 in a L8 story step, that’s a holdover from before veterans got boosted, so I’ve gone and lowered his level. It’s in testing now, and should be in a future update.
She was buffed up when the krait received a boost with the last update, so I’m going to go in and remove her summon skill, as I did with the bosses in the other suffering story steps.

This will be fixed in an upcoming update, in the meantime, don’t skip the cinematic that plays when you talk to the bartender. This appears to be an odd timing issue.

Thanks, that’s what I found, too—he can’t be attacked directly, but he was dying to poison. I’ve fixed that, and it’s being tested by QA right now to confirm it before we can apply it to the live servers. (Another change that I made is removing the summon spell from the krait witch since it’s too powerful in the small space where you fight her.)

There are two issues that I’ve addressed and handed off to QA.
1 – The krait witches in both this story step and Liberating Apatia recently got a new summon skill, which just doesn’t work well for this content, so I removed it from the story bosses
2 – Hywel is a non-combatant, but he was able to be killed by a special poison attack that was bypassing his status. I’ve fixed this so he won’t despawn if killed.
I can’t provide an ETA for when these fixes will go live, but they’re been fixed, and we’re currently testing the fixes. Thanks!
Yeah, it definitely sounds like an odd load timing issue, which would explain why we can’t reproduce it consistently.
This looks like an odd timing issue that I’m trying to track down.
Was this solo or multiplayer?
Did you skip all the cutscenes, or watch them all? If multiplayer, did the other player skip any that you watched? Does it work if you do the opposite in another playthrough?
I think I found the issue, if Maeva was in combat or dead when the charges were placed, it could stall. I’m running the fix past QA now, but I don’t have an ETA for when it will go to live. (Most likely during a future content update.)

Did you get a bomb and place it? I’m not entirely sure what you mean by “the NPC is stuck” since it’s not supposed to go anywhere.
What’s the story step name? What’s your current objective?

I posted last week that I’ve made a couple of adjustments to this story step, but I don’t have an ETA for when they’ll go Live. Personal Story Bugged, cannot interact with either the dead or living asuran in the water.
Not a bug. If you lead Zott to Elli (who’s marked by a quest star on the minimap) he will revive her, but the other poor asura is truly dead.
What is your current story step objective? There’s a group of NPCs with you (based on who you helped in Chapter 5) so rushing ahead can be overwhelming.

I’m looking into the bug right now, it appears that occasionally the escort pre-req can go into a weird stasis state where it’s started but the escort event isn’t running, which will stop the Behemoth from appearing. Unfortunately, we haven’t been able to reproduce the bug, though I’m doing what I can to prevent Brenda from stalling out.
Curiously, is this also necessary when reporting them ingame while doing the problematic story quest?
If it’s an in-game bug report, the exact story step and your location are included automatically, though it helps a lot if you include the name in the description so I don’t have to look up all the external info. And for forum reports, of course, I need the story step name or I have to guess where you’re running into the bug.
When reporting story bugs, please provide the name of the story step, or it’s nigh-impossible for me to track down. Fortunately, I recognize this objective, and I’m currently working on the bug, but we haven’t been able to reproduce it, so it’s proving to be rather tricky.
