Where is the shot landing? If you have “fast cast ground targeting” enabled (in Options) your mouse cursor needs to be over the ship so the projectile aims at it. I just tested this story step, and it appears to be working correctly.
The entrance for that story step is in the Black Citadel, not the stockade. It’s right by the lower entrance to the Bane Elevator.
I know that I play on Live, but usually only a few hours per week. (What with work and all.) I also don’t always represent the Arena.net guild, since it’s nice to just play sometimes. And, no, our game accounts aren’t the same as GM accounts; we don’t get special items or anything like that.
Make sure you’re charging the shot to give it enough range. If you just tap the fire button (#2 I think) it will fail to launch, and the error message is extremely deceptive. (It’s trying to fire directly in front of the trebuchet, which isn’t a valid target.)
The levels are incorrect, this story step should be L28, and all the enemies should be 28 or lower. I’ve made some adjustments to all 3 final story steps for norn chapter 3, since some of the Orders were easier than others. No ETA on when it will go live.

Did you “Deposit all collectibles” at any point? Minipets are collectibles, and will be sent to the collectible tab in your bank unless you keep them in an invisible bag.

Note that your inbox doesn’t have to be “full”. Some email (such as the special event announcements, I believe) will not increment the “mailbox full” counter, but will block new messages after a while. So a full mailbox is still the most likely culprit.

No worries. The mailbox can be deceptive, because some system/NPC mail won’t make it appear full, but they will block new messages.

Looking at the video, the problem is that you’re looking in the wrong spot. The initial wave doesn’t come from the same location as the ghosts during the cannon trial. They’re inside, by where the turrets are obtained.
I’m glad it’s working better now. I don’t know much about how GW2 is set up to use multispeaker setups, I just know I’ve into the same issue in the past. (Going from a 7 speaker setup to headphones causing some audio to drop out, etc.)
Is your system’s audio set up for surround? (4 or more speakers.) Dialogue is normally played mostly to the center speaker, so if you only have 2 actual speakers (or headphones) but it’s trying to play the audio as if you had a multispeaker system, the dialogue will be extremely faint.
That thread is about a bug during the actual story step, not the same issue as the OP.
I haven’t been able to reproduce this issue. It’s working ok when I try it, but I’ll dive deeper and see what I can find.
The Tournament Master is who you speak to to browse and enter a match. The Ticket Merchant only sells tickets.
Did you talk to Snarl (the marked NPC) and select the conversation options marked with a green (story) star? You need to pick both options to proceed, if you walk away or close the conversation tree without selecting a dialogue option, it won’t progress.
What’s your current story objective?
There’s an NPC in the lower deck of the ship where you spawn. There’s a story marker on the NPC but it can be difficult to see with the ship’s deck blocking the view. In a future update, we’ve fixed the start point so you’ll be right next to the NPC.
What server are you on? I’m unable to reproduce this bug, and I can’t see how it might happen, so I’ll need to have a programmer look at it.
A fix for this will be in an upcoming update (I don’t have an ETA for which one, though). There’s a carnival barker running a shell game in Beetleton, but she’s randomly asking players in Queensdale to take a guess, instead of only asking players near her.
Thanks for the report, there’s a bug where male medium armor users (only) are losing their utilities during the ghost transformation, it will be fixed in a future update.
I apologize for taking so long to get back to you. My NIC card at work died, so I don’t have Internet access until IT fixes my system. I’m posting from home.
So I think what happened… You mentioned that the character was on hiatus for a while. When we shipped, there was a bug where it was possible to advance the story without choosing an Order, if you played co-op and the other player picked an Order and you simply followed along. This was fixed shortly after release, but the missing Order caused problems if players tried to play some story steps solo, since the game didn’t know which Order they were in. The only way to fix this was to roll bugged characters back to the “choose an Order” step. This rollback actually happened many months ago, but it’s likely that you weren’t playing the character when it was performed.
I only remembered the rollback because the mail you have from Logan isn’t in the game anymore, so I knew you did that step a long time ago.
So the good news is, you’re good to go—the rollback fixed the issue, and the bug was fixed a while ago, so it won’t hit any new characters.
The bad news is, the rollback is intentional, so you’ll need to play those story steps again. I realize that it’s frustrating, but it was the only safe way we could address the original issue without introducing other bugs.
I did not intend to seem skeptical, and I apologize for that. I was trying to understand exactly what happened, so I could reproduce it and fix it if necessary. If I seemed unwilling to help, it’s simply that I was trying to be clear that I have no ability to set a specific character’s current story step, so I didn’t want you to wait for a fix.

I’m not sure what resolution you’re looking for… CS (and me) do not have the ability to arbitrarily set your current story step, so we’d have no way to put you on “Cathedral of Silence”. Also, as I said, looking at the log, there are no signs of an incorrect story progression. This is the first I’ve heard of this in the 10 months since release, so I can’t figure out what might have happened. The only advice I can give is “Keep playing”.
Looking at your journal, though, I don’t see any sign that your character completed (and received credit for) any story step aside from the ones leading up to your choice of Order. It looks correct to me, and I stand by my hypothesis that you helped ANOTHER player get far into the story, but you weren’t receiving completion credit for YOUR character’s story.
I’m just glad these are easy issues to work out.
If it makes you feel better, I consider the Retribution problem to be an actual bug, and I’ve moved the spawn location so you’re now down in the hold with the marked NPC in front of you. No ETA on when it will go live, but it’s being verified by QA right now so it should be in a future update.

No worries. It’s supposed to spawn you in the hold, but a couple of updates ago the start locations were expanded to support multiple players (so they don’t start on top of each other) and it sounds like that location occasionally expands up on the deck.
Look down in the hold of the ship, there’s an NPC you need to talk to there.
As I stated above, what it sounds like then is you were never credited with advancing your own story, even if you were helping a friend advance theirs. So even though you remember getting as far as you did, your character’s story never got that far.
Is Armor Guard in your journal at all?
Is it in your quest journal?
What’s the last entry in your journal BEFORE the skip back?
My suspicion is that at some point you weren’t actually on the same story step as your friend, so you stayed on that step while you helped him/her progress. For example:
You’re on step A. Your friend is on step B. You can help them do steps B,C, and D, and they will be on E, but you’ll still be on A. Your journal won’t display A,B,C, or D, because you didn’t receive credit for completing them as part of your story.
Hopefully that makes sense.

I’m confused, how did you have “Cathedral of Silence” as your active story step when the last 3 steps you did all lead up to “Kellach’s Attack”? Did you help someone else do that step, or is it possible you’re mixed up your characters?
In your journal, what does it show for your last 3 story steps? What’s your current objective? What race are you?
Sigils don’t activate if the target is worth 0 experience. So ambient animals, target dummies, etc. won’t work.
Your current quest step is “Check your mail.”
We’re listening. That area was never intended to be accessible, but we’re looking at other changes we can make that won’t confuse players trying to visit their home instance or continue their story, and won’t get in the way of RPers. I don’t have an ETA for when a change will go in, though, sorry!
Relogging will put you back outside the story instance.
