Looks like the bit under “Password Blacklisting” under :
https://www.guildwars2.com/en/news/mike-obrien-on-account-security/
I’d email the person currently using the name and ask if they’d be willing to return it to you. I don’t know if the support staff would be able to help, or if they’d have to delete the character, however.
Go to support.guildwars2.com
Go to Ask A Question. Either log in, or if you have yet to create a support account (which is separate from a game account) I’d recommend you do so.
Then fill out the form. Be polite, use good grammar, etc.

So
https://en.support.guildwars2.com/app/utils/login_form/redirect/account%252Foverview
Won’t let you log in? Did you actually create a support account? Typically NCSoft has (although linked) the support account and the game account separate for this kind of thing, and you must go and explicitly create the support account.
And from my past experiences on other games, NCSoft’s system should of sent you an email with a ticket number in it (this is auto-generated and simply says the system as received your submission.) WHen asking for help on the forums for a ticket, it helps to include the ticket number in the post.

1 – it’d be nice if party chat stayed. Especially if you want to remver the good times But more importantly, it can be difficult to report such greifers as described here if you cannot otherwise get/remember their names. Especially since reporting them in game works best by clicking on their names.
2 – The tokens were moved to the end to prevent people from quit/resetting the first boss on dungeons. I believe they are working on a solution more fair to those that have something happen and can not finish the dungeon.
3 – A person/guild rating system would :
A – Be open to abuse, especially if a large guild decided to target one person/other guild.
B – Violate the “No name and shame” clause of the ToS, at least in spirit.
4 – One should not drag the the guild’s name through the mud. Griefing the griefers is still griefing.
Renagade Imp – the devs and support team have spoken on this previously, and as I recall, the message was they do consider such behavior as griefing.

I’m not a security specialist, but I would be far more worried about a log-in attempt from China (the most common location from which compromise attempts are made) than I would be from one a few hundred miles away.
Example : Advertisements (until recently) trying to appeal to my location would say “in Eugene” or “in Roseburg” – anywhere from roughly 90-160 miles away from my location in the Rogue Valley. Such advertisements use IP addresses.
The 1.176 takes into account the taxing of the extra added to pay the 15% tax. Simply using Vendor*1.15 would only work if they didn’t tax the extra 15% along with the base vendor price.

As in, he was killed and didn’t respawn 20 seconds after the new build? Or he wasn’t fixed at all? (A likely possibility since this was just a routine maintenance update and not one which involved any content changes.)
On Crystal Desert, he was alive after the reboot – but someone killed him right away. Not sure if even five people got to tag him, much less the horde that swarmed the spot upon server reboot.
Can we have any ETA on the froggy getting fixed? It’s getting really annoying as unlike broken DEs, it’s required for map completion and for all we know we have people killing it to grief others.

Honestly it would of been there if I didn’t log out for a second to check my character, a deletion system like that is completely useless and promotes bad thing, it should be time based, not based on logging out, I seriously did this 10 minutes ago, and it should still be in the database, its not like it just “goes away” otherwise you would probably not beable to report anyone for anything, because I could just harass someone and log out if the database worked like such.
I do not know if the database works like that, but that is my opinion on it if it does.
There are two different things here :
First there is the buyback system. You don’t want that info cluttering up your data forever, so you set some limit. They chose zoning. Other games do choose time. I don’t recall ever seeing one that didn’t, however, also clear the buyback on logging out.
Then there is what the GMs can do. yes they have logs, but in any game the developers are careful about what they allow to be done “outside” the game, in the game. Granting gear is one of those things that ANet has chosen to forbid in GW2. It’s not that they can’t track it down, they simply cannot add things to your inventory.
Running a new female norn ranger, I’ve noticed a lot of the first lines of the NPCs are missing the VOs – once it changes to a new batch of onscreen text they are fine.
Can’t recall if Eir was doing it, but I definitely had several male NPCs do it. Bugged the first several I ran into.
This is an excellent post Crucifer. What i don’t get was it wasn’t broken why fix it? Players were happy no one was complaining. Imho they brought this upon themselves. I expected and hoped for better with anet. Hope they do something to fix this.
Well, apparently Anet thought it was broken.
And as far as not announcing the changes ahead of time, sounds like there was a exploit with a NPC escort where you could have one person blitz to a spot, and get the NPC to follow then? Considering all the other NPC escorts tend not to work that way, that section alone would sound bugged to me.
I know that the way City of Heroes solved this was having dedicated mod only accounts that were not hooked up to the Dev trackers. The community reps shared one, as I recall, so if they were closing a thread they had to relog to prevent it from showing in the tracker.

During the DE with the large golem after rescuing Researcher Nixx (IIRC the name), I opened my hero page and selected a skill - when I hit confirm, it froze the game, to the point where Windows 7 asked if I wanted to close the game the hard way, or wait. Waiting cause it to resume shortly thereafter, the confirm on selecting the skill (Asura Engineer, the Grenade skill swap) having gone through.
