I would pick rabid over rampagers as well.
Once again it’s all about dem crits to stack your bleeds.
You should be fine in terms of survivability, our base hp is a tad higher than a thieves and you will still have plenty of toughness. And in close to permanant protection (-33% damage) and aegis on every stealth in which you also regen up again you should be able to survive most 1vX encounters.

Sigils and runes are good, maybe pick up a generosity/purity in the offhand instead of endurance. Either way endurance is fine as well

Here’s the skinny. If you concern yourself with PvP then Ranger is infact not in the worst position. I know, sounds like heresy for saying it.
The last big pvp event we saw Ranger used far more, and more succesfully, then Mesmers or Engineers.Not saying rangers dont have problems, but this stupid dogma that Rangers are the single worst at everything and need massive buffs and unconditional love is getting ridiculous, aswell as getting in the way of any sensible discussion.

Mesmers on the other hand had a place in pvp, pve, wvw zerg and are the top dogs of roaming. What are the rangers good at?.. oh NOTHING.

mesmers are a pain to fight in pvp -.- you can already troll a point against 2 people by yourself you can reset fights easily you can do both condi and do damage at the same time really well.. that’s something a necro cant do you can literally shut a target down during team fights making it easy for your team (too many stuns >.<)

Warriors and Guards, while yes, are in a good spot are not the problem with Mesmer in PvP. Everyone who actually plays Mesmer knows we wont be viable as long as s/x thief sits on his perch.

Mesmers are moaning because they want all their other build brought up to PU level of faceroll. Its also why u see mostly phantasm mesmers in yolo queue, because they want AI to do all the work for them.
Actually most Mesmers want PU nerfed and other builds buffed a bit so there not pidgeon holed into only being able to roam in wvw, with PU, because there not viable for anything else.
Also in PvP if your seeing anything that isn’t shatter than you’re playing at some low level play.

This build have all that you said with the exception of portal. You can switch Arcane Thievery with portal but you lose the ability to steal boons and i find very rewarding removing to my mesmer the 10+ stacks of might, fury and swiftness from a warrior and give him 6 stacks of bleed, immo and sometimes torment or burning.

Good damage, regeneration, vigor, good heals, very good condition removal, stun breaks with stability (this one can avoid a hammer combo because it gives stability after the stunbreak), boon steal and boon removal.
The thing is its not a roamer build and people want to roam with mesmer.
That’s a kitten build in PvP play.
You will be hitting like a wet noodle.
That build can duel, and that’s about it. Anything close to upper medium/high tier play and anyone running the is a hinderance to there team.

Wanted to do something a little differently with it, so here’s an interrupt hybrid torment build.
As far as I know chill/cripple doesn’t decrease torments tick. So long as there still moving it doesn’t matter at what speed.

Torch, sword and pistol are in all honesty friggen awesome offhand weapons (focus in theory is, but the unreliability and bugs deem otherwise).
I’ve had equal amount of success with the three in different situations and regularly trade them out accordingly.

It seems to me like you are having problems identifying the type of mesmer you are fighting, therefore unable to counter play accordingly.
- PU condi will be rolling scepter/torch and Staff.
This build will tickle you. Seriously stand on the point and dont attack them and you will get the cap and tank it. Most of there damage comes from sceptre block/on clone death. there damage is tiny!
- PU Power will be sword/torch and GS
This build is reasonably squishy, but a great 1v1 build with the uptime from PU boons. However, seeing were talking about PvP the trade off there made is being a hinderance on there team. They can one vs one well, relatively slowly, while kiting off point/stealthing. The weakness of the build is still conditon damage and aoe. Dont be disheartened losing your 1v1 vs them though, they likely would have lost the match for there team running a 1v1 spec.
- Shatter Mesmer.
This is the standard that most mesmers are running in pvp. And to be honest, it is weak, with a giant burst. The weapons really can be any combination excluding scepter and your best approach would be to presume each mesmer is a shatter untill they show otherwise. Most shatter Mesmers optimise there burst being relatively useless at other roles. Therefore, they are squishy as hell and mostly run 0 condi removal or at least very little. That 2 stacks of bleed and chill will hurt the mesmer a lot, as they rely on kiting. AOE will destroy a shatter, and if you run boon corruption is close to a death sentence. If there running with sword and the clone leaps into you, there setting up there burst. Laying a fear mark or simply dodging will negate the mesmer being able to immobilise you as the swap with the current position of the clone ( which will spaz out and run away if you dodge). Play agrresively vs a shatter Mesmer and force them to blow cooldowns defensively, as most there utilities serve as both a defensive/offensive in the right situations and they will be unable to set anything up on you.
Edit: Kinda feel dirt telling you how to completely disable a Shatter Mes with how weak they are in there current state :s

Disrupters Sustainment is incredible. Drop your chaos storm before you go down for some quick rupt’s. And say gl to anyone trying to stomp you when you can downed #4 bandage instant heal yourself up again if you need too.

In fairness you wont be as effective as maxamising your burst, but it works, and is probably even superior for 1v1 situations.
A tradeoff for spvp would be to take torment on shatter, it is a big trade off but will help you immensly against the copious engineers in yoloq.
Also Id swap out travelers for strength and have battle on your staff. Your gs could either air/fire combo or further more might stacking.
In saying that, I maintain that for your team, traditional burst is better,

Just my 2cents.
This build is so OP with both superior ooc mobility (Portal, speed runes) and in-combat mobility (Staff #2, Downed #2). Maybe you can replace the speed runes with other set of runes to make it more balanced?
I highly recommend Runes of Mercy, that revive speed boost synergizes very well with the build.Also guys, don’t forget Bowl of Fire Salsa for food if u use this OP build in WvW.
There’s a few options in that regard. I like speed because it allows me to position myself to down as close to as many enemies as possible, other options include mercy and afflicted.

exactly this build we were waiting for, exactly this shows all the strong aspects of mesmeri played this build in high end pvp! it was awesome! 5 thiefs were atking me, and guess what! i managed to portal away! portal gives us an insane amount of mobility!

Yep, it’s true. The anet devs were aware what build I was running long ago, so I guess I am partly to blame for the gradual demise of other Mesmer builds that were effected in there attempt to nullify this build.

I love where this build is going but I don’t understand why you have such a huge oversight in this build. I’m not trying to cause a rift here but I seriously question your SUPER META BUILD capabilities for not seeing this. I suggest we all make the following change:
Remove Desperate Decoy from Chaos and add 2 to Illusions, picking up Master of Misdirection. Our goal here is to get to downstate so we can unleash our devastating torrent of OP confusion blasts while sitting in permanent retaliation, punishing those foolish enough to assume we are actually in a bad spot. Desperate Decoy actually lengthens the time it takes get to downstate – there is absolutely NO synergy in that trait with this build’s theme.
I expect better from the mesmer community.

Desperate Decoy is OP.
I have a suggestion to improve your build – drop those 2 points in duelling (because critical infusion is also OP, even with your 9% crit chance) and put 4 points in illusions.
Take blinding befuddlement.
Drop staff and take scepter+pistol.
Swap Confusing Cry for Dazzling Glamours – because you do have portal after all.
That’s much more balanced.
Dropping desperate decoy for Dazzling glamours would absolutely work, although I’m afraid your overlooking the most important function of the staff!
Before you go into down state, dropping a chaos storm will give you the interrupts needed to trigger your Disrupters sustainment meaning your bandage downed skill is so much stronger! This allows you to balance your downstate into a huge dps/boon generation/rapid healing mesmer of metaness!

I run this in PvE now.
It can work well in PvE although I’d suggest dropping Desperate Decoy and picking up glamor blinds; with the less frequent attacks in PvE the glamor blind on portal will often stay on a mob for its full duration without the mob being able to cleanse it with an attack. Some huuuge blind uptime to be had!!!

Imho, this build is to cheesy. Its to easy to win with it.
On the contrary this is an incredibly high skillcap build, knowing when to use your downed split, summoning iRogue, stacking confusion with downed ‘1’. While it is undeniably a strong build you can always improve with it.

Originally I had renewal, but being unable to swap weapons while downed was severely hurting my outgoing healing.
There may still be a few tweaks, but I feel this build is exactly the revival Mesmers needed to become viable again!!

Traits
Desperate Decoy: Self explanatory really. Now when that s/x thief comes in to gank you, he’ll have to wait an extra 3 seconds before you blow all your cooldowns only for him to still be on you cleaving you to death. That extra 3 seconds will greatly slowdown the oppositions thief!
Retaliatory Demise & Chaotic Revival: These two traits synergise incredibly well in the current meta! Imagine the horror of that engineer who just used Incendiary Powder or that thief who used steal/larcenous strike when they start taking a fraction of the damage they put out on you once your downed! It may not sound like much at first, but keep in mind, you will spend the majority of the match in downstate = 100% uptime on retal!
Medics Feedback: This really is a multi use skill. It will stop you ticking death from being unable to clear pindown bleeds and also provide you with a nice bubble effect so you can jump around and roleplay on the sides while the warriors on your team be twice as efficient through spamming one.
Wardens Feedback: I’ve chosen to take Wardens feedback so that our iWarden no longer reflects projectiles. This is important in getting us into downstate so we can really put out our max dps capabilities!
Disrupters Sustainment: I don’t even know how else to say it; this grandmaster trait is incredible! That nicely timed interrupt on a game without cast bars you just pulled off? Now you can heal an extra 200-300 base hp! Absolutely amazing and well worth the grandmaster slot.
Runes & Sigils
Rune of speed: That’s right! For just the trade off of a full 6 set of runes we are able to move at the same speed as every other class!
Soldiers Amulet: Let’s be honest, it’s not like the high risk high reward zerker style matches up too bunkers spamming in PvT.
