In Control Panel, try setting your Power Options to High Performance.
Start by using MSCONFIG to disable all unnecessary programs that are running in the background. Then reboot and try Guild Wars 2 again:
The noises are because your fan and heatsink are probably caked with dust. Clean them out, replace the thermal grease and you should be good to go (or have someone that is knowledgeable about that do it).

I wasn’t very clear. While it’s true that an LCD monitor can only display 60 frames per second, your video card can render much more than 60FPS. I always use v-sync because I really hate “tearing”, which is the result of partial frames being displayed by the monitor as a result of not being synchronized with the video card.
You probably have a 60Hz monitor so your monitor can not even display more than 60 fps.
That only applies if you have v-sync turned on.
Realplayer acts pretty-much like spyware, in my opinion. I haven’t used it in over a decade as I consider it to be bloated garbage.
In my opinion, adding a “view distance” slider would help. I don’t know if the game engine supports that though; but WoW had that feature.
Yeah, other internet programs can interfere with online gaming.
There are times when I’ve been doing downloads at the same time as playing GW2 which resulted in some lag. Of course, I knew the downloads were causing the issue and I generally don’t play when doing that.
If you have over 3.3 Gig of RAM, you should be using a 64 bit OS.
I myself have 4 gig and run Windows 7 64 bit without any GW2 crashes. This is actually a fairly common fix for the OOM error with GW2. Please try it.
Yeah, forgot to mention that current virtual memory is set at 10736 (double size the recommended). I changed it about a month ago to recommended and then doubled, but didn’t made any difference. I been tweaking pc’s for years now and I can assure you there’s not a single program ever running in background whilst playing gw2, except avast anti-virus. I’ve disabled about the half services via services.msc for the best pc performance, knowing they are unnecessary.
It’s usually best to set unneeded services to manual, instead of disabled. Disabling some can actually hurt performance and may cause strange problems.
You should still install the 64 bit version of Windows though. The 32 bit kernel cannot use more than about 3.3 Gig of RAM (total) no matter how much you have.
I told you before, your video card is failing.
Replace it.
Install the 64 bit version of Windows 7. Disable unneeded start up programs with MSCONFIG. Increase your page file size to the ‘Recommended’ settings.

After troubleshooting with anet over this, for some reason if I create a new Windows User Account with admin priveleges (my original has admin as well) I’m able to load the BLTC. This is as far as Anet will troubleshoot with me. I’ve cleared cache, disabled firewall, switched firewalls, unistalled and reinstalled the game. I’m at a loss. And how would another user account resolve this?
It means that something Windows related is damaged in your original user account (permissions, security settings, group policy, etc.). Often this is caused by malware (even if it has been removed) or some program has made changes to the system.

Turn off your CPU overclock.
I disagree. I’m running the game on an Athlon 64 FX-60 and Geforce 8800GT with no crashes ever.
Try a clean boot. Make sure to disable Punkbuster (PnkBstrA.exe).

Update Windows and your graphics drivers. Make sure DirectX is up to date.
Any chance the card is still under warranty?
At this point and with everything you’ve tried – the symptoms still point to a defective card, although you can run other games.
I would say to RMA the card (and get a replacement) or substitute another GPU in the computer. It’s really the only way to find out for sure if your GPU is the issue. I believe that it is the problem.
That really shouldn’t be necessary if you have administrator privileges, although it’s fine to do so.
Not sure about Windows 8 though – I’m using Windows 7.
For rootkits I start with Kaspersky’s TDSSkiller, which you can get here:

Since it’s a used PC, you have no way of knowing if the OS is damaged or working correctly.
I recommend that you reformat and reinstall windows (use the 64 bit version since you have 4 gig of RAM).
Anytime someone gives me a used PC, I always format it to start fresh.

I recommend doing some virus and malware scans. In addition, your game is actually crashing due to a Windows crash (Ntdll.dll). Make sure to do complete scans for infections including rootkit/bootkit scans.

I’m not exactly sure what you mean.
By default, if you hold the right mouse button you can turn by moving the mouse left or right.
Have you tried resetting Catalyst Control Center to default settings and disabling Catalyst A.I. ?
Also, you could try deleting the Local.dat file, which is in the following location:
C:\Users\your user name\AppData\Roaming\Guild Wars 2

Why not? Technically, you can use any DNS server you’d like, but it’s generally best to use one close to you.
I never have these connection issues, but I’ve been using OpenDNS for ages now (don’t trust that my ISP will keep their DNS servers up to date). If you want to try OpenDNS, here are the settings:

Sounds like your GPU is failing (could be other things such as power supply or motherboard too).
One thing you could try, is pulling it out and re-seating it.

They aren’t using IE ‘itself’ for the TP.
However – as I tried to get across to some people – several IE functions are part of the OS and they cannot be removed (by “standard” means, anyway). Although the IE browser itself may not function after disabling it; the OS depends on certain elements that are part of it. This is why it cannot be completely removed.
It’s a false positive.
It’s a false positive from AVG – it’s a known issue.

Evidently, my definition of “completely remove” and yours differ.
If you don’t believe me; boot with a WinPE disk (such as Hiren’s boot CD) and delete the Internet Explorer folders. Then (if your OS still boots), delete all references to Internet Explorer in the registry.
The above is MY definition of “completely remove”.

If that’s (actually) true – you have damaged your OS and certain things won’t function correctly.
One more lamer?
Windows allows to uninstall IE from the system without any problem.
Please stop misleading.
On my working PC I use Windows 7 with uninstalled IE about 3 years.
On my home PC I use Windows 7 with uninstalled IE about 6 month.
Everything is okay. I don’t need IE installed on my PC.
I use FireFox because of awesome NoScript plug-in.
Sure, you can go to the control panel and “uninstall” IE – but it will only revert back to a previous version. You cannot completely remove it without breaking your OS.
Yes, you can remove it in Features, but it still won’t completely remove it.

Your antivirus software may have flagged it and moved it. Open your AV program and have mark GW2.exe as safe (or whatever option you have).
Also, you can simply copy the file on your desktop to the other location.

You didn’t provide your current mobo specs. According to Zotac, that graphics card is PCI-E-2, which will work in any current motherboard with a PCI-E slot. ANY new graphics card will work in your motherboard, provided your mobo is using (at least) a PCI-E-1.1 slot. If your mobo has a PCI-E 1.0 slot, a newer card may or may not work.
I know this is an old post, but I’m having the same problem, except my new PC is:

Yeah; sometimes software has conflicts with other software – especially spyware or viruses.
In fact, BizzarreXGamer.7930 has a bunch of spyware which shows up in the log he posted. Some of it is running in the background, others are browser toolbars (BHO’s). There may be some viruses in there too.
And as Abomally said, it’s a hardware issue. Try doing what he said.
But here’s the thing: since the last Living Story update, there has been an unusually large number of people who went from a perfectly playable game to these constant freezes and restarts. Taken individually, yeah, they feel like hardware problems, but taken as a whole, it definitely seems like SOMETHING went wrong with the last patch.
It doesn’t matter what they “feel” like. This issue is a hardware problem. Period.
I have been doing this (repairing PC’s and much more) for quite a long time.
The issue is with Bell South in your case. Packet loss starts here:

Are you running that game at the native resolution of your monitor?
For example, if your monitor’s native resolution is 1920 X 1080 – you should set the game resolution the same.

This is a hardware issue. Software will not cause what you are describing.
A good place to start would be substituting a known good power supply in your system.
