This shows [first] 14% packet loss (7 out of 50) and [second] 12% packet loss (6 out of 50).
You always want to look at the node where the packet loss first starts.

Flood protection is not going to trigger due to Ping Plotter’s ICMP packets. But, you know that already and you can cut the smug routine anytime now – it won’t resolve a problem that is out of Anet’s control.

Glad your not a network engineer – ping plotter is not enough to diagnose it is a level 3 issue. Routers routinely drop ICMP requests and will generate graphs like that.
A network capture is required to know for sure if packets are not being acknowledged or not being recieved in order or retransmission are happening.
Not true. Also, routers aren’t configured to randomly drop ping requests – they either don’t reply to ALL of them or they respond to ALL of them.
Anet has nothing to do with nodes that are external to their network. It is not their responsibility to contact level 3, nor is it their responsibility to fix the broken node.

I like Windows 10 (better than Windows 7) and have had no issues with running Guild Wars 2.
It’s how the numbers are represented. It looks like your bandwidth is actually 10 to 12 megaBITS per second. GW2 downloads show the information in BYTES per second.
Therefore:
10Mb/sec (megaBITS) divided by 8 (to convert to bytes) = 1.25MB/sec (megaBYTES)
That looks about right. Here’s for 3Mb/sec:
3Mb (megaBITS)/8 = .375MB (megaBYTES)/sec
Of course, the numbers will vary a bit. ISP’s usually show the bandwidth in megaBITS/sec because the numbers look bigger.

The Astrill VPN software (ASproxy.dll) is crashing the game. Try uninstalling it.
Personally, I would go with EVGA – I’ve never had an issue with one of their cards. A GTX 970 is a good choice, in my opinion.
GPU-Z says it can run at 3.0 × 16 but for some reason its only running at 1.1 × 8. I tried taking my gpu out and putting it back in again but that didn’t change anything. The GPU-Z render test bumps it up to version 3.0 but still runs at x 8. How do I check its not running in low power mode? Or is that just running the render test to get it out of it?
Funny this is my girlfriend is running crossfire R9 290x’s (albeit with a i& 4770K though) and is getting a solid 60fps + with the same driver version. Does GW2 really utilise crossfire that much? From what I’ve read so far people seem to think it does very little.
EDIT: I’ll test it again after the latest large patch, fingers crossed.

Redo the thermal paste on your CPU and clean the heatsink/fan – this will probably solve the issue.

Windows is designed to use the page file. When you disable it, some programs won’t work properly no matter how much RAM you have.

When Nvidia updates drivers, the default setting is to install the 3D drivers. I manually update my Nvidia drivers and always uncheck that option (you have to choose ‘Custom’ for the install option).
My computer ran gw2 just fine until this morning after windows 10 decided to update on me. It was an unusual update that brought up a shifting colored screen that said “Hi. We’ve updated your computer. All your files are exactly where you left them.” and then something about new features I can’t recall exactly what it said.
But, since that update gw2 crashes immediately upon launching everytime. I’m using the 64-bit client and running as admin but it doesn’t help.
I’m not even getting details about the crash because it doesn’t pull up the gw2 crash data window like normal it’s always the windows “this program stopped working” window with no information or error codes on it. :/
Does anyone know how to fix this problem because I simply cannot play the game anymore until this is fixed.
Try reinstalling your graphics drivers – Windows may have updated it with one of its own.
I’m getting this after I updated the game earlier. Also running windows 10 (64 bit) which did an update last night. Everything else works perfectly just Guild Wars has the 3D effect! lol Is it a setting I need to change? Never happened before.

What memory Command Rate (T1/T2) is your motherboard set to?
Check in your BIOS. If it’s set to T1, change it to T2 and try the new memory again. Sometimes memory (especially in four slots) isn’t stable at a T1 Command Rate.

Your pics actually look right.
At this point, I would look into the possibility that something on your system is preventing the game from using your GPU’s resources properly.
A bitcoin miner can have this effect, so you should probably do some malware/virus scans.
When you replaced your CPU, did you clean the heatsink/fan and apply new thermal grease?
You might also want to check that the heatsink/fan is tightly mounted. This sounds like a temperature problem to me.

Try re-seating your graphics cards. Also, make sure they are in the correct PCIe slot (X16).
You can trade gold for gems at the trading post and then use the gems to transfer.
Right-click the GW2 icon and choose ‘Run as Administrator’.
If you right click the icon and choose ‘Properties’, then ‘Compatibility’ (click the tab), you can put a check in the ‘Run as Administrator’ box (so that you don’t have to do the above every time).
My problem is pretty much exactly what the title says. I don’t have the ability to mess with ports or anything like that since I’m on campus so the typical methods for fixing this don’t seem to be a solution for me. I’ve seen topics before with just the Windows version that involves creating a “test” shortcut of GW2 with different properties, but since I’m on a Mac I’m not sure what the equivalent process would be to do this.
Any help or advice would be greatly appreciated.

You’ll need to talk to the college IT admin – they are probably blocking the ports that GW2 needs to function.

Just pure curiosity on my part.
I find the behavior incongruent and just wondered if someone, more knowledgeable than I, could shed some light as to why Gw2 behaves so badly when other games are less effected.
It’s probably because GW2 has to process a lot of network data, whereas most other games don’t (depending on the game, of course).

Your graphics card is running at 4X instead of 16X. Please make sure it’s in the 16X PCIe slot (usually the one closest to your CPU).
If you have any game controllers plugged in – try unplugging them.
Try re-seating your RAM and/or removing one of the modules as a test.
Try the game without the CPU overclock.

You shouldn’t have any issue reverting back – Windows 10 keeps all of your previous settings (etc.), provided that you did the upgrade within Windows.
There are several possibilities for that error, which means it could be difficult to resolve.
One thing you can try is updating your graphics drivers. According to Nvidia, this is the correct driver for your 940M (it’s the same driver for Windows 10):

A 2.0 slot is plenty for a PCI-E 3.0 GPU but that’s not the issue. Often times that PCI-E 2/3 is stuck at 1x or 4x link speed(where it rests when idle) instead of 8x or 16×. That’s where the issue arises.
And dozens upon dozens of times, it’s only an issue that shows itself in Gw2.
Ask a Tech Support regular like Beldin or Behellagh. It’s a pretty common issue since Win10.

Here’s a screenshot with GPU-Z and CPU-Z active. Typically, in that specific area, I get about 30~40 FPS, believe it or not, in fullscreen and in windowed fullscreen. Mind you, this is in auto-detect, I didn’t mess with the settings.
Your graphics card is running at X2 instead of X16. Try re-seating it in the slot and make sure it’s in the X16 slot (usually closest to the CPU).
I don’t know if Junkware Removal Tool will remove those files, but you could try it:
